Since the 1st of June the ship- ments have been limited, During the present session of Congress soveral grants of public lands have been made to railroad compauies to ald the construction of lines passing through tke pub- lie domain, Great diseatisfaction has been expressed re- luiive to this wholesale disporal of the public lands, and the measure has received considerable opposition in the popular branch of Congress. The cause of this is the Tact that the principle upon which the grant is made met When" dal government actually avail themselves of the ra‘iroadst make the public Jands marketable, by giving an outle and encowraging settlers to make purchases in distriets which have hitherto been entirely neglected. Vor the pur] ose of placing this question before the public mind in the proper light, and to remove effectually all proju dices, we annex an extract from the bill granting the right of way, and making agrant of land to the State of Michigan, in trust, for constructing a railroad from Sagi- naw to Mackinaw:— ONANTING PUMLIC LANDS 10 RAILROAD COMPANIES, c.1—That the right of way through the pal nds be, and the sume is hereby, granted to the State Michigan, for the construction of a railroad from the Saginaw river, in the county of Saginaw, to the straits of Mackinaw, by the way of Grand Traverse Bay, in said State. on the route that has been or may be designated by the Legislature thereof, with the right aiso to take ne- ceseary materials of earth, stone. and timber, for t n- 2 public lands of the United id railroad: Provided. Tt will be seen by this that the grantis only for alter nate sections, and that the government reserves alternate sections, which are to be dispoved of ut double the ps of public lands in other rections of the country. ‘This gives an aggregate equal to what the gover t would have derived from a sale of all the lands—those granted as well c# those reserved—at the price fixed by Congress The construction of these railroads brings the reserved sections of the government into market, and affords fa_ cilities for settlers to get to and from them; whereas, with, out some such mode of communication, moat of these lands would be totally inaceossible, and entirely worth- lees, When these grants of public land secure the com- pletion of a railroad, the government is benefited equally with the company. It is mutually advantageous, and gives an impetus to the growth and improvement of the country brought by thie act of Congress into cultivation. If the railroads are not constructed within ten years, then the lands revert back (othe general government, and any portion of the lands which may have been gold, fre to be accounted for by the State to Congress. The line of railroad referred to in the above bill, will run through public lands which have been in market, and remain uugeld, for a period of sixteen years. There if not asingle road, of any description, in the whole region of country through which the railroad is to pass; and there was, therefore, very little prospect that the lands would ever have been sold, until some mode of communt- cation through the territory had been adopted, This railroad will be of vast importance to the yuluable mino- ral lands of Lake Superior, as it will afford ‘an open route, during the six months suspension of navigation. At present, the only communication, during the winter, be- tween the copper mines of Lake Superior and the settled sections of the Union, is by means of dog sleds, which skirt along the edge of Lake Iluren. The whole country is benef! constrvetion of these railroads, more or less. ‘The revenue of the government from the sale of public lands ix augmented, emigration eneourrged, eulti works more productive—in fac : Vhe rativead companies asking these grants of lands, do more for ihe general govern- ment than the general government do for them They make marketable, lands whieh have for years been value- They bring a population into a territ Jers wh an hut. ‘They curry eivilization into cections where none bat the wild Indian roamed, and (hey extend the area of freedom | where the vole of Hberty never had before been heacd It ix perfvetly absurd to talk of favors extended ie there companies by Congress, in granting one, two or three millions of acres of land. So long as the principle upon which the grants which have been made is adhered to—so long as the system ef granting alternate sections is not lost sight of—it would better o divide the grauts into moderate quantities, so as to avoid all great monopolies; but they cannot be too general or too much distributed, ‘There are too many sectional prejudices or jealousies in Congress, to insure the greatest good to the greatest number [If members of Congress would exhibita proper and liberal spirit, and take a sound and slatesmantike view of the different que: tions as they are presented, we should have less party bitterness, less rancor, less difficulty in legislating for the country at large—for the people as a whole, ‘The Kast and the West, the North anu the South one interest, amd that is, the growth, prosper nees, of all parties, in all parts of the Union, those desirable objects, it is only necceeary to be uu and for our representatives to act like statesmen, in: cf conduetiig themselves lawyer hort sighted and prejud views that they nnot comprehend the importance or necessity of any etre in which th constituents are not immodiate- ly aud direetly interested In ec a with this eubjec Too} .
