FINANCIAL AND COMMERCIAL. MONEY MARKET. Tuvurspay, April 14—6 P. M. There was a better feeling in the stock market to- day. The demand was more active, and an improve- Jment in prices was realized. ‘At the first board, Morris Canal went up ¢$ per cent; Cumberland i Parker Vein, 14; Phoenix, }; Norwich and Worcester, 4; Evie Railroad, j; Harlam, $; New Creek, }; Hudson Railroad, 4; Continental Bank, j. Morris, Canton, Nicara ua, Cumberland, in fact, all the leading fancies, were operated in to some extent, and 1g from present appearances, the prospect is brightning; but we are not disposed to put much confidence in these upward movements. They are generally so short lived, and upon such a shaky, lim foundation, that we have no guaranty from day to day that they ean be made available. They are created by the brokers, who are unfortunately large holders of the fancies, who seek to reduce their sup- plies by attracting outsiders. The ruse does not work; all the speculators in the marketare in the street, and by turning over the fancies among them- ‘selves, they may share from time to time an improve- ment. It cannot, however, continue, for the bears take advantage of every endeavor to put out con- tracts, and they will soon fill up those who at pre- sent may not be surfeited. The receipts at the office of the Assistant Treasurer of this port to-day, amounted to $88,804 51; pay- ments, $75,350 58—balance, $6,953,709 01. The new Director of the Mint, Thomas M. Petit, has entered on the duties of his office. The office of ‘Treasurer is still held by Mr. Dale, who is anxiously awaiting some one to take his place. Atthe second board the market was decidedly more buoyant, and the transactions toa pretty fair amount. Cumberland advanced 4 per cent; Florence and Keyport, 4; Nicaragua Transit, {; Parker Vein, 4; Erie Railroad, 4; Hudson Railroad, 1; Norwich and Worcester, 4; Morris Canal, }. A few shares of Crystal Palace were sold to-day at $150—the first sale we have noticed for a long time. Mr. Simeon Draper holds his weekly sale of stocks at public auction to-morrow, (Friday,) at the Mer- chants’ Exchange. The list of stocks to be offered comprises a variety of good stock and bond secu- rities, including 1,000 shares North Carolina Copper Company, and 100 bonds of the city of Cincinnati. The steamer Alps, at Boston, from Liverpool, brings four days later news from all parts of Europe. A slight advance in quotations for cotton had been realized, with a good demand. In breadstuffs there had been no change, either in prices or extent of transactions. In the manufacturing districts con- siderable activity prevailed. The Baltimore and Ohio Railroad Company have declared a semi-annual dividend of three per cent on the main stem and five per cent on the Washing- ton branch. The Fulton Bank of this city has declared a semi- annual dividend of five per cent. A resolution was offered in the Massachusetts House of Representatives yesterday, instructing the bank committee to consider the expediency of re- quiring every bank to report to the Secretary of State weekly a complete statement of its affairs. The order also requires that the Secretary publish in newspapers monthly abstracts of the returns; and that each bank shall constantly have in specie twelve per cent. of its capital, and stop discounting when the specie on hand falls below that amount. The receipts of the Long Island _ Railroad, for the fiscal year ending March 31 were $217,364 23; and for the previous fiscal year $192,443 64, showing an increase of $34,922 59. The receipts for the last four fiscal years ending the 31st of March, have been as follows:— Lone Istanp Ramroap. 1849-50. 1850-51. 1851-52, 1852-63. $126,666 Baa $150,139 52,399 : 62,416 4,329 4,329 4,809 637 = fa $184,582 $192,440 $217,364 The Boston Post, in speaking of Lake Superior copper stocks, says :— The recent declaration of a $30 dividend by the Minne- sota, that cost but $22 per share, and the certainty that another dividend of from $30 to $50 will be earned b; January next, have tended toexcite the minds of al ‘who are interested in mining enterprises. But we depro- | cate all ignorant speculation, and think it would be better for the whole copper interest, if not a share were | yubliely bought and sold until the first payment of divi- Sends.” Rapec ially do we hope that the able will not be induced to join in any “bogus’” companies, got up to | enable the. projectors to put money in their purse, rather than to pluck out metal from the bowels of the land. Copper Falls is now searce and firm at 50 to 51. Toltec is the present speculative card. Both are under able direction, and while the great success of the former is beyond a doubt, that of the latter is so near a certainty aS to put it in the first rank of non-dividend mines. Winthrop and Dana are also active. The latter is more developed, but the former is thought to have the famous “hill vein”’ of the Copper Falls running through its territory. The holders of “Adventare” will be to learn that the prospects of that mine are now favora- | ble. The Toltec vein is said to cover one end of the pro- , while the recent letters state that the present i have reached an abundance of metal. We learn that in the criminal court of St. Louis, on the 30th of March, Messrs. Page & Bacon, bank- ers, were fined $1,000 each for illegal banking. In- dictments of a similar character are pending against Messrs. Lucas & Simonds, Clark & Brothers, and other banking firms of St. Louis. The stockholders of the Bank of Missouri have voted not to permit the State to sell out its stock: The vote stood 243 in favor of the State selling out, | and 1,720 against selling. The Manufacturers’ Insurance Company of Boston | have declared a semi-annual dividend of fifteen per oethe official report of earnings of the Baltimore and Ohio Railroad Company, for the month of March, 1853, gives the annexed exhibit:— BAuTIMORE AND O10 Rarroap. From the aboye statement it will be perceived that the Baltimore and Ohio Railroad is already a powerful rival for the western freighting business, and with the aid of the daily line of steamers of the Parker Vein Coal Company, in the transportation of — freight to and from this city and Baltimore, in con- | nection with the railroad, it will form the quickest and cheapest route for freight between this city and Cincinnati. A corps of surveyors has been organized at New- burg, and another at Syracuse, for the purpose of | surveying @ railroad route between those cities, and they are now progressing towards the centre of the line. The line will be less than 170 miles long, re- ducing the distance from Syracuse to New York city full fifty, and perhaps sixty miles. The grades, so far as can be now seen, will present no impediment to easy and speedy travel either way, and the isolated country it is to traverse, and the tunnel-like centra.at ~hich it starts towards the great market of the intry, all combine to characterize it as the greatest troad enterprise in contemplation in the State. ® nucleus of the company, in capital, &c., has sady been formed, and there is every probability of work being pushed forward with vigor. The Bankers’ Magazine furnishes the returns of « voulation of the private and joint-stock banks in | § “ngland and Wales for the four weeks ending the 20th of January, and the 5th, 12th, and 19th of | February, and gives the following as the average weekly circulation of those banks during the past month, vi Private bapks. The average stock of bullion held by the Bank of | England in both departments, during the month | ending the 19th of February, was £13,615,156, being | been a decrease of £1,096,521, as compared with the pre- vious month, and an increase of £104,003, when compared with the same period last year. The stock of specie held by the Scotch and Irish | banks during the month ending the 19th of Febru. ary, was £2,705,977, being an increase of £4,046, as compared with ‘the previous return, and an increase of £485,364, when compared with the corresponding period last year. The annexed statement exhibits the expenditure and revenue of the province of Canada, for the year 1852 :— PROVINCE OF CANADA—INCOME AND EXPENDITURES, Total receipts from all sources for the year ending Jan. 31, 1858, Total expenditures for Balance to credit of consolidated fund, Jan. 31, 1858.....44 The balance to the cre: on the 31st of January, 1852, amounted to £407,400. This shows a slight falling off in the net revenue of | the year just closed. The commissioners appointed by the Legislature of Louisiana to examine into the condition of the banks of New Orleans make the annexed report of the three institutions in the process of liquidation :— | Crmzuns’ Bank. The examination of the affairs of the Citizens’ Bank | shews that the institution bas no circulation or deposits, | and no liabilities except for the State bonds and bank bonds held abroad. The committees had only to look inte the security which the State has in the assets of the insti- tution, and the mortgage securities given to the bank by its stockhoiders for the punctual payment of the State obligations as they become due. the committees were able to make, consulting the local knowledge of the different members of the committeos as tgages upon property in their respective localities, induces the belief that the security is ample for the protection of the State. The mortgag remain binding for their original amount, although sixteen instalments of one dollar on each share have been called | i paid with remarkable punctuality. The baok has considerable aseets, and is collecting from the stockhold- ers the contributions authorized under the act of 1847. These will for a number of years produce a considerable surplus of receipts over payments. The State is, in the judgment of the committee, well Yor her liabilities for this bank, if dently guarded hereafter. ‘THE CONSOLIDATED ASSOCIATION, The same general remarks no circulation or movement. superintending the liquidation, in order to aguinst loss, on account of bonds issued for the use of the bank. The winding up of the bank will show a | heavy loss to the stockholders. The apparent deficiency is now about $300,000, whish will doubtless be consider | ably increased on the closing of unsettled accounts; but the mortgages which the bank holds, and its good assets, | afford in the present aspect of affairs an apparent abun- cant security against loss to the State on account of the to the value of the mor ‘The successful negotiation of the Citizens’ Bank with | the foreign bondholders, by which that institution is mitted and expected to revert shortly to the cont its stockholders, will, on the consummation of those ar rapgements, make necessary a change in the State manogement of this institution. ik to be noticed is the Union uidation, and has nearly closed lis liabilities are nearly | been adequately provided for, and it has collected and | divided among its shareholders nearly the whole of its In the division of its surplus profits the State, 3 stockholder to the amount of one-sixth, has received, in two dividends, the following sums :— | First dividend, June Ist, 1852. ..
