Sunpar, Jan. 16—6 P, During the past week the stock market hes been per (isularly doll aed depressed. Prices have been graiually and steadily settling down, and all ,the indications visible a few days sinve of an upward movement have ¢isappsar- ed; and the protability now is that for a time all have an inactive state of things at the stook exchange. Money is easy—not abuncant, The demand is not beycad the supply; and, as ths season advances, the market will, without doubt, be more relieved. There is no difl culty to be apprehended from a scarcity of capital for all the crdipary purposes of commerce, and there is very lit tle doubt but that for speculative purposes means will be aburdant enough the moment a favorable opportunity precents itself for wing them advantageously, How toon such an opportunity will oocur it is impossible now to tell, but we believe it is not far off. Quo- tations for stocks generally are comparatively low, and the margin for speculative improvement in them is wide enough to attract a great number of outside operators when a turn takes place, The only cause now existing for the ; resent depression in the stock market is the position of affaira on the other side of the Atlantic, Steamer after steamer arrives without bring ing ue any definite or decided information relative to the fature course of events; and we are, therefore, left in state of uncertainty and doubt highly injurious to all the most important interests ef the country. Much differenee of opinion exista here and in Europe as to the effect of the movements recently made by the fleets of France and England in the Black Sea, and much anxiety and interest has been created in financial circles to know the result. We are disposed to look upon it favorably, and cannot but believe that it is calculated to bring matters toa crisis much sconer, with Jess danger of involving the govern- ments concerned in a general war, than any other course which could have been taken. The whole question bear’ ‘& more encoursging complexion, and it is highly probuble that later advices will give us strong indications of a» +arly adjustment of the matter. This affair satisfactorily disposed of would give an impetus to stock speculation greater than has been realised in this market for maay years. To the Senate and House of Representatives of the Com- monwealth of Pennsylvania: — GavtTianm—In accordance with the provisions of the Act cf Assembly, approved the 16th of March, 185%, Permit me tosubmit to your honorable bodies, this my annual report upon the finances of the Commonwealth, for the year ending the 90th November, 1868. The table hereunto sppended, will shew in the wma} +» $6,232,165 form the revenue and expenditure, the estimate of re- ovipta and expenditures for tbe coming year, the monthly rece!pts and payments, the statements relative to tax on real and pe: sonal property, the relief notes cancelled ani still in civonlation, the public debt, the undrawn appro- priations, and the opsrations of the tinking Fund. By recurring to these tables, it will be seen that the whole amount ef receipts for the year waa $9,436,770 08 And the balance in the Treasury, oa the 30th of November, 1853..... . 1,382,611 00 A) $10,869 351 08 the year amounts to,..., $10,144 963 73 Leaving a balance in the Treasury at the elcee of the year of.. rar + $724,417 35 It will be proper bere to state that a portion of these receipts and expenditures are of an extraordinary charac ter, and do mot properly belong to elther the permanent sourees of revenue, or the ordinary expenses of govern- ment, As the five million Joan authorised by the act of the 4th of May, 1852, was not entirely consummated at the time of my last annual report, a portion of that loan (as will appear by reference to the table,)entered into the operations of the fiscal year 1853, and increases the re- ceipts and expenditures accordingly. The operations of the year being divested of the receipts upon this loan, and the sonia derived upon its nego: tiation, and the pay made therefiom, and the re coipts and ‘cxpeaal ares under the temporary loans, with the payments for the construction and completion of ntw work upon the North Branch Canal, the Allegheny Port age, and Philadelphia and Columbis ratlroads, will stand as follows, viz. = Total receipta......sssssssseessseeenesess $9,486,770 08 Deduct as follows, viz :— Receipt pts fre pereeeees eee |. $3,130,838 33 Receipts from Jeans. 1,075,000 00 104,104 00 Receipts for eee on loans. If the above exsss of revenue over expenditures of 3474 450 O1, had not been absorbed Aire ‘appropriations or extraordinary purposes, Vet ‘applied to the indebted- ness of the commonwealth, either in the reduction of permanent or temporary loans, and added to the sum of ¥421,900 48, which is the reduetion of the State indebted ness for the part year. by the operations of the Sinking Ford the whole sum thus applied would have made 4898,890 49 year, as will appear by reference to the tabl jount to the sum of $600,960. It is thus ma: apparent that the Treasury will have the ability. duri the coming year, to redeem the num of $590,000—beto, the entire amount of the temporary loans now outstan ing. But to protuce this most ¢erirable result, no ad 1i- tional drafta thould be made upon it without the proper provision being made by the Legislature for their pay- Bente The prospects for the coming year are most encouraging. ‘The North Branch Canal—a work of vast importanse, which will, po doubt, be s source of considerable r —is rearly completed. A ion of the plane on the Allegheny Portege Railroad bas been avoided, whiob will materially reduce the expenses of that portion of the public worl The reasovabe conclusion would, there- fore, be, that with an Improved and rigid system of econo- my, for #bich we confidently look upon the part of the public sgents, and with prudent and ecoaomical legisla. Te, the pubic debt may be rapidly decreased, and the tax-payers relieved from # burtben that loog has pressed upon them. Sound pelicy ard true economy dictate the immediate completion of the North Branch Cinai—a rk of vital interest to the State, and of great importance ia the calculation of the revenue of the commonwealth. (oen- irg into the great coal fields aud iron beds of the North, without pre biped the rich and productive soi) tarough which it pastes, when taken into coosiceration with the active, inelligent and growing busi population of that region of the State, mark it as the most important lpk in the chain of our Le nig ergs Now nearly com pleted, it is most desirable that such legislative astion rhoulé be bad as will secare, early in the season, the opentce for business of this whole lime, that the revennes of the State may be increseed by the receipts which will be poored into the State treasury from this great work. It may be urged with the sams force, thatthe comple- tion cf the Allegheny Road for the avoidance of the planer, will not only greatly increase the facilities for trap portation. but will produce # vast saving 1o the Con- mopweaith. The expense atten: ‘upon the working of ubere plaver, aré much more than comme: vie with the interest on the cost of avoiding th perience will attest the wisdom, and time wilshow the city policy Of, at an early « day as possible, completing the rend fer their avoidance.
