Wasnincron, August 20, 1852, ‘the Banat» commenced business at a quarter past ten o'clock. THE NAVY APPROPRIATION MLL—=TME APPOINTMENT oP. MIDSEHIPMEN, ETC, On the motion of Mr. Gwin, the Navy Appropriation bill was taken up The commitiee recommended to strike out the provision in the bill that midshipmen and students te the maved school shall hereafter be appointed from Congressional districts, on the nomination of the Representative, in the samo manner that cadets at West Point are now appointed, Mr. Unprawoon hoped the provision would not be stricken out—it was perfectly right. Mr. Hunter raid. that under the section as it now stood, no appintments were to be mado by the Presidont, Mr. Gwin said the bill gave the whole of this patronage to the members of the House. Mr. Unvexwoop suid, all the omesions could be sup- plied by furthor legislation at the noxt session. Mr. Hunter said there was no time for legislation now to ertablish a new system of naval appointments. Mr, Dawson maintained that Congross had no power to give naval uppointments to members of the House, for the power was expressly given by the Constitution to the President. Mr, Banorr said that a regulation now existed to ap- point one from each Congressioval district. The reeom- mendations of members always had their force, Mr. Skwanp suid that if the provision was stricken out, he would move a substitute that the President shall ap- point ten from the States at large, and the others from Congressional districts. The provision waa strack out, yeas 27, nays 29. Other unimportant amendments were struck ont, Mr. Gwin, (dem ) of Cal, proposed several amond- ments. revtoring the appropriation for the several navy ards to the amounts estimated for by the department. During the debate on Mr. Gwivy’s amendment, Mr. Hoyer. by leave, made a report fiom the Committee of Confrence on the disagreeing votes on tho Senate amendments to the Civitand Diplomatie Bill, which was partly read and then adopted. Tho amendinents adopted and rejected were not named, but reterred to by members. and it was impossible for ny Ore to know what was or was mot agreed to Mr. Cranks.
