The effest om the stock market is, therefore, indicative of the feslings of specula tors and others, after deliberation and reflection, The intelligence has, of eourse, bien differently construed, and ft is the opinion of many that a general war is inevitable We do not agree with that view of the question, bat must admit that very few a‘guments cam be presented in favor ofour position. If we judge alone by the tone of the public and private aceounts, we could mot resist the belief that all negotiations were at an ead, and that it only rewained for ome of the parties concerned to mate s formal declaration of war.
