NEWS BY THE MAILS Our Albany Correspondence, Axsany, Deo. 19, 1851. ‘The Canal Contracts —Polituians Desperately Con- tending for the Nine Muliions—Outrageows Vi- lany in High Places. | it ig now nearly s month since the Canal Board | unsealed and opened three thousand propositions | bid for the canal work, under the famous law of Jwne last. From that time, the clerks and engi- | neers have been’ daily engaged in making exa- minatioes of this immonse number of proposals. | The board teok the estimate of the engineers— made before proposals were issucd—and instructed the examining clerks to throw aside all bids which rapged ten per cent belo wend fitteen per cent above | those estimates. Nearly one-third of the whole umber were consequently thrown out. About a week since, the Canal Board commenced their ex- | aminations for the purpose of making awards to competitors. Proposals are made by George Law | & Co. for constructing work to the amount of nine | millions aod over, which come within the range | adopted by the board, and it is said they are asta- vorable to the interest of the State as any other ig the “Oceac Steam Navigation | York, comprising the well | eorge Law, Prosper M. Wet- more, Edwin Croswell and Marshal O. Roberts— | the latter gentleman, it will be recollected, ob- | tained a large portion of tbe one million canal reve- nue certificates, for which be paid a liberal pre- | mium. In their bids for vanal contrasts, theee gen- | tlemen ere associated ae ene Seymour, eo Utioa—one of the wea!thiest and most responsible men in the State, and « relative of Hezekiah C. | Seymour, the present Stave Engincer—and a mem- ber of the Canal eres dassakiak is = undis- | guised ailver gray, and holds the balance of power in the boned The Weed and Seward section— Morgan, Fuller, Cook, and Hunt—are striving ar- and zealously to carry out the provisions of the law as it was intended during the pro- tracted discussion of it at tho regular and | the special sesson—that is, to award the | contracts to certain partizaus of that section of the | party, without regard tothe interest of the State or the responsibility of those to whom are awarded centracts. Had & compromise been effected, | whereby an equal number of whigs and democrats should participate in these jobs, then the whole matter could have been arranged in twenty-four hours; but as the four Seward whigs adhered per- tinaciously to their political friends, the democrats would net yield, and Engineer Seymour held the sealos in his hand, demanding that the Law offer | sboald be received and confirmed. Follett and | Mather, bunkers, were ready to coalesce with Sey- mour, but Chureh and Chatfield, burners, would | touch nothing in which Croswell is interested. | Sepmest, in case be carries his point, will be ap- | po! superintendent of the work, which woud him twice the salary the office does, which | failed to be reelected to at the late election. | Jn order to throw this mammoth peevemsee | (made by Law & Co) overboard, Mr. Trea- | surer Hunt preposed a resolution, a day or | | two since, declaring that no persons should have a job whose propotitione exceeded four hundred thousand dollars. This was not adopt- ed. Subsequently, Lieutenant Gov. Church offered r resolution, declaring contracts to the lowest responsible bidders. This was also re- jeoted. {f the Cansl board had pursued this course, there is no doubt but millions would have been saved the State during she prosecution of this great work. This is the method which would have given satisfaction tothe whole people; and a board of | honest men, whoee desire is to act impartially and uprightly, would not have hesitated a moment in pursuing such a course. ‘The gifficulties which thus exist in the whig ma- jority of the board, bave reached the remote parte of the State. The e: ment is extremely nse. Great and emall politicievs, from every part of the State, ars in Albany, preseing tight the party serews. The tims ié Mfowmg YeTy Bear whe the present Canal soard will expiré~ Boe | ten workin, days remain—end if matters are net arrang<d before the first of January, all the Jabor, all the villany, all the treachery practised Seapooure the @ of the “nine million” bill, be lost to the whicsforever. |: is quite anex- | citing game, as it now stands—more interestin, than any game of chese— and requires an amount o! skilJ which we think the player: do not possess, to induce Mr. Seymour to makoa false move. He | has been a thorn in the side of the woolley by 4 | ever since this law was first concocted, and jarge majority by which he was beaten at the last election, furnishes ample evidence that bis name was “‘seratched” p-etty extensively He holds the whele y now in “ribbens,” and ifhe is frustrat- manner which he w shes (o distribute the ed int! canal contracts, he will join locofoco members of the | Canal Board in postponing the whole matter uatil + the new board cemes into power. Hundreds of | politicians trom all parts of the State are here, and pressing the Cana! Board for their friends. The sessions of the board are daily, and in secret. Death of the Hon, Joel KR. She moved off very handsomely under a light head of steam, every of her machinery working well, and appearing to be in perfect order. Ai 8 o'clock, P. M., when she was about two miles the other side of Red Fish Bar, her boiler exploded, carrying away a large part of her boiler deck, and instantly killing two men and a negro. ‘The follewing were the persons killed: Dr A. Dr. Wildman has | lett several orpban cbildren to mourn their severe be- | reavement, having lost their mother but a few montbe | since; and Mr. Shaw has left a widow and a mother, who | were chiefly dependent on him for their support. The cause of this unfortunate explosion is utterly unknown. But a minute or two before the accident the steam was | examined, and found to be even less than it bad been | befcre. Noserious injury was received by any of the balance om board, though some men were wn down and bruised by the fragments of the boiler, and by the bricks of the furmace; but none of them were scald- | ed. Nothing whatever have been seem of the persons | killed, who were, of course, thrown into the bay. Only a few fragments of the boiler were found om board. retty heavy pice of it was found lying on top of Bolles deck which was left. ‘The bull of the boat is en- tirely uninjured. After the accident an anchor was thrown over, and the | survivors on toatd remained there till about three o'clock this morning, when the steamer Farmer came along from Houston, and took off some of them.
