FINANCIAL AND COMMERCIAL. MONEY MARKET. Moxpay, Oct 3-6 P.M We have nothing new or particularly important to re- port relative to operations in the tock market. There waa s good feeling among operators, and although the improvement in some of «he fancies was only moderate, there was evicently » pretty general belief that botter prices would soon rule. At th» dr+t board, Erie Railroad advanced 13; per cent; New York Central Railroad, ‘; Reading Railroad, %{. New Haven Railroad bonds fell off ‘2 per cent; Michigan Central Railroad, 4. Illinois Cen- tral Bonds sold st 69, interest off. This is equal to pric Ourrenton Eatarday. The sales were limited. New York Central Railroad was more active than usual, aad soll freely at the advance, principaily forcash. There were no large esllers of Erie After the adjournment of th» board, the following salos were made at the Exchanze, by A. H. M. It is our belief that nothing wl te accomplished, and that an adjournment will take Place without any definite action reletive to the over issued «tock. It will be a stormy meeting, and the exci > ment will run too high to permit the transaction of any busiaens. This being the ge of reform and retreschment in rail- Toad marogement, it becomes necessary to take hold of the difficulties with a determination to remove (ham in the shortest possible tin 0, and ia the most effectual man- ner. For many years we have been travelling the road to ruin sta rapid rate. The greatest ignorance has beea exhibited ix the construction and operation of railroads, and ix the expenditures the greatest extravagance has been practised. This course, pursued for such a length of time, has involved this imvort»nt interest in all aorts of embarrecsmente, and nearly prostrate’ many who had Decome individually indentified with certain leading com. panies, Within the past twelve months many great changes have taken plase in the valve of railroad proper. ty. Several companies have publicly proclaimed their bankruptey, and many oters have been straggling slong with impaired credit, with the prospect of being obliged ultiniately to admit their icsolveucy. The panic created by the announcement of the Sehuyler fraud bronght abouts revolution in our system of railvond floacciering, and wince the attention of managers has been turned mor juidation than to the ereation of aiditionsl ix- debtedvesa, The past three mon'hs have been fruitful in reforms, and we are satisfied that a much more economi cal system of management throughout has been adepted ‘The comm ppolated by the stockholders to iaves tigate the fairs of the Herlem Railroad Company found that a levse sum of money coull be raved annuslly by making some slight a-terationa in the operating cep ment, The running ex;enses of the road have thore“ore been largely reiuced. Other reforms were recommends? and have sinse been adopted, But for the cause for this examination, given,by Schuyler’s frauds, the Hariem com- pany might have gone oa for years under the extrava- gant d:fective system of manogement which had been practised from the start. The Erle Railroad Company has from its Grst organization been in the hands of mon who knew no more about prover railroad management than so many schoolboys, aud the result is seon in the embarzassed condition of its finances In the fare of most extravegant expenditures for the ex‘ension of the ividvnds bave been paid semi-annually, and every sale to sustain its credit te enable the Ciree oney. Millions upoo mililous of dollars h been wastedin outlays which could hove been avoi ied and it bss appeared to ws throughout as though the ent was trying to dankrapt the company in the shortest possible » Pehuyler feand has viceable to the commanity in th tance, a the Bariem. It brought the finance: of the F company to a focus, and removed oli possibility of raising money for sny purpose until some great change had been made in the ada nistration of its affairs generally, and of its financial oMairs pasticalarly. The effect of the Schuyler expose upon the credit of railroad companies was such that the best of tLem found it difficalt to manage their floating dc bts, and those whish t:ad been stroggling along with great difiicalty before, were compellol to sabmit to ruinous sacrifices to keep their heads above water. Four railroad companies, the stocks of which are largely held im this marlet, succumbed to the force of the tinancial whirlwind, and were forced to pass their dividends, and apply their net esinings io the Jiquidetion of a portion of their foating debts. We allude to the New York Cex- tral, Erie, Harlem and Reading. Nothing bat this saved them ail from protest, and perhaps something worse. The effect of thia delinquency to stockhollers on the s crushing ia the Erie ant ing staggered heavily under the dlow, but have nearly recovered, while the other two coatioue much depressed. The finances of the Erie Railroad Company are in a more confused “and un- wettled state than in either of the other concerns, and it therefore requires greater skill to extricate them from their embarrasements, With a much larger debi than any ote: cal inthe country, involving such an enor * mous interest, it is of the most vital importance that such measures should be adopted by the incoming admi. nistration as will place the company beyond all fature difficulties of this nature, least. I+ cap be done. We have, during the past eight years, been satisfied that the frie Railroad Company would reach just the position it now occupies. Its finaneial policy has been gradually leading to such a result, and it would have been a miracle had it escaped. It is now time to see what & new aysiem will accomplish. We dellevo it to be per- feetly feasible ‘o place the company’s finances in a safe been Ker well asin and satisfac‘ory condition, to inrare its productiveness, | and ultimately mske it a prosperous and paying con- vera, The company have saved $360,000 by passing the (tober dividend. A similar amount will be siwed by nssiog next—A) 00,000 will soVide for the flosting dedt and leave th pany with | othicg but its fncome bongs, amounting to about 2,709,000,to arrange on the 1st of February, 1805, Now, t in Well Koowa that none of these bonta can be paid ia | cach. ‘That being out of the question, we must devise some was to replace them by a ne7 issue and to pro vide ou income for the ultimate liquidation of that iisus. The on!y way to do this is to bh a sinking fund, in?eitedness of the company, before the mata is longest dated bonde. A sinking fant of annum would ecvomplieh that desirable re any trath in the report of the com pany relative to earnings, toe appropriation of such an amount annually for the purpose can easily be made. It Js estimated that the gross earnings of the road duriog the year 1955, will amoant to $2,000,000; deducting itty per cent of tbat for operating expenses, leaves a uct in come of $5,900,000, Tho annual iuterest on the total indebtedness amounts to about $1,700,000, which deductod from the $8,600,000 net facome, leaves $1,300,000 sur. plus, From this deduct $500,009 for the sinking fand, | and we hare for the stockholders $800,000 for dividends, or for any other purpose they may sppropriate it to, Es- timating the operating expenses at afty.dvo, instead of | itty per cent, and making the same deduction for inte rest on debt and sinking fun, the amoant left for divi- dends would be $600,000, equal to Ave per cent on the pra, seat capital stock. To make this calculation and the | conclusions correct, it is only noceseary to establish the date in two particulars—the gross inson‘s and amount of rupming expenses. These points settled, all the rest is clear enough. We understand that the present suporin tendent of the road says that the line can be operated for forty five per centof the gross inoomo; but it is our Opinion that fifty-five would be near the actual expenses. ‘Tho estabiishment of a sinking fond of $500,000 per | give the Erie Railroad Company high credit, and enable it to replace upon more favorable | terms each class of bonds as thsy matured. ‘the reduc.
