Prices slighty fluctuated, and at the close there was @ greater depression than at the opening. At the fret board Erie Railroad declined ‘; per cent; Norwich and Worcester, ¢; Reading Railroad advanced per cent; Morris Uanal and Long Island show an improve ment on previous sales. At the second board the mar. ket opened and closed heavy. Reading Railroad fell o:t Jy per cent; Erie Railroad, 's; Hudson River Railroad, ‘4; Camtom Co, X. There is no speculation in the street, Ovteiders are timid, and the reguiar brokers have the entire fleld to themaelvés. {* '* our impression that we shall bave a dull market for several weeks, and it would be # good thing if prices for tne fangles (el) of several per cent; it would give a bette? basis for the regular spring tise, and Keep things in the street active It is very probable such will be the course of specula- tion. There» in reality nothing to sustain prices. but the ability of holders to carry stocks for an indefinite length of time. Many of them may have more ability than disposition to do so, and it would not surprise us to see some of the larger hoiders slipping out some diy getting the start of all others. Speculators fora tice frequently artonish their asscciates in this way. ‘The receipts at the office of the Assistant Treasurer of this port, to-day, amounted to $50,120; paymenta, $40,559 “4—bdalance, $8, 258.190 43. ‘The demand for foreign exchange, for remittance by the steamer Africa, to-morrow (Wednesday), has been quite active; and drawers bave been firm, at our quota- tions. A large amount of specie goes out in this eteamer,- Bot withstanding the extensive transactions in bills, The * shipments will be about twelve hundred thousand do! lars, & portion of which goes out on account of bill draw xa. We quote bills on London, 10) & 10% per cent premium; on Paris, 6f. 15 a 6f. 19); Amsterdam, 41 0 ; Hamburg, 96% 096%. The ship Atlantic, for Liverpool, on Saturday, will take out considerable specie, The exportation of coin and bullion, this week, will be upwards of two millions of dollars. The North American Fire Insurance Company have declared a remi-annual dividend of ten per cent. ‘The message of the President of the United States cives us the official value of imports and exports during the year ending the 30th of June, 1861. Severs! party pepert im this neighborhood have been engaged in dis eussing the policy of the government in re! mto ite financial and commercial syetems; and for the purpose ef giving rtrength to arguments advanced, have pataded line wp sn line of fgures, showing the extent of our foreign trade, note of which were at ail approaching correctness, Such statements are calculated to mis jead, and do more harm than good, According to th President's Mesenge, the value of imports and exports ates wee at annexed — Commence ov ran Usrreo State Saxo Exronts— Year ending June $0, 1961, value of importe Do 10 valne of export x xporte over Importe ¢ the impertatiors, th peote azpcrte over imports, 70; value of dome ar ign ange into the Treasury of the United Btates from all sources, for the fiscal year ending June 30, 1651, amounted to $52,312,979 87, which, with the balance on band at the close of the previous year, makes the aggre was | gate resources of the treasury for the your, $56,917,524 36 ‘Total expenditures during the same time, $48,005,876 65 Excess of receipts over expenditures, $10,901,645 58. This balance has bees appropriated, partially, to the liquidation of the public debt. Bimce December last, the payments iz cash on account of the public debt, exclusive of interest, bave amouuted te $7,501,456 56 ; which, however, includes the sam of $3,242,400 paid under the 12th article of the treaty with Mexico, and the further sum of $2,601,218 45, being the amount of awards to American citizens under the late treaty with Mexico, for which the issue of stock was suthorized, but which was paid im cash from the Treasury. The public debt on the 20th of November, exclusive ef the stock authorized to be issued to Texas by the act of 9th September, 1850, was $62,560,305 26. The receipta into the Treasury for the fiscal year ending June 80th, 1852, are estimated at $51,800,000, which, with the balance om band, will make the available means of the Treasury for the year, $63,258,743 09. The expenditures are estimated at $42,692,209 19; of which $33,843,198 08 are for the ordinary expenses of government. and $7,549,101 11 for purposes connected, directly and indirectly, with the acquisition of new territories. This will leste& balance in the treasury, on the 80th of June, 1852, of $20,366.443 90, This balance will be on hand at the close of the present fiscal year, instead of June 80, 1853, as stated in the Pre- sident’s messsge. It will be seen that the Treasury De- partment has made mistake in the year. The Presi. dent has shown a falling off in the exports of breadstuffs and rice, from which he draws conclusions unfavorable to the operation of the present commercisl policy of the government. If he had included the increase in the value of cotton exported, in his calculations, the resuit of his investigations would probably have been just the eontrary. In relation to the tariff, the adoption of spe- “ instead of ad valorem duties is urged, on account of ny instances of fraud which have come to the paler odergr Treasury Department. The President recommends that the present and anticipated surplue in the treasury be sppropriated to the liquidation of the public debt, wnder such restrictions as may be adopted.
