A rumor cirealaced in London on Friday evening, the 19th inst., that mew complications had sprung up, and that Parliament would be prorogued till they assumed a more favorable aspect. The story was, however, desti- tute of foundation. ‘A despatch from Jassy. of the 84 inst., savaa divan was convched apd solicited the Hospedars to remain, the Cvar having given them permission either to proceed to Constantinople or remain at home unmolested. ‘The correrpondence between the Porte and the Hos podars. orderirg the latter to retire, is published, bat oontains notbirg additional to tha’ already kuown. , News from Servis mentions thet Kiocuia was appointed commander-in chif asd the chiefs of the various dis tricts were placed unéer his orders. The Jorg promired debates on Turkish affairs had taken place in Parliament. and were generally regarded as un- satisfactory. The English funds opened next day with a further deprerrion, although they alterwards revived from other causes, Lord Jobn Russell stated, in reply to Lord Dudley Stu- art, that ibe negotiations with the United States, regard- ivg the Mosquito territory, were still peudiog, but he hoped they would te brought toa satisfactory termina- tion before next session. ‘The farce of assembling = convecation of the churches was duly gome through with om the 18th, and imme- diately adjourned to November 10, Pa:liament was to be prorogued on the 20th, if nothing uz foreseen occurred. The Parliamentary report on the decimal currency strovgly recommenda its adoption, making the sovereign the unit of one thousand millions—retcining of the pre- sont ooirs the half sovereign, crown florin, shilling acd sixpence; .caling in the peuny, three pence, and four pence, and issuing new silver coin of ten millions and twenty millions, and new coppers of five, two, and one millicns. The otly difficulty of adjustment is in tho value of the present penny postage—four millions post- age, entailing « loss of £100,000 revenue, while five mil- Uons the public will not submit to. THE SLAVE TEADE—ITS EXTENT—THE CUBAR MARKET, ETO. The Felect Committee had published their repert on the slave trade treaty. It is a very long and important dccument. Its substance is that Britain possessod, in 1850, twenty-four treaties with civilized powers to sup- Press the trade; of these, tem give Britain a right of eosreh and mixed courts; twelve give the right of a ewe national tribupals; and two, the United Statea an 0, refuse the right of soareh, batesres to main- tain a equadron off the Afr can coast. Britain had also forty-two treaties with African chiefs end priness. Since the above date, she had terminated two more with civilized governments, and t renty-three with Aficans—making an aggregate of eighty nino trea- ties to suppress the trade. The committee report that the trade would soon be extinguished, if the Caban mar- ket was clored and think the present time favorable for the joint efforts of Britain, Franco, and the United States, to stop it on the Cuban coast. Brazil is exonerated [com blame, Portugal is charged with connlving at the trafiio on the Mozambique ccast, and the committee say that history dees not record a more decided breach of na tional honor than is established against Spain, and it is & watter of great surprise while Spaia is at this timo indebted to England and France for their efforts to form 8 tri partite convention with the United States to protect Cube frem piratical attacks, that the government of Spaia shoult not take warning from the fact that one%of the reasons alleged by the United Slates, for not joining that convertion, is the continuance of the slave trade in the ictand, The report does not say what is to be done, but adds— From the abuse of the American flag trading to Havana, & more cordial co operation on the part of the United States would materially assist the efforts to abolish the trade in that quaster. The newspapers have beem filled with assertions aud coutradictions im regard to the appeintmeat of tne How, Joho 4 Dix as Minister to France, and y var readers will undoubtediy feel interested tokmow what the truth of the matter is. A» Lhave access to soursos of infecina doa not cpen to all—perbaps net to any other corcespoadent —and us I know precisely hew the matter stauds, [ shail be abe to gratify their curiosity, aad they can rely absciutely upon the following statement of facts:— When Gen. Genoral Dix accepted his prosent post of Assintont Treasurer, it was for the purpose ot healing the party divisions in the State of New York, aod with the dwunct and definite understanding and arrangemeat—to whiok the President himvelf, and every memoor of the cavinet, was fully commstted—that Gon. D sbould hold the plsoe ot A sistamt Treasurer only temporarily, that im goed time he should exchange it for the mission to France. But the icea of a leading free soiler being appointed to an important foreign mission was not relished at all by the nationals, and an oppo-ition, general, powerfal and unrelenting, has kept the frecident in a fever about it ever since the proposed appointment was first an- Bounced. Some symptoms of yielding, om the part of Gen. Pierce, served to lash tho previously violeat storm of opposition inte a perfect fury, and the President came to the conclusion that he must do something to extricate himrelf from nis awkward dilemma, and a genteel and grace ul backing out appears to have commended i:solf to hi« judgment as the most fcasible means of escape. ‘Accordingly a rore scented and elegant epistio was des- patched from the White House inviting General Dix to come and see the President. A few days brought General D ’s response. He should be very happy (this is the substance of what he wrote) to accept the polite invitation of the Prestdent, if tt wore only possible But the duties of hiv office were of such natuce as to require his constant presence. He dared not leave nine millions pf dullura in the care of deputies and clerks. He had never felt at liberty to ubsent himelf fora single hour frem his place when the offixe was opea. He udded, however, that mo one knew better than the President bow distasteful to him were his present offisial duties, and how reluc’antly he assumed them; and that whenever the President would relieve him from then he should be happy to accepy tein imrisation tn wiait Wash- ington. When Gea. Pierce read this answer he sew at oreo he had got a wolf by the cars, and to hold on or let go was equally dangerous. He has found dealing with the free soilers p:otty critical business, and will probabty bo ware in future. B. The Court of Impeachment. CONTINUATION OF THE TRIAL OF JOMN 0, MATHER. SPACLAL CORRESPONDENCE OF THE NEW TORK HERALD. Aumaxy. August 27, 1853, Ex-Commissloner Cook being recalled, continued giv. ing his revelations of the curious transactions in which himself and others were engaged during the notorious month of December, 1851. There were three or four parties in the Canal Board, each endesvoring to secare the greatest share for their own particalar friceds and favorites It was a game which all agreed to play at, openly and undirgulsedly; it may be faferred, if n» ua- derstandiag had boon arrived at no contracts would have been given out. The court did not hold an aftergoon session, Monpvay MonvevG Aug. 20 1863. ‘The President took the chair at 11 0’clock, but there being no quorum present, a rocess was taken for half an hour, when upon calling the roll, five Judges of Appeals and reventeen Senators arawered to their nameny The President notified the managers that the Court was ready to procced to busizo: Mr. Hastings—Mr. Beady, a witness who was on tho stand on Saturday, {s not hore; wo shall therefore havo to proceed with another witnees. Culeb Goodrich called and sworn—Is superintendent on canal; his rection extends thirty-four miles; Mathor went over the whole section in 1852, previous to opening of navigation; he came for the purpese of visiting the canal; did not see him after canal opened; does not kaow how many times Mather was on the line during the sea- son; Witnees was directed by Mather te practice economy for making repairs; no wore was expended than neces- sary to keep the cannl in navigable condition. Wiliam C, Bouck cailed aad sworn. Mr. Loomis said:—This witness is called for the pur pose of contradicting some of the atatements mado by Mr. Follett. Gover.or Bonek testifiod—Has been Canal Commission. or nineteen years, and up to February, 1840, There were many contrects lot for work during that time; a largo portion of the cannis was built uncer his supervision; contracta wore given to persons other than the low est bidder, for various reasons. Some of the lower bidders were rejocted on account of imcompetency to perform the work, and others because the prices which they offered to do the work for, were well known to be inadequate. The commission exercised a Gicoretion in awarding contracts, always looking to the best interests of the State, For a number of years there was co law upon the aubjoct; but after a law was passed tho commissioners never gave a contract to the lowest bidder wolees saviafed that the work would be done as cordingly. wo never let auch an amount of work at one time as wonld come to nine or ten milions of dolars.
