If the companies were full, there would be three thousand five hundred and fifty- eight men, being an increase of six hundsed and seventy since my last anpual report. There have been three hundred and tweney nine fires. by which the loss on buildings is three hundred and twenty thousand four hundred and twenty three dollars; and on wares, one million five hundred and fifty-eight thourand eight hundred and three dollars, making the joss by fireduring the year. as nearly as could be ascer- tained. one million cight hundred and seventy-nine thousand two hundred and forty six dollars; being an incrcase over the loss of last year of one million one hundred and seventy-one thousand seven hundred and sixty eight dollars. which is atwibutable, in a measure, to the scarcity of water and frozen hydrants. There have been two hundred and ten false alarms, some of which were cuused by the bursting of camphene law ps, burning of window curtains, defects in chimneys, &o. The fountains could then play daily for the gratifeation of citizens and strangere, without ste of water. ¥ citizen should ¢ tract from the last Department— The constrnet read the following ex- f the Croton Aqueduct ument No, $1 ion of the reservoir itself, is a matter that may or may not, be deferred. as the wisdom of the Common Council shall determine, in cumstances connected with it. “It was tated in the Inst annual report from this de- partment and the faet remains unaltered, that the last drop of water which the works. in their present state ¢ supply, is now daily delivered in the city.’ It follows, therefore, that if Uie proposed reservoir was now built. it could not be filled and would remain a uscless structure Ull such alterations and additions were made on the line above it as would enable the departuent to deliver an in- crewed quantity of water daily It bas not been the policy of the prosont Beard to re- view and criticise the acts of their pred re in office, nor would it now do Fo, if the subject under discussion did not render it necessary. A grave error has been com- mitted in the means of getting the water over Harlem river, While the moet liberal and eplarged views were adopted in the construction of the aueduct down to that point, its capacity being more than equal to the whole flow of the Croton river, at an evernge stage of its water, an‘ copable of deliverivg daily more than eixty uiillions of gallons, to crose the river, two lines of three feet iron pipes were laid in the form of an inverted syphon, limit ing the supply to half the quantity last named; and to make the ryphon do that work. loving a head of two feet, which had heen maintained at great cost, by bridges and or bepkwents, throu, ce Of thirty-three mtles, Had the High Bridge ied up to the line of the ajueduet, am additional height of fourteen feet. for which cannot be doubted the piers are abundantly strong. the inaronry of the aqueduet proper could have been con- tinued over it, and the bridge itself protected from the danger of leakage, by a metal lining of the aqueduct, as at Sing Sing hill. and Clendenning valley, thus pouring pon our own island the whole volume of the Croton hg an elevation above tide water of 117, instead of 6 feet. It is presumed that a saving in the cost of the struc- tur jas probaby the controlling motive in adopting the plan os it now stands, This saving may bave been equal tos hundred thousand dollars. and perhaps rendered im- perative by the then existing state of the funds applica: ble to that object; but. if #0. 1t would not form an excuse for placing on that bridge the two lines of small pi now occupying ft, in view of the then admitted fact. that a few yeart would prove them unequal to furnish the re- quired daily supply of water to the city, and foree uj it the necessity of taking them up, and ‘ubstituting otkers of larger size, or of continuing the aqueduct it self over the bridge, im the manner above suggested. “That time seems already to have arrived, for one of these works must precede the construction of the proposed resorvoir, to make it of any value, In this connection, si-o. addytions murt be made to the works through Man- batten Valley, by laying down two more lines of throe feet pipes These will be in part furnished by thore taken up at the bridge. shovld it be determi: to continue that mode of conveying the water across * It will readily be seen that the alterations and addi- tions indicated, involve not only a large amount of money. but difficulties and responsibilities which this board would greatly prefer not to encounter. The taking up and relaying Of the pipos on the bridge. would be at ony me under the most favorable circumstances. & formidable undertaking: but to do it now, and keep up & sopply of water for all domestic and mam facturing pur pores, while the work shail be in progress, adds immen- rurably to thore difficulties. and furnishes streng reasons in favor of constructing the ayucduct over it, and leaving the pipes we it undisturbed From this it appears that the Croton Board has twice Chard OWE Wiieuiion 40 thls Waporwut suiyect, oud, bow: been twice adopted within the past year. by the Egineers | present the fact. The Fishery Dispute—The Difficulty not yet Settled. ‘The tatements n the English papers, that ‘he fishing difficulti«sbave been arranged, are not to be relied on. On the contrary, it is confident!y stated by those whose authority is not to be slighted. that tue British imperial government, by the last steamer, sent dispaiches to Mr. Crampting intimating that no arrangement had been made. Indeed .2dmiral Seymour has his express orders, since Congress adjourned, sent through Mr. Crampton. to seize every Yankee vessel within three miles of the colonial shores. Strange to eay the despatches of Mr. Abbott Law- rence, and of Lord Malmesbury, are quite discrepant, There is some misunderstanding and some bungling somewhere. Mr. Lawrence seems to think there is no trouble ahead. Lord Malm esbury is not of that opinion. 'The colonial governments will not allow the imperial go- ver ent totrifle with their rights or their interests. Mr. Webster's announcement that he did not intend to allow the provincial governments to interfere, has caused nota little excitement amongst them, and strengthened them in Downing street. You may depend on it, the pre- sent administration at St James will not do any thing to compound what the colonists deem to be their in- terests or to thwart their wishes; and it will enforce the construction of the treaty as to the bays and head" lands, which it is well known was superinduced by colonial infiuence. The British government, conform- ing to the views of the colonialists, have not the least idea ot allowing us tofish between the head lands of their bays. nor within three miler of their coasts or shores, without receiving a full equivalent. The equivalent re- quired, it is said. is reciprocal free trade between all the colonies and the United States, in all the productions of agriculture, the forest. and the sea of each; and a full and equal participation in all the const tivhories of the United States, including the privilege of wrecking. fish- ing end catching turtle in the Gulf and Straits of Florida, and otber southern cousts, Uhis last privilege has been repeatedly sought by the Britith Government, of the United States; but has hitherto been uniformly refused, upon the remonstrances of southern States, on the ground tuat its extension would afford tacilities tor the free negroes of the British Bahamas tampering with the es near the ccasts; and on the ground, also. that the heries were owned by the States, andcould not be disposed of by the federal authorities. Negotit s. it is known, are expected to be set on foot beiweey Mr Webster avd Mr, Crampton. Mr. Per Jey. of New Brunswick. has been here some weeks in at- tenaance on the British embusey, but Le leaves here to- morrow, Hi: extensive information with respect to the colonies, and especiully the fisheries, have, we doubt not, bec found quite valuable to the British m! er; and as be is a warm chumpion of the colonial interests and rights. bis views will doubtless be impressed on aay ar- rongement that may be made. The negotiations. it is probable. will be opexed at Marshfield, whither Mr. Crampton will go as soon as Mr. Webster is prevared to enter upon them. The reciprocity question would probably have bern adjusted at the late session, had Mr. Filmore been able to pursuade himself that the adjust- nint of such interests was a proper subject of treaty anangement, He resists the idea of tariffs by treaty, as itis regarded as antagonistical to the whig doctrive or protection to manufacturers by revenue tariff laws, Mr. Webster bas more eniarged views.
