commonwealth on the let October last, is ascertained to ho eeane ue antes to ares) 16, which isan over the amount held at the FINANCIAL AND COMMERCIAL. MONBY MARKET. Sespar, Dec. 3~6 P. M. During the past week there has beem quite an active movement in the stock market. The bulls and bears pave had things their owm way at times, but at the clore the came out ahead. The advance in prices early ia the week, im the face of the unfavorable forvign news, Waa somewhat surprising; bat buyers feltconf. imcipal of the public | AP oP old Get coat ber tanta. Tacs rarts | Z oo 0 deduct the eeneent | io rp juctive funds from 11 Rare dent that it was the beginning of a steady and perma- ‘amout debt, and therefore the public : debt leas the above amount of active in- vent improvement. The position of matiers ander our | de os Nimitiea ty et tre tear immediate notice was rather calculated to justify this view; but the condition of affairfon the other side of ‘the Atlant’¢ is far from being of a sattsfactory charac- ter, and they must have their effect. Quotations for foreign esohanges have fallen off yery materially, the shipments of specie have become much reduced, our im- ‘port trade bas been contracted to the narrowest limita, cand we have every reason for believing that these evl- <dences of improvement will continue; but it must ba bore in mind that our exporting resources have been very much reatricte|—that our grest staple articles of European consumption will be very much reduced, and that we shall feel very sensibly the contraction and liquidation going on in England and on the Continent. The ‘improvement in our domestic affairs is more the result of inactivity than anything else, We have no home trade ; there ie noting doing among our laboring classes ; our operatives are idle, apd our public works Lave compara- tively @ moderate amount of traffic, Inactivity reigns in -every department of industry, and evrey interest, public and private, appears to be completely prostrated. The contraction has been greater than ever known before in the same length of time, and the effect will be for a long time visible, in the dulness of business and depres- sion of prices. If we have no trade, our resources are valueless. We must look for a great depreciation in prices for our cotton crop. The European consumption is likely to be limited, and a slight falling off in quotations make. an immense difference to usin the aggregate value. I -cur logal affairs should became temporarily relieved from embarrassment, foreign manufacturers would avail them selves of the opening to flood our markets again wit their fabrics, and carry off the proceeds in bullion, with- out yroducing any improvement in prices for our raw mze terials. A buoyant state cf things om thia side, during a severe pressure on the other side of the Atlantic, is en- tirely out of the question. Any let up here could no be otherwive than shortlived, from the very use that would be made of it by parties desirous to realize ‘We muat remain in the same boat with those connected with ws in financial and commercial operations. If those with whom we deal are embarrassed, we must pay all we owe et the shortest notice; and if we are fortu- mate enough at any time to be able to consume more Jargely, we shall be immediately supplied, and required to make immediate payment. We must, therefore, for our own safety, live considerably within our means, and endeavor by economy to make up for past extravagance. ‘The present generation of merchants has never passed through a long protracted European war, and all are ig- ~norant of ita effect upon Snuncial and commercial affairs. Presa ne Thus far sit our anticipations and calculations have | Raisins proved abortive, and the very reverse has been realized. It is the height of folly to suppose that any great com- mercial country can be benefitted by a war that involves the expenditure of millions drawn from the active oper- ations of trade. When the resources of the world are sestricted by extraordinary events, the whole world must auffer more or less. We may have periods of tem- porary relief, but they will proye fatal to those who may be induced to trust them, until the great cause for contraction disappears, and peace again preva mong the nations of the earth. It is reported that the Reading Railroad Company in- 721 56, actual payment of the interest, and the redemption oC"the priacipal of the debt; which has oF j may be contracted by :his commonwealth, cannot be doubted.
