It is our impression that such will be the result of the discussions in the cabinet upon this point, The Secretary ot the Treasury is disposed to construe any Taw relative to the tariff as favorably as possible for the manufacturing Interests of the country at large. The tariff bills of 1842 and 1846, and the appraisement bill of 1851, leave ty,of room forjany construction; aud wefar as the reading of either bill is concerned, the Beoretary can, with equal propriety, include orexclude e@harges for treight. The way in which merchan- i¢ dice shall be appraised is the same in each bill. We have italicised the words referring to that point, and ‘we eee nothing compulrory, one way or the other, in relation to the item of freight in the list of char, ‘The question arires, what is meant by the expression, all cost and charges,” and why should an exception De made of the item of iasurance, if it was not intended ‘to include any item but that? It will aleo be seen that §® ts exprerely stipulated that charges for commis- stoms shall be included in the cest. It appears to us | thet if all charges for freight were not included, exception would have been made similar to that made g@ regard to insurance. Should the Beccetary of the | ‘Treasury decide to include freight in the list of charges —and there is no reason why he should not—to be added to the cost of goods, it will have a very fi vorable influence upon the shipping interests of this port, and give us greater advantages in controlling | the foreign import trade of the country,than w. present enjoy. As the amount of freight added to th cost; of goods ‘would be only that actually paid, i follows that goods imported into the port where the lowest rates of frvight ruled, would have an advantege ever thore imported into other ports.
