The steadiness of Prices for all the leading speculative securities is a very extraerdinary feature in the market at this moment. ‘When we look at the severity of the money pressure, and all the causes which are bearing, with more or less ferce, upon prices for every @ercription of property, holders of stocks must feel encouraged, and convineed ‘that any permanent let up in the existing stringency will give a great impetus to operations, and an important faffation to the market value of all c'asses of securities. A loud call has been made for a repeal of all duty upon foreign coal, and the probability is that Congress wi'l be flooded with petitions for removing duties of any kind on the article. ‘We go for that strong. It will be, at least, one more step towards freo trade. This will not remedy the evil complained of. We shall have high prices for coal then, as well as now. Let us see what has been the effect of duties on foreign coals, with reference to consumption. From 1842 to 1846, the duty was one dollar seventy-five cents per ton. Since that period the duty has been from sixty te seventy-five cents per ton—an ad valorem duty, levied on an under valuation. The consumption under the high duty of 1842 was abont 160,000 tons per under the redueed tariff of 166,853 tons. é “ 180, 1868. ie 231;508 ‘The reason for this insignificant increase is found im the fact that American coals are better than English, are stronger, and possess more carbon and less sulphur. The Welch coal alone approximates in quality our owa. ‘The English coals are alone imported for gas coking, and for the use of that small portion of the communi ty, the codfish aristocracy, who believe everything foreign is better than our own. There is much more probability, and coal proprietors feel much more lik» sending coals to Newcastle, than having apprehension of Newcastle coming to New York. The suspension of works in Schuylkill grew out of the hueand ery that coal would be a drug; that low prices would rule; and the advice so extensively given in the wise jourdals of Wall street and elsewhere, has produced the result. Of course the miners would stop sending their comm>- Gity to a market that was overstocked. The supply was very short. The dealers of small means, who retail coa!, could not sell any, and could not receive and pay the freights on their winter stock.
