The Professor spoke nearly ‘as follows:—Thave found that this subject bas grown wpon me st every step. It is a pleasure as well as 8 duty to recount the past when it conveys instruction. I have facts curious and profitable to communicate to you. I have seen lofty ships floating where warchouses now stand in the elty of New York. It is now thirty-five years since I called the attention of the city authorities to the condition of our harbor, and predicted the evils we now complain of, I shall at present glance at the early condition of our harbor, and note the alterations which have taken place. were covered from in the reef was a safe i Fi 2. If it could » #0, the effect would be to form a lake or barrier, over which the water must ee to the ocean. The waters of ocean oe restrained within thetr Timite. ¥ we eee of both in Holland. We have always imagined that the people of Holland are in continual danger of inundation by the ocean. Bat such is not the case; they are only in 0: from the overflow of the tides. Gn the coasts of Holland all that is neces- tary for prerervation from the inroads of the ocean is to construct a wicker fence and when the water throws u fand against this, a complete barier is formed, wh! effectually cbecks the approach of the ses. Weare not im canger here from the inroads of the ocean. On the contrary, the tendency of the tide is to fill up all estuaries ardcreeks. Soon after the British conquest, {a order to Cefend the entrance to the Ksst river, a fort was erected on the present line of State street, out as far as low water mark. Here one of the Eaglith Governors erected s house, called Whitehall, the ruins of which are to be sven im ancient Lon agin of the city of New York. Much about the came time a dock wan erected as far as Water street, and beyond it two basins were formed, within which vessels ould float, for the water was deep and stagoant ‘hese Gocks existed for several years after the revolatlonary war. Both of these were encroachments upon t! of New York. It isa curious fact to remark that thet tides of the North snd Esst rivers do not correspond, there in a difference of a fall hour at the time of igh water, stations for observing this are where Cans! street e* North river, and at the foot of Roosevelt street, Suppose this difference to exist, if the tides came in one uniform flow, there would be no interchsnge between the : F i waters. bp Heel: been sh eood he ne~eee see current or oady, which sweeps round the Battery, and runs alternately from one river to the other. This is not at is occasioned by the differ. ence in the level @ two rivers. The ebb tide or current of the Hudson river forms the frst of the flood in the East river, and the first of the ebb tide in the Fast river forms the last of the flood in the North river. It is to be that wherever a wharf projects, there the sand collects. But this is bot the ease on the East river, where the de- Faedey—t on the upper side of the piers. But to proceed wi my history, from which I have diverged. mext great encroachment upon the harbor of New York was made in tS The present Une of Pearl street was formerly the beach of the East river. The diling of the Kast river from Whitehall street amounts to some ninety- five acres. The last encroachment was the ¢ nstruction of South street. About the year 1795 it was projosed to establish @ permanent line. It was proposed to lay out a street for more that a mile, and to iorm slips, not solid, bat built upow bloeks, between which there were to be bridges, I myself bave witnessed the Alling up of these; Lhave noticed the fillieg up at the foot of Wall street, where the water was in feat dees. Next comes our own ho phe tme sworn conservators of oar water privileges, And, finally, the unwearied section of private ‘eupidity—not so much thet of those baving a right to the pre-emption of water pri’ \wileges, which are fe w and comparatively feeble, but the vast and power‘ul tribe of dirt cartmen, diggers, aad corporation contractors, May I be permitted to ask, shall suca things continue?
