But little is known of the politics of the first five Clerks of the House of Representatives. Beckley, according to Jefferson's memoirs, was a sort of Paul Pry, or eves dropper, who reported the sayings and doings of the federal members of Congress and other gossip to Mr. Jefferson. He was doubtless a @emocrat. His successor, chosen in May, 1797, Jona- than Williams Condy,we conclude wasa federalist, ‘as that party then had a majority in the House of Representatives, as well as in the Senate. He re- signed in 1£00,and was succeeded by John Holt Oswald, who we believe was of the family of Oswald, as democratic editor in New York during Washing- ton’s administration. In December, 1801, Jefferson being President, his friend Beckley, the former Clerk, was again chosen to that office, and continued in the same until October, 1807, when Patrick Ma- gruder was chosen by a democratic House. After nearly eight years service, Magruder resigned, and in Japuary, 1815, was succeeded by Tho- mas Dougherty, of Kentucky, also a democrat. He was continued in office until 1822, when he died during the recess of Congress. His successor, Matthew St. Clair Clarke, of Pennsyl- vania, originally a democrat, but the favorite of all parties, was long known at Washington by members, ¢itizens and visiters to the Capitol, as the prince of good fellows, a bon vivant and boon compavion with all who enjoyed his acquaintance. He gave a new character to the office of Clerk of the House, became conspicuous as a citizen of Washington City, entered into all the best plans for the improvement of the Rational metropolis, and erected a splendid mansion on the square opposite the President’s house, where he entertained his friends with unbounded hospi- tality. Heand others formed a plan for publishing these ponderous volumes of documentary history called the “American Archives,” and Clarke and Peter Force obtained an important eontract from Congress to publish these documents, which are still progressing slowly under the man- agement of Mr. Force, who is now, we believe, the sole contractor with the governmeat for the pub- lication, Mr. Clarke having sold out his interest to him, some years before his death, which took place» May 6G, 1852, when he was sixty-one years old. Mr. Clarke continued to sustain himself in his po- sition as Clerk for some years after the election of Genera! Jackeon to the Presidency, having changed from an Adams man to a moderate Jacksonian; bat the democratic supporters of Jackson finally insisted upon his removal for a more ardent friend of the ad- ministration, andin December, 1833, the popular Mr. Clarke, after eleven years service, was compelled tosubmit to be defeated by Walter S. Franklin, a Pennsylvania Jackson man, of whose democracy there was no doubt. Mr. Franklin died in Septem” ber, 1838, and in December of that year the House made choice of Hugh A. Garland, a Virginia demo- crat, friendly to Van Buren’s administration. The great importance of the office of tie Clerk of the House of Representatives, was brought prominently to the notice of the people at the meeting of Congress in December, 1839, when Mr. Garland, holding over as Clerk of the last House, in calling the roll of the members elect, declined to call those of the whig members from New Jersey, who had a certificate with the Governor's “ broad seal,” but whose seats were contested by democrats who dlaimed to be elected. The difficulties in which the House were involved, by this state of things, were finally overcome by the novel proposition of John Quincy, Adams, to-choose a chairman ot the House until the Speaker could be elected. This coarse was adopted, and Mr. Adams elected Chairman; a few days after which, Mr. Hunter, of Virginia, was ciesen Speaker, and Mr. Garland re-elected as rk. In May, 1841, the whigs, having a majority at the session Talled by President Bastions ois Od Smith, of Maine, (now of cere notoriety,) was nominated in the whig caucus for Clerk, but Mr Wise, of Virginia, with a few other whigs, preferred Mr. Clarke, the old and popular Clerk from 1822 to 1833, and refused to vote for Smith. Thereupon, the democrats ye ed their own candidate, and uniting with the bolting whigs, elected Mr. Clarke, much to the chagrin of Mr. Smith and the caucus whigs. The friendship of John Tyler and many de- mocrats could not save Mr. Clarke when the de- mocrats obtained the majority in the House, in 1843. The notorious Caleb J. McNulty, of Obio, was the Successful candidate, in December, 1843. He enjoyed his honors and emoluments but a short time, how- ever: coming to the city of New York, with a por- tion of the funds of Congress in his hands, McNulty fell into bad company, and consequently became a public defaulter. He was therefore summarily dis- 1d from the cffice of Clerk, and Mr. B. B. French, of New Hampshire, elected inhis place, McNulty died not long after his dismissal from office. He be- to the school of Ohio rowdy democrats, a most violent set of politicians, and always clamorous for office. Mr. Thomas J. Campbell, of Tennessee, was formerly a whig member of Congress from that State, and was s man highly respected. He was elected by the whigs in) 1847, and re- elected by the aid of a few d tic votes im 1849. He died in April, 1850, and was suc- ceeded by Richard M. Young, formerly a democratic Senator from Illinois. The present incumbent was the successor of Mr. RUgtD The position of Clerk of the House of Representa- tives, it will be seen, has continued to grow in im- portance, but the real amount of advantages and op- portunities enjoyed by the person holding the office can only be imperfectly seen by the people. In the hands of an unscrupulous and unprincipled politi- cian, with the powers of the lobby to back bim, it is impoasible to foresee the mischief which the Clerk can perpetrate, even when carefully watched by more honest men than are often found in the purlieus of the Capito!
