It is 8 went of confidence among cutelders, more than want of mourey, that keeps them out of Wall street, Money is plenty and cheep enough for all ordinary purposes. The banks freely dircount nearly a.) the good paper offered, and cal loans are easily made at the legal rate of in- terest, It is proper caution on the part of capitalists that prevents them from touching famcy stocks at pre- neve prices, The Wertern Raiiroed Compnny, Massachusetts, have declared & rem{-nonual dividend of four per cent; the Fitchburg Railroad Company a semi-annual dividend of three per cent. The earnings of the year have been about 73; per cent, but # considerable expenditure has been made vy the compapyin new cars and ether im- provements aad renovations, and the business has not exhibited its usual growth during the past half year. ‘The Cheshire Railroad have declared a dividend of three dollars per share on the old stock, to such stockholders take their proportion of the mew issue of preferred stock, on or before February 1. The Taunton Branch Raliroad Company bave declared a dividend of four per cent, payable January 1, to holders of stook on the 19th instant. The Lebigh and Schuylkill Navigations are fast closed by ice. We bave, however, the annual statement of the Lebigh Navigation Company, which shows the total coal tonusge from December 16, 1850, to December 6, 1851, to be $49,206 tons an excess of 280,095 tons over the tonnage of the previous year, For the week ending on the 18th inst., the Schuylkill Navigation reports but 782 tons, making an aggregate for the season of 579,156 tons. The Reading railway, for the week ending on the 18th, brought down 25,016 tons, and since the let inst., which tw the beginning of another fiscal year, 81,687 tons. The political news by the Europa, at Halifax, from Liverpool, is particularly important and interesting. Coming at this moment, when the public mind is highly excited by the movements and mission of Kossuth, it is calculated to give a new impetus to the progress of events on this side of the Atlantic, to hasten the developement of the policy of the government of the United States, and brirg matters toa crisis at an earlier day. We have been looking for this coup d’etat, and are, therefore, prepared for the course affairs have taken in France. It is difficult, at present, to arrive at avy definite conclusion without further advices. We are struck with the boldness of the movements of Louis Napoleon, and to thece very features, whatever success may be the result must be attributed. The popularity of the propositions made by the President of France, and the desire of the masees for universal suffrage, will enable Louis Napoleon to carry the meesures in contemplation, and establish a new form of government throughout. There is an auda- city im the course pursued by Louis Napcleon which we rather like than otherwise. There isa nerve exhibited by that individual which entitles him to a great deal of credit, to say the least, and we should not be surprised if he accomplished the grand object he hasinview. The effect of all this upon the political affairs of Europe gecerally, is likely to be very great, and immediately de- yeloped. There is no doubt but that the leading govern- ments of the Continent are involved in this coup d’etat— that Russia and Austria aze the invisible powers that have been, and still are, urging him on to the coasolida- tion of @ permanent government, of a character ap- preaching that of @ monarchy more than anything else, All this will doubtlers in time appear. There are some skilful players feated at the political chess board on the Continent, and recent events have no doubt hastened their moves. While Koseuth was banqueting in Southampton, Manchester, Birmingham, end other places in Great Britain, the monarchs of the Continent were uo doubt making counter movements, te neutralize whatever influence such de monstrationus may have had upon the masses of Europe. It ie not impoesitie, but on the contrary bighly probabie, that the British government have, duriug the growth of the excitement im England, been secretly intriguing with Louis Napoleon, to bring about at as early a poriod as possible, the coup d'etat which he has eo long had in view. We must not expect that republicanism will meke any progress in the Old World, without immense efforts on the part of the leaders on the spot. It may be well enough for Kossuth, and other foreign political agitators, to make @ finaucial tour through (reat Britain amd the United States, to raise the ways and means to get up and cerry on @ revelution in Nurope, but beyond that they will get very Little aidand comfort. If more is expssted, thoy will be disappointed. We have mo doubt it is the object and intention of Komuth to imvolve us os @ government in the domestic political affairs of Russia acd Austria. and he will probably go home, or return to Ergiand, fully impressed with the belief that when the proper moment errives, ell the required aid and support will be forthcoming ; but he will tind that we are avery uncertain people to deal with, Excitement is easily oreated—it rises rapidly, and as rapidly subsides. The public mind is sulject to great and eudden changes. ‘The idol of the people to-day, is treated with indifference to-morrow, aud po man will realize this more practically than Kossuth. Whatever funds are raised by his « berents im this city, for the accomplishment of his ob. Ject, must be secured before his departure, [n less than one week after he leaves, some other matter will oc- cupy the public mimd, snd Kossuth and his cause be forgotton. Thts is the leading peculiarityjof our people, and Koseuth is notthe first man who bas realized the effervescence of public opinion. ‘The second sober thought has already taken possession of the public mind, and ctol, calm reflection bas opened the eyes of the people to the danger of the course they were so blindly pureuing. If there bad been wanted any- thing to make the people pause avd ponder, the impor- tant politicel intelligence from France has furnished something to arrest the wild excitement of the day. Ac- cording to this, revolutions are in reality retrograding and the efforts of those who have looked to the establish- ment of republicanisin in the very heart of Burope, have had ® contrary effect to (hat anticipated. The policy of Louis Napoleon will, without doubt, retard the progress of republicaniem materially, and events which, few Says since appeared close at hand, are now far, very far, in the perspective. This ie the present aspect of political affairs in Europe. We know at not what moment « new movement may be made to put a different complexion upon matters. Much depends upon the success of Louis Napoleon's echemes, Should he establish himself as permanently as he desires, all the governments of the Continent would be strengthened, and intervention bo come the most prominent and important feature in any future aUjance. While all this removes, or relieves us frcm the many dangers we bave apprehended, it places usin @ more important position than we have ever before ccoupied. very irruption in Europe, every sudden change in the poliey of those governments, serves to tura the attenticn of the Anansial and commercial classes to the United States, and to show that this is the only safe, sclid, permanent government in existence.’ It serves to faticfy all closses that the only place to pursue o steady, safe businers—the cnly place to meke sure and productiv invertinente of capital—the only place to bs free from poli tical, Snancial, religicus and rociel revolations<is the United States, This will attract immerse amounts of ac tive capital toonr markets, and all the various branshee of industry will, ae repidly as possible, be transferred to this | country. Events, both public and private, are caloulat to aid the growth of this city, and make it ultimately th areat moteyed pivot upon which the fiaancial operations of the world will turn.
