The triumphal journey of the President in lower Virginia, and of Mr. Webster in upper Virginia, have been highly gratifying in their results, to the | friends of the Union. They prove very satiefacto- rily the attachment of Virginia to the Union, ang the respect of her people for an administration which did not hesitate to plant itself upon the Com. promise measures of Henry Clay. In Virginia, however, as in most ether civilised States, the rights of hospitality are sacred, and many things are omitted, and many things are permitted, on account of the duties of hospitality, which otber- wise would present a very different state of things. Party prejudice s and party feclings are temporarily laid aside | and the Premier received by the Virginians,, not as whig partizans, but as public servants, | and as the guests of the State and of the peo” ple. On the other side, we find a corresponding | spirit of forbearance of all party topics, and a close | adhesion to the interchange of compliments, and neverfuiling eulogiums upon the Union, which, like the old woman's ham of bacon, are always in sea~ son, and suit the erpetitee of ores body hagas rey and hence we find the President sickly people, and Jews and Mahometans. President and Premier had been ac the ianoastr whig convention, we might bave had somethi little livelier than the good old sung of the Union, and we might have had something different from the nomination of General Winfield Scott, a year in advance of the proper time. The President has been circumspect. His disere- tion has not failed him. All that be has confessed of any importance, is that he has beea alarmed about. the safety of the Union, and thinks the danger is nou. yet over, in which every observing man must ooo- eur. The danger is not ov On the eoatrary, such are the eget aspects of the Presidentiut question that the elements of disunion appear more formidable to-day than they did oa the night when the Omnibus bill fell to piecesin the Senate. Lhe President admits the danger. swears that he will | faithfully execute the laws, pleads the nationality of his views and his policy, and stops Mr. Webster goesfurther. If be makes a second ch at the same dinner, be is sure to fill up alk ‘ ¢ omissions ef the first. We refer to his sevoad speech, for instance, at Capon > peringa, There be lowing contradic- in his two speeches: — ‘That if a State should attempt to secede, all the | powers of the government wil, be employed, if necessary, to coerce her into ber allegiance to the Union; reducing her trom the Wicd gi abe State to the dependency of a subjugate ess province, if ial to maintain the Union unbroken. __ 2. That the violation of any article or particle of | the federal constitution, by the authorities of any State, destroys the constitution, and absolve the partic’ to it, at their option, from further alle~ giance. The if South Carolina a ion declares, for example, that ttempts to go out of the Union, she will be whipped into submission; that secossion ig treason; and that war, if required, is a duty for the suppression of the traitors aud the subjugation, of the rebellious Stat sible; that by all the powers of the federal govern- ment, whatever the injuries inflicted upon, or the wrongs suffered by, a State from federal aggressions, she must be reduced to submission. 3 that the Union 1s 1adivi- ‘Phe second proposition, we take it, is a bit at the Lancaster Convention and Gen. Scott. Mr. Web- ster, directly culled upou to answer to the tral by | that was in him on the Fugitive Slave law, declared | in hissecond speech at Capon, that to violate it was to violate the constitutioa: and that to violate the » in any article, is suostautially to dis According to this doctrine of Mr. Webster, the | Legislatures of Pennsylvania, Vermont, and Massa~ ~~ | cbusetts, to go no further, absoives “all the other | States, if they please, or any one of thom, ‘from fur- | ther allegiance to the constitution aud the Union. In one word, it is the strongest sort of secession doc- trine, this ‘of Mr. Webster, and can hardly bo reconciled with the doctrine of the ceercion of a State that may think fit to take Mc. Webster at b word, and leave the Union because the co partner~ chip is disselved by its violation in other States. This second epeech of Mr. Webster at Capon, will be seized upon and appropriated as active capi- | tal in South Carolina. 'e are getting into deop D ROUGE | Water. w rox, July 9, 1851 Gen.
