Cube—Iis Political Condition—Hatred of the Creoles to- wards the Spaniards—An Instance of the Same— ¢ans in Havana—Washi. on’s Birthday Not You know already, and intimately, the political condi tion of this beautiful island, It is the rich fountain whence Spain draws her revenue to sustain her armies, navy, and horde of greedy and exacting functionaries, through whom she ke spotism which reigns over Cuba, A revenue of twenty-five millions of dollars is yearly invested from the industry of the people here, to pamper the luxury and strengthen the intolerant rule of the officials of this island and its dependencies. It is not strange that with such a temptation to excite the niards, who alone rule in all the de- s in being the eupidity of the partments of the government, there should exist jealousy, | hatred and malice towards all who are suspected of any wish to change the present order of things, and thereby open the way for a more extended circle of claimants for influence in the government. The Spaniards hold all the offices—civil, military, municipal and judi- cial—while the wealth, intelligence and patriotisin of the population, lay with the Creoles and foreign residents. The result necessarily is, that the Spanish hate the Crooles with a deadly hatred ; and the hatred is reciprocal This fecling of hostility is stronger now than at any pre vious period. At this hotel are Mr. and Mrs. Kensie, of Detroit, Mr. Aspin- wall, of the ill-fated Son Francisco, and many other ladies and gentlemen well known in your State andcity. At Mrs. Almy’s ere ex-Comptroller Wright and lady, ©. T. Cromwell, Levy and daughter, and many more. When all foes her, our noble country is not unworthily xepresented in this far off but natural appurtenance to the coast of Florida, Yesterday was the glorious birthday of Washington, and it was not entirely forgotton by a portion of the Americans who are sojourning in Havana. After the sloth was removed at the Hotel Cubano, Judge Wright, in a few brief and appropriate remarks, called the atten- tion of the Americans pre 22d of February—a day hallowed to them as the bir hd ay of the great chieftain of thei posed ‘The Memory of George Washington,” which was drank standing and in silence by all present, both Ameri- ans and fore fternoon, a large American la en visited the steamship Fulton, commanded by Captain Watson, at his invitation, As the boats belonging to the ship, which were tendered by the captain to De ceees ‘on the occasion, approached e gallant steamer, she was decorated with the colors of nearly if not quite all civil rine; but the gloriou tars and grandeur and defiance above th all; and when the gay party reached the ship they were welcomed to her deck by her gallant capiain and his gentlemanly offi- eers—Wilson, Marcy, Paulding, Cummings and Kimball, After an hour spent on board in examining the beautiful vessel and her equipments, the party were rowed by the Ddoat’s crews around the magnificent bay to the landing at the Cortina. In the evening Mrs. Wright saw a large circle of her American friends at Mrs. Brewer’s, and the day closed with ‘Hail Columbia” and ‘Yankee Doodle,” played in democratic style upon a fiddle, and piano accompaniment, Dy Mr. and Mrs. Kensie. NEW YORK. The Fiood at Atbany. — [From the Albany Register, March 18.) About cleven o'clock on the night of Friday, the first indications of a move of the ice was apparent, but it was not until five o'clock on Saturday morning when the whole mass started, borne off by a heavy flood. The water, which had risen cousiderabiy during tne night, re- ceded some, and the huge cakes of fee which had beon piled up above the city, came sweeping dowa at a fearful rate, 1 course, a heavy sheet struck the row of brick buildings on th just below the cut, twoof them’ in. This, with perhaps tho sweeping off of a few staves, is about all the damage we can learn of, The ice pushed on and on, crushing and crumbling and roaring in its frightful course, sweeping away every ob- struction which stood in its way. By eight o'clock the river in front of the city was entirely clear, and it lowed as serenely as on a mid-cummer’s day. But the scene resented below the city is a far different one, and much ratifying to look upon. About one mile down, in fronf of Mr. Brainard’s residence, the obstruction was so great as to prevent the passage of the ice, and it com- menced damming up. Cake upon cake piled up, until the whole width of the river was spanned by a wall of ice as solid and formidable as the strongest masonry. The “water immediately set back upon the city, and rose ra- pid!y, giving strong indications of a heavy fiood. At ten O'clock it was nearly as high as the high water mark of last year, and was nising at the rate of four inches an hour. The blockade belowis of such a formidable character, and the ice below is sofheavy aud strong, that it is thought it will have to wear away gradually before an ning will be sufficiently large to reduce the flood. is gives rather a serious prospect for our business men ‘on the dock. The present condition of the quay, the pier and the streets leading to them, is such as to check, almost entirely, their business ope perations. The pier and the quay were submerged on Saturday; Columbia street, Maiden lane, State street, Hudson ‘street, Hamilton atrect, the steamboat landing, Ferry street, and the low- er part of the city, for some distance up, were under water, and are traversed only by small boats, All the cellars and basements in those parts of the city, besides the drains leading to houses further back, are overflow- ed, rendering the former uninhabitable and the latter unbearable nuisances. ‘The railroad ferry boats make their trips. ‘The Mo- hawk was not broken up on Saturday. The water re- mained at astand still until about 4 o'clock yesterday afternoon, when it commenced falling, and continued to receae when we went to press. The bridge of the Hudson River Railroad at Stoney Point, about five miles below the depot at Greenbush, has been carried away. The train which left this city at 3 P.
