AFFAIRS IN CUBA. The Temporary Settlement of the Black ‘Warrior affair. We yester’ay received files of papers and letters from our Havana correspondents, brought by the steamer Lsabel to Charleston. A planter named Argudin had failed, exceeding a million and a half of dollars ‘The British war steamer Devastation arrived at Havana | On the 16th inst. Six hundred slaves had been landed near Trinidad de Cuba, aud were seized by the government. OUR HAVANA CORRESPONDENCE. Havana, March 8, 1854. with Mabilities Cutan Officers—Discharging the Steamer, dc. wihat there are facts and points in the case of Warrior still unknown, and which should be 1 submit the following to your readers:— y, the 25th ult., the Custom House clerk en- | tered and cleared the steamship Black Warrior, agreeably | i toaformula sent to the consignee from the government, then under the jurisdiction of Gen, Canedo, she being ox- pected on Sanday, the 26th. When the clerk went to tho | Captain of the portte get what is termed the Moro Pass, it was refused; a reason Was also refused. On an appli- cation from the consignee in person, the reason stated was: “She has cotton on board for New York not meni- feated"’—as coming to Havana, of course not. The was acized, the cargo ordered to be discharged, to pay double its value, and other outrages, of which herea(ter. Of course all this was not to be submitted to;so Mr.Tyng, thinking that although it Lad shown so much petty cow- ardice under the past administration that the cup was now full to overflowing, refused to snbmit to these demands. he capiain, under 5 tice that, on touching one particle of cargo he wou 11 down his flag, aban- on the ship, and hold the government responsible, For- unately, one of the fleet ordered here some time since was in the harbor, and Captain Budock and his crew re ired on board of her. ‘The passengers refusing to leave, nat the steamer would be set at liberty the next sid on board, They coull get nothing to cat ex- afew cold bits in the as allowed them. The most malicious point of all is, that one of | ed and printed on the | hat twelve hours shall | the laws most clearly expre bach of the manifest formul: in all cases be given for the rectification of all errors, &e. After they had got about a hundred bales, they net only began to find out their mistake about the law, but wondered how they should get it a back in case of necessity—indeed, they declared tl some supernatural agency in te matter, a ready taken out more than th el would hold, poe found no bottom, They tried in every way mean and dis- honorable to make Mr. Tynf@commit himself, in writing —sending messages and notes, requesting an answer in writing, &e., ko. Havana, March 21, 1854. The Black Warrior ana the Six Thousand Dollars Fine— Anglo-F the Island—Markete, Freights, de. As i found everybody was w Fampire City, via New Orleans, under the impression that even the perfect Isabel might be captared, in the eager cupidity of the new poverty stricken incumbents of the Custom House, under the intervening influence of the ‘or Genral,” Garrich, I let my own slide with “Tatery the rest, at the hazard of being later than the letters by | the steamer in the morning. Capt. Bullock paid the fine of six thousand dollars, and steps the deck of the Black Warrior once more. Possession was accorded to him yesterday af(ernoon, he having made protest ant de- mands to cover every possible contingent expense of vessel, cargo, passengers, officers and crew, Tae Spaniards have certainly acted in very bad taste, as wellas with exceedingly bad jndgmont, in the rendition of their | forced verdict ; for if their law justifies any penalty for its infringement, the first decision was correct, and con fiscation, with the fine upon the captain and vessel, was in harmony with justice ; but, as the law had not been violated, in spirit or letter, the paltry levy is illagal, and should be resisted in the same spirit as the penny tax for the pound of tea. If this great concession, as they would have it presumed to be, here, is admitted on your side as reason why pursuit should not be continued for vinitica- tion of the national rights and interests, which have ben most grossly insulted and most wantonly aseailed, you lend yourselves to the establishment of a principle that will militate against the interests of your commerce and your trade of all branches, as well as be placing in dan ger the personal interests and security of your citiz« temporarily resident in Cuba, conducting and twining tke threads of your commercial intercourse. ‘The first impression which rested upon the p mind at the time of my last dates, ‘that the nominal fine would be remitted,” has not been realized, although it was generally approved of, under the belief that it might possibly be construed by your government as 0 alight evidence in favor of the good faith and sincerity of | the Spanish officials, and induce a more mild course to wards them than they really deserved, after a thousand repented trials of Yankee patience and endurance. The whole thing is consistent and in keeping with the | tricka and cunning of Spanish justice, Finding that they | had got to come down with Seott’s coon, they seize with fa gility what they conceive will escape attention as a trifle, on their way to the ground, making one grand flourish | with the extraneous adornment, or tail, to cover the | theft which involves all the principle on which | the contest is predicated.
