The large dividends, therefore, paid on the capital stock of the different com pasies forming the com- bination, have been partially artifcial and delusive, and the illusion is still more apparent in the present position of the consolidoted company’s financial affairs. The divi- dends paid previous to the eonsclidation, were on capitals which covered the entire cost of each road, and the net earnings were entirely devoted to that purpose. Now s different state of things exists. There is an indebtedness of more than nine millions of dollars, in the shape of bonds, the interest on which must be paid and the pay- ment of the principal at maturity provided for, before the stockholders can receive a single centin the shape of s dividend. The calculations made in the above statement show that under the most favorable circumstances, less ‘than six per cent will be earned. This is upon the present capital and with the present indebtedness. This is, however, but a part of the amount which ultimately will be absorbed by this mammoth, over’ grown company. It bas already been stated that ‘an expenditure of from two to three millions of dollars must be made for motive power and rolling equipments to place the road upon a proper basis, and that amount must be added to the funded debt of theconcern, When that has been accomplished some necessity will no doubt exist for other expenditures, and this company will go on as all other raiosé companies in the eountry have from the start done, and still continue to do, steadily adding to its indebtedness, until its dividends will not only be reduced to the lowest points, but the payment from year to year be a matter of great doubt and uncer- tainty to the very last moment. We have for years en- tertained but one opinion relative to railroad stocks as investments, and that opinion is daily strengthened and confirmed by such financial operations as the above state- ment exhibits. That the general railroad law is uncon- stitutional does not admit of a doubt, and that the con- & lidation of the Central line of railroads upon the sys” tem adopted is illegal, is equally true. All general laws granting charters for special purposes, whether for bank- ing, manufacturing, mining, or for railroad purposes, are undoubtedly unconstitutional, and will, before the lapse of many years, be #0 pronounced by the highest judicial tribunals of the State, as they already have been by the highest legal talent of the country. It appears by the report of the Board of Public Works of Virginia, that for the fircal year ending on the 30th of September last, the receipts of the treasury, on ac- count of the internal improvement fund, amounted to $5,087,428 27; and with the balance om hand at the commencement of the last fiscal year, made an aggrega‘e of $6,102,478 73. There was disbursed during the same period, $5,010,632 59, leaving @ balance in the treasury, on the Ist October, 1853, of $91,845 C4. The sum cf $425,907 06 war received on account of dividends, bonus, and interest on the productive invest- ments ef the fund, and premiums on loans obtained. The amount is $8,341 61 more than was received from the same sources during the year ending on 30th September 1852, It is estimated that the receipts on account of productive investments, for the current year, will exceed by ® considerable amount that of the last year. The aggregate outstanding public debt of the commonwealth, op the lst October last, is estimated to be $18,041,775 50. The equated value of the productive investments held by the Internal Improvement Fund,-and the Common- wealth proper, to obtain which the debt of the Common- wealth was incurred, is estimated at $8,121,500. By equated value is meant that amount which, at six per cent, yields the revenue of these stocka, Therefore, the outstanding debt of Virginia, on the Ist of October, 1853, Jeas the above value of investments, is $9,920,275 59, The disbursements on account of loans to internal im- provement companies, to be redeemed in thirty-four years, amounted to $1,700,000. Tne sum of $2,149,552 56 was paid on account of subscriptions and appropriations for purposes of internal improvement. ‘The interna! improvement fund possesses productive ia- vestments amonnting to $5,636,226 30, which is an in. crease of $1,099,212 56 over the amount held at the end of the Scal year for 1862. Of the public debt existirg on the 1st day of Janvary, 1852, there was authorized to be redeemed certain certifi- cates amounting to $127,900, Of this amount thers bas been redeemed $114,566 67, and the residue the hold-rs thereof have not presented for redemption. Great expectations of its merita are ontertained by those who bave examined it. The mineral company of North Caro- lina, which, notwithstanding its want of success, has not ceased working, sold at fifty cents.
