The facts of the nse were these: Mr. Kennedy, as a Commissioner of Emigration, audited a bill for carriage hire used by the Commissioners of Emigration, aud Mr. Smith, ivsiead of bringing it to the proper place for payment, brought it to the Comptrolier’s office, and he (ihe Comptroller) paid back hire for the Commissioncrs of Emigration. (Laughter.)
