‘NEWS BY THE MAIL Our Washington Correspondence. Wasuino ros, March 16, 1851. ‘The Adjowrnment of the Senate—Owr Diplomatic Relations with Central Amertca—The Cowrse of Great Brita, §c., &e., §e. ‘The Senate has at last adjourned sime dée, after transacting business without a quorum. About fifty thousand dollars were spent in constructive muledge and per diems, and some forty odd thou- sand dollars were distributed among the officers-| and clerk: of the body, making in all about one hundred thcusand dollars. Had the Senate on Monday, the 3d instant, gone for three hours into executive ses ion, instead of knocking its own brains out in attempting to pass the River and Har. bor bill, this expense might have been saved. But the expense is ‘he least evil inflicted on the country by the friends of the River and Harbor bill. What is the most to be regretted, is the inde- cent haste with which forty millions of dollars were voted away in three short hours, and the amount of public business which was left undone, u urgently required by the public interest. Of what vee is it tcr the different departments of the governme at to have it in charge to make re- commendaticns to Congress, when Congress will not even cocsiterinem? I do not speak here of the tanfl, which is a double edged sword; but Propositions were made by the State department whieh required ing’ antaction, and which,neverthe- lese, were entirely overlooked. Thus, Mr. Webeter recommended that we should send one ful! minister plenipotentiary to the five States ot Central America, Guatemala, Costa Rica, San Salvacor, Nica: a, and Hond with full power to reside in either of those States, and to travel from one to the other as the interests of these States and of the United States might re- =. Congress did not act on this proposition, though it recommended itself strongly, not only on the score of sound policy, but also of economy. ‘We have pow three full ministers from the Central American States here in Washing‘on, viz :— r Mercoleta from Nicaragua, Signor Filth Molina, from Costa Rice, (arrived here but three days £80); aud Mr. Garrey trom San Salvador. We shall,no doub‘, in dve tim’, have full ministers from Gau- temaia and Honauias. Diplomatic etiquette would require that we shouki send a minister plenipoten- Uery imreturn. if wedo that to each of the five Statee, we shall have five ministers at an annual salary of $9 000 exch end $9,000 outfit, making in the eggregate $90,000 ; that 1s, our diplomatic in- tercourse with Central America would cost us five times as much money as our int-rcourse with Great Britain; or, in other words, the diplomatic intercourse with Central America (five States ‘with an aggregate population less ¢ a million) would be as expensive as our diplomatic represen- tion at the cour's of St. James, St. Petersburg, tlin, Vieana, Madrid, and Lisbon. This is pay- ang rather dear for the whietle ; considering that in the Clayton treaty, we have already suffered our bands to be ted by Great Britain in sucha ‘manner, that all independent action in regard to our American proteges seems to be entirely ‘out of the question. Besides, the only rational plan for the States of Central America to pursue, consists in uniting their efforts tor the protection of their common soil and intereste. Our counsel to those States can on'y be union for the sake of their natural independence, while the policy of Great Britain on, the contrary, will alwaye be to sow dissension among them—to apply to them the old maxim of divide et impera. The fruits of this diabolical policy are now visible in the civil war (for such it is) raging between two of those States, which, perhaps, might have been prevented, if, ine“ead of secommodating our policy to that of Great Britain and the stockhoiders of the Nicaragua canal, we had a sensible diplomatic repreeentative in Central America, whose cease- lemendeavors should have been to promote con- cord and union among those States. Our New Jersey Correspondence. Trenton, March 15, 1851. The New Jersey Legislature--Sketches of a few of the most Prominent Members—Chartir of Jersey City, §c. The assembled wisiom of New Jersey has gone home to spend Sunday, and will meet again in legislative council on Monday, finish their busi- ness, and ¢djoura finally on Wednesday. The Senate is a body reepectable in talent, and contains some fine minds. Thus, among the democracy, we have Colonel William C. Alexander, of Priace- ton, eon of the celebrated Dr. Alexander. This is a remarkable family, numbering three eminent di- vinee—the father and two sons, Drs. Addison and J. W. Alexander—all in the Theological Seminary at Princeton—and another, a younger son, a popular preacher, now at Freehold, N. J. The Colonel ia @ gentleman of rare talents, and winning manners, which contributed not a little to his success in the whig county of Mercer. Another son is a lawyer in your city—Henry M.—and one a physician at Princeton. Dr. Manners, another democratic mem- ber of the Senate, is one of the most elezant men, in address and cultivation, in the State. On the whig eide is Abram O. Zabriskie, of Hudson, an eminent lawyer; and Asa Whitehead, of Essex couny. These are all men of fine talents, and physically three of them are very great men. In the House of Assembly, just now, the most promi- nent men are Drs. Whitehead and Hoxie, the whig bolters, on the election of Commodore Stockion as United States Senator; Mayhew and Wiiliams, likewiee whigs, who weat over, body and breeches, to the opposition on that occasion. ‘The democracy. too, has its recusants—Opdyke and Brown in the House, and Canfield in the Senate. The sepremecty pes of all these men have been taken, | learn, for future use. Thus you see how party lines fade in New Jersey. The old Senator, Dayton, has returned from Washington, and resumed his practice. Among the acts of the Legislature, little is wor- thy of notice in yesterday’s proceedings, except the breeze kicked up by the Jersey city charter. This document, as long as the moral law, was passed by both Houses on Thursday, but Goveraor Fort refused to sign it, on the ground that it contained a clause giving the corporation the power to tax the property of the railroad compauies, and dimi- nishing by so much the State revenues derived from the tax on said companies. There was g-eat search, too, for the (;overnor yesterday, by parties interested in the charter, but no Governor could be found. Like the Gods of Baal, ‘he was either asleep, or bunting, or in the inner chamber;” finally he turned up, and as his scruples coula not be over- come, the charter was withdrawn from his custody, the obnoxious clause struck out, and the bill again passed in the Senate. You must have an eye on that litle city now, with its new charter. It ex- tends all the way to Bergen Hill, and from Com- manipaw Cove to Harsimus Bay. Who can pre- dict ite future greatuees? The Senate also oe @ bill to appropriate $30,000 to complete the House of Refuge, while the House resolved that work ehall be saspended. By the southern wail we have received the intel- ligeace that Gen George MeDuflie died at 9 clock A M.,on Tuesday, the Llch instant, at the residence of Richard Singleton, Esq, in Sum- ter, S$ ©. Gen. MeDoffie bas been an invalid for several years, evficring trom a softening of the Lrain, or some kindred disease, which not only destroyed his physical strength, but seriously im- peired his mental vigor. He held, for many years, a very prominent position in the South, and has served as Governor and United States Senator of South Carolina, in both of which offices he com- manded the respect and admiration of his constitu- ents. He was enardent States rights’ man, and a zeaious advocate of free trade.
