If we judge alone by the tone of the public and private aceounts, we could mot resist the belief that all negotiations were at an ead, and that it only rewained for ome of the parties concerned to mate s formal declaration of war. They will long hesitate about making that movement; and at present it is dim eult to tell, im the event of its beisg made, whish would make it. Matters om the other side are rapidly approach: ing © culminating point, and that fact alone has been euficient to gives favorable impetas to financial affairs here.
