Progress of Civilization in the Black Empire. Circular of the Minister of the Interior in Regard to Products. Exeeution of Three Criminals at Port-au Prince, Kew Siew des ‘The bark Clara Windeor, Captain Button, artived in port yesterday morning from Port-au-Prince, from whence he brings news up to tho 17th instant, aud jour- pals up to the 7th. The captain states that the yellow fever continues to rage there, but particularly among the shipping, and that within ten days previous to his railing several foreigners had been out off by it. Major Franzoni, agent and re- Freeentative of Messrs Mendel Brothers of this city, died on the {th instant, after three days illness. At Jacmel, commercial affairs were commencing to at- taina little briskness. Some coffee had come to market, but, notwithstanding, the price was etill maintained, at from 84 to 86. Two American chips had arrived, and supplied the place with breadstuffs At Cays there had been no arrival, and prices were upheld. The market was stocked with provisions and dry merchandize, The rains had retarded the coffee harvest. The Feuille du Commerce contains a circular, aldressed by the Duke of la. Bande du Nord, Secretary of the In- terior, to the military commandants of the empire, urg- ing them to redouble their vigilance in carrying out th directions of the government, with respect to the im- provements necessary to be introduced among the peas- antry, in prepariog their products, particularly voffee, for the foreign market. As furnishing anavidence of the progress of civilization in Hayti, we subjoin a translation of this document :— CIRCULAR. Some time since a ministerial circular was addressed to ou, to ensure the execution of the law providing for the derection of produce; but itis to be regretied that, b; jour failure to carry out its ordinances, you have ai- jowed a remissness to grow up injurious to commerce and singularly oppoged to the well-being of all, and which retards the attainment cf that place which the produc tions of our goil are certain to reach im the foreign market. His majesty, the Emperor, has, therefore, commanded me toaddiess to you the present ciroular, for the pur- pose of urging you to lend all your assistance to the go- yernment, and to take every possible care that our mer- chancize mey unite all the conditions desired by the law, 80 that tas may be increased in value, and ocoupy abroad the pface which will not be refused to them when they have once become equal to those of other countries. You will immediately invite the commandants of pat isbes onder your orders, to explain to the penne, through their rural officers. how much it is their interest to see that the prcduce which they harvest may be pro- perly prepared before being sent to market. and that tuch gocd preparation must obtain for their goods a higher price. The commandants of parishes, iu their frequent tours, will themselves spesk to the farmers, with the, object of persuading them to attain the de- sired end. It ts necestary that I should remind you of some of the directions contained in the circular referred to the cof fees, which form our principal agricultural resourse, ought to be the object of the peculiar cares of the authorized agents, without at the same time their neglesting over products, ‘Tbis article, wnen prepared, shoul’ be free from stones, and soil and dast ; theae foreign bodies von- stitute a fraud. To be of good quality, the green coffee or that called corne must be free trom grains biack,{white, or bruised, which are called trisge; this triage is sold sep- arately, aud brings its own price. By instructing the producers, and obtaining from them obedience to the directions, the price of this commodity Will necessarily be increased. The serveiilance of the police must not stop there; the police of the villages or towns, must have an eyo.on the speculators; visits of in- spection will therefore be nade to their stores as often as poreible, for the purpoce of preventing adalteration or fraud, The produce dajered to consiguees will undergo, before exportation, a fiaBl inspcoton as will also the por: tion forming the fifts of the State at its delivery. Understand thoroughly the views of his Majesty, the Ewpeior, who expeois their exeontion, Exercise, or couse to be exercited, an unceasing-control and extend your cupervision every where, so that this now harvest may attain a high value. Before concluding, I must in fori you that compluin’ is made in maby localities of the negligent mapper in which the inepectors of produce pertorm their duties, It is your business to wateh them closely. £0 aa to make them respond to the confidence placed in them by the govenment, and to conour in every- thing texding to elevate tito the rank which it ought to occupy among nations. Bigned, D. HYPPOLITE. We translate from the Revue du Commeree the tollowing grophic sketch of the execution of three criminals, in Port-wu Prince, who, by their extensive operations in that city, had acquired for themselves the title of “Th Kobbers of the Cupital.”” The special crime which brought on them the last penalty of the law, was an extensive tob- with en attempt at incendiarism, It seems that after re alizing @ pretty considerable sum of money by thelr spe culations in other people's property, they tried to multi- ply their forsune by gambling, and for this purpose they went to agaming house at the Morne au tuf, where, how ever, bad fortune attended them. They resumed play next day, and continued at it for several days, losing each night a large sum. To change their luck they tried ano- ther gembling house, but fortune was unfavorable there also. and they continued to lose during several nights. At length, when thin stock was sensibly reduyed, they rercived to separate, and divided what remained in their hands, amounting to more than $500 each. Soon after, they were arrested one by ove, Tae journal from which me quote proceeds to Bay :— Last Saturday, the three accused persons, tried before the military council, were condemned to the penalty of death, und executed on the sume day.
