Within the past twelve months there bas been a great revolution in the rystemof mining in California, From the wet diggings the miners bave gone into the dry diggings, and many are now turning their attention t» the quartz minirg. It requires capital to work up tie hard quartz rock, and the product of those machiaes which have been put into eperation have satisfied al! for capital in that country. It is impossib'e to form an estimate at present, at all approaching correctness, of in Colifornia; but the attention of capitalists in this business, and, we have no doubt, within the next twelve months there will be dozens of machines in operation in the mineral regions where there is one now. Within | the past year @ great many residents of California | visited this city for the purpose of purchasing the right kind of machinery for breaking up the gold | quartz, Dozens of machines have been manufac- tured, of more or less power, and as fast as they ar- rived have been put into operation in favorable posi tions, and have yielded abundantly, The success of | thoee already started bas created a desire for more, ant | efforts have recently been made to attract capital to California for that purpose. Col Fremont has been, for | some time past, negotiating for the sale of his immense landed estate in California, His agent in this olty, J Bugene Flandin, Erq., has just concluded a sale of the estate of Las Mariporas, The price fixed is one million of dollars, subject to the ratification of Col Fremont. Ail | the details are definitely settled, and the next steamer for England will carry out ® notification of the fact to | the parties in that country interested in the movement The first instalment of one hundred thousand dollars will be paid in December. The sale is made subject to all complied with. The parties purebasing intend to work | the mines cn a large seale. The probability is that they — will realize great results. Col. Fremont is to deliver the purcharers@ perfect title as soom as it ean be passat through the United Siates courts. This, we believe, ir the first sale of landed property in the mining districts of California, which bas been made since we obtained | | possession of that country. 1 By the formation of private companies for the pur chase and working of mineral lands, the production of | cold will be largely increased, aud the resources of that country be more rapidly developed. (ne of the moet | extensive ecmpanics formed for this purpose is the Agaa Pria Gold Mining Company, with « capital of £190,000 | imehares of one pound each. ‘The company was formed in London, and will work the mine leased by Col. Fre- | mont to laimer, Cook & Co., of San Franciseo, This firm have assigned the lease for seven years (subject tow | royalty of one sixth toCol Fremont ) and are to receive a third of the shares of the company, The nom'nal capital | being cne hundred thousand pounds sterling, they will therefore be put in possession of an interest representing £33 600, of whieh, however, it is etipaleted only one half it to be transferable. This mine is situsted in the Ma tipora district, and, aecording to the prospectus, the rein ef gold quarts to be explored is euppored to be of tverage thickners of four feet—commencing at the ummit of a hillof 150 feet above an adjoining creek, aad containing 15,000 tems between that and the water level Specimens of tho vein, assumed to be of an ererago qua lity, have been assayed at the United States mint aud in London, and have also been tested at the Bank of Eng. land. and would give a gross value af $1800 per owt Almost inexhaustible profits are therefore held out ae | the prospect of bringing machinery to bear upon this tingle spot. Unlike some previous concerns that have been noticed, ite direction is entirely composed of per- | sche of unquestionable respectability; and there it aise | fearon to believe that thore who are interested In th | wine, as the original lessees under Colonel Fremont, are acting with perfect sincerity. They have deposited, it t# said specimens to the value of $25,100, in tokem ef their goed faith, to be applicable as a guarantee for all ex | penses previourly to the working of (he mine, and they } aise eppear to have backed their representations with | the best evidence that was available ‘This le ene Cf the leases alluded to tn the terms of sale of the “Maripora Ertate’ belonging to Vol. Fremont After the expiration ef the time stipulated for thie aod other lr asee, the purchasers of the property wil! a | | fh of the whole, if they ro desite it. That it will exceed anything yet realized, we have not the slightest doubt. The progress of these movements will be watched with a great deal of anxiety. The whole world is inte- rested in the success of those engaged in this business. In a political, financial snd commercial point of view, it possesses the greatest importance The governments of Europe have @ deeper interest in the mineral wealth of California than is generally imagined. Their very ex- istence depends, more or less, upon @ continuance of the supply of gold from that section of the world. During the last three years we have shipped immenre sums of specie and bullion to Europe. This has served no doubt to preserve in a healthy state the currency of the European powers. and in the event of the supply ar minishing, the effect can be easily imagined, The ship- ments of coin and bullion from this country for severa) years past, have been as annexed:-- Exrowravion ov, Srecie ruom rue Unrren Srares, Year ending June 20, 1648 do, 1849 do. do, 1850. do. ¢o. 185) Four months ending Nov Total. * Partly It appears by this, that more than eighty millions of dollars in coin and bullion, have been exported from the United States to foreign countries since June 30,1847, A portion of this was Califor old. The above aggregate comprises shipments only from the Atlantic porte. Ex- Ports of gold dust from California direct to other coun- tries, are not to be included in the above statement. Of the two hundred millions of dollars ot gold produced in California during the past three years, about forty mil- lions has found its way to Europe, without passing through any of the Atlantic ports of the United Btates. But for this supply of precious metals, the finances of Evropean powers would have been in a deplorable con- @ition With this enormous accession to the metalic currency, they have been compelled to rerort to larga issues of paper to custain themselves. The difficulty experienced by some of the smailer powers in nego. tinting loans, and the failare of Austria in raising a mo derate amount of money among the English bankers have created alarming apprehensions regardiog the fu- ture financial operations of the same governments. In the event of California annuaily increasirg the supply of gold, it may be several years before public bank. ruptey overtekes any of the greater powers, or before the currency of Kurope becomes alarmingly depreciated by issues of paper promises to pay. But the time is not far distant when even the gold mines of California Australia and Uralia, will not suffice to keep the finances of the governments of the old world in a solvent condition. What an important position we occupy in the rank of rations. The whole world is dependent upon us forthe Taw material that gives value to their currency, ani employment to millions of subjects. They look to us fer markets for their manufactures, and ficd us the best customers for all their staple products. This must, ul- timately, give us immense wealth. The future never looked more glorious. and it is beyond the power of all Eurepe combined to check, in the slightest degree, our progress. We have, within our own limits, every element of prosperity. With every variety of climate, every va- riety of foil, every facility of communication, with a population hardy, industrious, and euterprising, there is nothing beyond our power to accomplish. At peace with all the world, we hold the sinews of war to such an extent that every nation, contemplating hostilities, must look to us for supplies. It is this that will give us & voice in the political affairs of Europe, which cannot be disregarded. ‘The annexed statement exhibits the value of foreign dry gcods, entered et this port for consumption, for warehousing, and the amount withdrawn from ware- heuse during the week ending the 14th izst;— Foxsicn Day Goovs, $270,578 $11,700 Entered Warehousing. Manufectures of wool.. a ~ dry goods continue small, even small for the season ‘This is @ very favorable feature, and the longer it lasts the better. We have no doubt when the importations for the spring commence. it will not be many weeks be fore the aggregate reaches a most extravagant amount. ‘The entries at the Custom House of imports generally, have, for some time past, been exceedingly limited. apneis Bae oe tt: er se warns = erseas Cees THE LATEST ADVICES Recelven AT THE NEW YORK HERALD OFFICE, Novewnen 14, 1851, oo, Mextoa.;-« Sept. 12 vis.
