Wasuineron, Jan. 30, 1851. Evening Summing Up. Congress is beginning to do something—not much yet, but eomething, which is better than nothing, because, as far as it goes, it is useful legislation. The two legitimate functions of government are to tax the people and to squander the money. ‘The House have been attempting to combine both these thinge im the same bill; but the experiment in additional taxing failed. The appropriations of course went through. The tariff failure, has not, however, diminished the number of lobby members upon the two houses. They are probably waiting with some expecta- tions that the Senate will do something for the good of the country, ia taxing Tom and Dick to enrich Harry. We verily and religiously believe, however, that that day has gone by, and that ‘‘pro- tection fer the sake of protectiea, is 2 defunct im- tion . Branch munt getting on very well. Mr. Van Dyke put in a splendid Bunkum speech to-day, f 4 Jersey City, as preferable to New York. For fresh air we have no doubt that Hoboken or Weehaw- ken would be preferable to ether; and as far as seabathing os shell fish are necessary fora branch mint, we expect Coney Island or Cupe May would take the preeedence of the Empire City. Other considerations, of a commercial character, lead us to believe that New York, as the lecality, will an- swer all practical purposes for a braaeh mint very well. Letustry it. , haps e Briggs has come up very handsomely to work of the mint. We count upoa the pas sage of the bill. We shail know to-morrow. Mason, of Virginie, has been making a movement looking to the compensation of the Spanish owners of the confiscated darkies of the Amistad; but as the eueject is rather calculated to excite agitat tien, we expect it will be suilered to lie on the t For the present, it ie understood that the con- gressional round robin is an abortion. Dr. Gwin, who keeps en eye like a Christian to the unrepresented people of Cregon, offered ist the Senate to-day, a resolution iaquiriag of the Pre- sident whether "the Hadson’s Bay Company had offered to sell out their property, lands, stock, forts, fectories, &c., en our side of the lin; and if so, to report what has been done about it, and what ought to be dove. Somethin, should be done. ‘The Hudson’s Bay Company property within our boundary comprises some of the best property ia Oregon. The treaty guarantees their right of pos- seseion-—it isto our interest to get that company out of the territory—they will not give to us their roperty—it will cost less now than at any time ereafter, and the government can retail it for five times the price paid in the lump. Let Mr. Gwin follow up the motion. The prodigious outcry of the Courier and En- grees santas against the complaint of the British Consul, aithews, to the authorities ¢f South Carolina, on the negro question, turns out to be all gas and flummery. ‘The Bitish Consul has acted in con- formity with the suggestions of Mr. Clayton, and, if that fact does not cool down Gea.
