M, The cotton factory of Mr. Nimon, on the corner of Hamilton street, near Fairmount, was destroyed. The hands were at work in the upper stories when the fire broke out beiow, and so rapid was the spread of the flames, that the workmen were prevented from escaping by the stairs. Some made their egress from the windows, and one lad, with bis sister in his arms, clambered down rope from the upper story. Beveral lives have been lost, mostly females. Bix bodies are reported to have been already found so charred that they cannot be recognized. One manjumped from a fourth story window, and was killed, Edward Crosby and Miss Browning, perished in the flames. ‘The mill employed about one hundred hands, and was in full operation, The loss is abcut $40,000, partly covered by insur- ance From Washington City, THE CASE OF MR. THRASHER—SPECIAL MESSENGRR TO INQUIRE INTO THE CHARGES AGAINST MR. OWEN. Wasninoron, Nov. 12, 1861. The Republic of this morning, says that no official in- formation in reference to the imprisonment of Mr. Thrasher, at Havana, has been received by the govern- ment, nor bas any complaint been made in his behalf by his friends Captain Parker has been sent on a special mission to Havana, relative to the charges against Consul Owen. Trial of the eeseuns Rioters. UNITED STATES DISTRICE COURT, BUFFALO—CHARGE OF JUDGE CONCKLING TO THE GRAND JURY. Burraco, November 11, 1851. Judge Conckling delivered his charge to the Grand Jury, in the case of the Syracuse rioters, to-day. Its tone is moderate and impartial. In the course of his charge he said: “Gentlemen, [am sorry to say, that in the execution of my judicial duties, I have been made acquainted with certain other gross infractions of the laws of the United States, into which it will be your duty te inquire; and as the offences to which I allude are novel in this district, it is proper that I should briefly explain their nature.” The learned Judge then alluded to that article of the constitution of the United States, which ordains that persons held to service under the laws of one State, escaping into another State, shall be delivered Up. &e., and to the act of Congress of 1793, passed for the purpose of carrying its provisions into effect. After pointing out the changes made by the Pugitive Slave law, in reclaiming and apprehending fugitives, aud read- ing the seventh tection of the act, the Judge brietty ex- plained the nature of the charges against the parties, concluding as follows:—-“Ilaving now pointed out to you your duty, gentlemen, I shall not detain you by under- taking to vindicate the constitutional provisions by which this duty is imposed, for I am called only to see to ite faithful performance. Such an attempt would, in my Judgment, be an insult to your understandings, and an impeachment of your integrity. Surely, it cannot be necessary to inform any Grand Jury that @ judicia tribunal is not invested with legislative authority to enact or repeal laws at pleasure, but that, on the con- trary, its sole function is to understand and impartially ply the existing laws. As men of common sense enlightened citizens. you must know this already as well asl do; and to exhort you tothe honest fulfilment of the duties it implies, and which you have just s-lemaly sworn toexeeute, would be to impute to you a willing- ness to violate your duty and your oaths. And what right bave I to do this any more than you have to im- pute the like to me? Of « court of criminal jurisdic- tion. the Grand Jury, no less than the Judge, constitute an etrential component part. Both are alike the sworn ministers of the law, and are bound to obey its mandates. It is thought that the rioters will not be tried here, but only the indictment found.
