~ THE REFORM COUNCIL BANQUET: Grand Dinner by the New City Goveriment at the Metrop»litan Hotel Last Evening. AFFECTING FRATERNIZATION OF THE TWO BOARDS. The Toasts~--The speeches---The Bom Hots, ko, ko, &. About twe weeks since the new Board of Councilmen removed from the Chamber of the Board of Assistant Al- dermea, and they now occupy ® mew room. The mem pers of the Board becsme so much delighted with their pew quariers that they resolved to give s dinner, which resolution they carried out last eveniog, at the Metropoli- tan Hotel. The following invitation was extended to the p inci pal olty officers, the Board of Aldermen, the Begs of Ten Governors, and the 6d itors of the principal morning papers: fx—The honor of your company is requested the Boerd of Councilmen of the city of New York toa a to be given at the Metropoiitan Hotel, om Monday, 20th inst, st half past six P.M, . weve 5 D. D Conover, ¥F Fyre, Pinckney. rt Qotiey, . Pleare answer the sbove invitation, if accepted, on or fore Saturday, the 18 -b inst. This invitation was generally met inthe kindest spirit, Even that dignified body, the Board of Aldermen, was in- Wited, and a¢journed at an esrlier hour than usual in order to be present A: hsif past eix o’clook a large umber of the guests bad mb'ed in the parlors of the Metropolitan, There wore al! the Councilmen, (who paid for the dinner “ out of their own pookets,”) most of the Aldermen, (the Mayor sid not appear,) the Rev. Dr, Potts an¢ sovera! other gentlemen in white cravate, J. W. Ge- rard, Exq., District Attorney Biunt, Depeyster Ogden, S+q., and others of moro or less rote, A‘ coven o’clock the <oors of ths salon dediner were throws open, amd the company marched ia to thesir of ‘Hail Columbia.” Eiwin J. Brown, Eaq., President of ‘tho Counoll, took the head cf the table, and on each side of his seat were raoged the gentlemenabove named. The tables wore spread with ell the luxuries, and the rishest wines were rupplied ia profasiom. At the lower endof Ons of the tables xeats were reserved for the “temperance pariy,”’ headed by Counoilman North, There were no wine bottles or Cecantera here; but the Maine law gentlemen refreshed themselves with s very large punchbow! fall of lemonade, to whioh they paid their devoirs Altogether, it was cne of the most jovisl and fraternal gatherings that bas ever taken plice in New York, and the affeoting manner ia which the Aldermen and the Connollmen em- braced each other was very interesting. Such a thing bas not been seen bere for years. At half past vive, after full jastioe had been done te the eatables and drinksbies, Mr. Brown aroze and said:— GxxrLxMEN—The cerasion of our asdembiing around this fertive board was suggested by the Board of Counslimen wpoa thetr taking possession of their new rrom. At first Only @ social gathering emovg ourselves was contem lated. but it was thonght tha: this wou'd afford a pleas- bg opportunity of our becoming a:quainted with those who repreeent other b-anches of the city government, and thereby excite @ fraternal feeling, which will lead to @ barmonious action upon the various subjec‘s which shall come before us, the adoptiog and earrying out such Tesrvres a8 absll contribute to the we!'are of this vast mevopolis, The respocribiliiies which our varied post tions impose upm us oapno: be undaly magaided. We have also invited i nile nan to participate with us who represent the people. Woe feel honored and cheered by their presence, aud trost that the community of in- terest that exists between the public and the government O° the oity will bs the more senaibly felt by this inter. Wew. Itis evident :hat of late yeara the legislative braoch 0! the city government has not hed the co: fidence of the community—hence the cecssion for the amended charter of 1803, which marks ® rew ers in the hiatory of the alty. Tue experiment is row being made of a representative bedy coming directly from the people, elected ia a good degree irrespective of pa:ty affinities: ani although we wry not meet the over sanguine expectations of our eon: 6. uents, who may thick thet we can in s moment re- weedy ell the evils that exist, carry on the wheels of go- ‘Verumen’, make the mrcessary improve nents to facilitate rapidly-growing city. anc at the same time reduce kee; and ¢apecially that we oan, by some charm or ° wise, have the streets of the city throughly cleaned tm the dead of winter, Still we are excoursged to believe thst, environed by difficulties as this susject is, the Oovm sn Couaeil will »* abie to present s clean city in the Spring. We aleo bope to do much that wil! mevit appro- bation in other Cepsrtments. I: has been said by & por- tion of the preas, and by individual», tbat our new boards ave sccomplished littls or nothieg thus far. Taney do mot eeem to realize thst the laying the foundetion of an edifice is a slow process; but when properly down, the au- eratructure rises rapicly acd permanently on its solid Pate.
