this port to-day amounted to $179,417 08; payments, $577,415 28—balance, $6,551,200 $7. Of the payments, $500,000 was a transfer. ‘The mint commenced paying out the silver coin to-day. Ten hundred and fifty thousand dollars in the new coin were paid this morning to Messrs, Adams & Co. ‘for different parts of the country. We shall doubtless now have a full supply of this new coinage, and it can be distributed more expeditiously through Messrs. Adams & Co. than in any other way. We understand the entire force of the mint is engaged in this new coinage. The steamship Humboldt, at this port from Havre and Southampton, brings four days later intelligence from all parts of Europe. In commercial matters there was nothing new or important. Quotations for cotton were firm, and the demand steady. Breadstuffs were dull and depressed. A decline in wheat is reported. Supplies large, and heavy arrivals anticipated. In financial af- faire, the conversion of the public debt attracts the most attention. Each holder is therefore to have the option of commut- ing the whole of his three per cents into three and a half Fer cents, at the rate of £100 of the former for £82 10s. of the latier— this privilege being altogether without re. striction; or he may change them for £110 two and a half cents, or for £100 exchequer bonds, with the proviso hat the total amount issued of each of these two latter #ecurities shall not exceed £30,000,000, The Free Banking bill has passed the Senate of Louisi- + ana, and will, without doubt, become a law. The Mechanics’ Banking Association has declared a semi annual dividend of four per cent; the State Bank of Georgia a semi-annual divinend of five dollars per share; the York Manufacturing Company a dividend of four per cent, ($40 per share;) and the Nashua and Lowell Rail road Company four per cent, ($4 per share.) The Trustees of the Mercantile Mutual Insurance Com pany have declared a dividend of thirty-fiye per cent, payable in seripon the 9th of May next. Also, interest at the rate of six per cent per annum on the outstanding rertificates of 1851 and 1852 will be paid at the same time; and the certificates of 1851 and twenty-five per cent of those of 1852, will be paid and cancelled on the | Oth of Auguat next. We deem it proper to the Albany Extension certificate holders of the Harlem Railroad Company to say, that at the meeting of the stockholders of this company, held last Friday, it was there stated by Mr. Schuyler, the Pro- sident, that in consequence of the prosperous and in- creasing business of the company, on the Albany Exten- sion, during the last six months, that the next interest due upon them will be paidin cash, This important fact to those holding these certificates is very essential to | their understanding to know before exchanging seven Per cent certificates for the common stock of the Harlem, which only pays four per cent. At this meeting it came out that English capitalists bave been buying up the stock aud bonds of this company, and a request was made by some of.the agents representing these parties in London for an adjournment, that they may be fally ap- prised, but it wasnot considered necessary, as sufficient Fublic notice had been given, as required by law. Be it enacted by the General Assembly of Maryland, That it shall be the duty of the President, or other proper officer, of every bank, and of every othe ine ted institution, located or transacting businessin | ty of Baltimore, and such President, or other prope: | officer a hereby required to furnish to the Appeal Tax Court | of the city of Baltimore, on or before the fourth Monday af April, in the year eighteen hundred and fifty-three, | and on the second Monday of March ia each year there: after, a statement, in writing, of the amount of the stock ‘of ssid bank or other incorporated institution, held by | each stockholder who resides in the clty of Baltimore, or who is a non-resident of this State, so far as the sams acay be known to the President or other officer aforesaid. ec. 2. Sec. 5, And be it enacted, That this act shall take effect from the passage thereof, A bill has passed to its third reading in the Massacha- bette House of Representatives, requiring each and all of the banks in the Commonwealth to constantly keep in their vaults an amount of specie equal to ten per cent wf their capital, and that when, from any cause, the specle on hand shall fall below that proportion, all dis- pounting shall-ccase until the requisite per centage shal! ibe attained. - The Finance Committee of the lower house of the Legis- Jature of Massuchusetts have presented a report show- ing the condition of the public finances on the Ist of January, 1853, It appears by this report that on that day the State debt amounted to $6,685,705; the State assets qwere $6,855,749—leaving a balance in favor of the State sf $170,000. Various other matters, such as funds, public lands and claims, owned by the State, which cannot be ralled assets, being either beyond reach at present, or else being such as are held sacred in trust, as hospitals and ‘school funds, &e., foot up $4,000,000, The excess of ex- penses over income last year is set down at $76,451. The receipts during the present year will probably be $586,000; ~the total expenses, $625,000—leaving a deficit this year of $39,000, In addition to this, temporary loans, scrip of 1851 for ordinary expenses, and the cost of conven- tion, fall due this year, making $200,000 to be provided in addition to the regular deficit of $39,000. With this the committee presented and recommended the passage ‘Of a bill providing for a State tax of $300,000, for the first time for many years. The Air Line Railroad bill, authorizing the construction + of a railroad through Worcester county, to forma con- aection in a new line from the North to the South, ahrough Maryland, and the Metropolitan Railroad bill, authorizing the construction of a road through Washing. vdon, Frederick and Montgomery counties of Maryland, to the District of Columbia, from some point in proximity «with the Baltimore and Ohio Railroad, passed the House vot Delegates of that State a few days since. The Norwich Courier of the 23 inst. makes the follow- ing statement :— It is currently re in the streets that the Norwich and New York Le pron of this city have finally and formally declined to renew their contract with the Norwich and Worcester Railroad Company to run their boats in connection with the road for another term of five years, upon the terms propored by the railroad; one item of said terms being—such is the report—that the steamboat company y tothe railroad a bonus of one hundred thousand ‘a for the contract. Corn meal was obtainable at $3 for Jersey, and $3373 for Brandywine, per bbl. Wheat was rare and hel shove buyers’ limits, Rye was sparingly dealt in, for fu- ture delivery, at 90c., but for all on the spot $2c. wai the asking price. Barley and oats remained as last re- presented. Corn continued to depreciate. The sale comprised 34,000 bushels at 58c. a 60c. for dams; and inferior; 60c. a €2c for mixed; 6le. a O3c. for white, id 65c. for yellow Southern, in better demand. The sales amounted to java at 1134c.; and 1,000 Rio at 9% a 9%c per Ib. Corron.—The market is unsettled; the sales to day amount to about 1,000 bales. Freicuts.—To Liverpool 200 a 300 bales of cotton wer: engaged (compressed) at 14d.; 28,000 bushels of grain were ed at Sd. a 544d. in bulk; flour was at 2s. To London, 450 barrels flour were engageda 2s. 9d... To Hatn- burg 1,500 bage coffee were engaged at '<c; 200 bales of cotton at 9-l6c., and 20,000 lbs. whalebone at 5-16c. There were no change in ‘rates for Havre. ‘To Australia lumber was shipped at 40c. a 60c. per M. To California, rates varied from 40c. to 80c. per foot.
