An Interesting Day im the Senate—A Smal! Breese om the Negro Question—Mr. Hale makes a Pre phecy om the Presidential Question— Morning Busimess—Mr. Sowlé throws considerable Light on the Subjeet of California Land Titles, but no K6—Obstinacy of Old Bullion. Brilliant winter’s morning. Sky clear as @ bell. Bracing breeze from the northwest. The meeting of the Senate is signalized by the largest gathering of spectators— the most numerous, intelligent, and elegant audience of the session—in the galleries above, and in the lobbies on the floorbelow. Con+ spicuous within the bar of the Senate is Mr. Dallas, with his venerable head as white as snow, and the dignified Mr. Buchanan ia shaking hands with him as we write. The cause of this unusual gathering is the anticipated speech from Mr. Soule, of Louis- ama, who, from his first speech in the Senate, during the Mexican war, established his reputation as one of the most learned, powerful, eloquent, and fascinating debaters in the United States; in the estimation of many, ranking in felicitous language with Henry Clay, in legal profundity with Daniel Webster, and in solid compact argument with Thomas H. Benton, and with a gracefulnces of action, manner, and expression peculiarly Parisian in its elegance. A slight French accent upon the hard gutterale and the hissing consonants of the English language, if anything, so far from detract~ ing, actually embellishes his distinct aad emphatic articulation of every syllable. Add to these ad vantages, a fine person, a highly intellectual coua- tenance, a dark but brilliant complexion, eyes a® black as midnight, but luminous from the eatha. siasm of an active and comprehensive mind—a heavy suit of black and flowing hair—-a sty ie of dress of elegant and tasteful simplicity, and we have the elements of an orator competent to come mand a coramanding position even in the Senate of the United States. The expected speech from Mr. Soulé, therefore, even on the dry subject of California land titles, is sufficient cause for +! auditory of the Senate today The reeul: will show that Mr. Soulé attempted no display tor the galleries, but contented himself with a brief, close, argumentative al in favor of the old setilers in California, acquired trom Mexico with the terri- tory, and cast by Mexico, in the treaty of Gauda- lupe Hidalgo, upon the paternal protection of the United States. But, independently of this debate, the proceedings of the day were eufficient!y inte- resting for a epeci I notice. Mr. Mason’s resolution came up, instructing the pane rye on Foreign Relations to inquire into the onan of allowing some indemnity to the Spanish claimants of the blacks on board the ship Amistad, said slaves having been declared free by d Sta Courts, being breught from violation of existing treaties against the slave trade. The case is well wu These blacks were Ro rhs from Africa to Cuda, and there they were shipped on board the ish ship Amistadt for another port in the island. negroes rose and took possession of the Eg and compelled the crew to agree to take them back to Africa. Instead of that, they ran the ship asbore in the State of Counecticut, where the eub- ject matter was tried, the by ge liberated, and er sent to Africa y the Colonization Society. 2K by the Spanish government, in behalf ‘nish owners or alle; owners of said blacks, having been made to the United States governmeat, Mr. Polk sub- mitted the subject, with a strong recommendation of indemnity, to Congress, in his annual message post ase 4 4 was ig te nl ue geo and passed, allowing $50,000 imdemnity to claimante, but it ‘aied’n the House. The object of Mr. Magon, in his resolution, 13 to recall the at- tention of the Committee on Foreign Relations to u aieet and pepieulanty to the recommenda- tion of President The resolution being up for considera: Mr. Chase gave in his exceptions. He recited the various treaties for the s1 aperennion, of the African slave trade, the history of the Amistad case, and the judicial decisions upon it, as conclusive against ish claimants. Mr Hale was a litle more indignant. He tieclared this to be the most abhorrent proposition ever sented to Congress. If these claimants had ma Ameri- cane, the law would have hung them for pire but, being niards, their loss of the lacks, stolen from the coast of Africa, we are called upon to lederooite out of the public treasury. He warned gentlemem not to —— too far u the suppression of the slavery tion, and was exceedingly provoked at this vethage y the anti-slavery sentiment of the Nort! here might be a ground swell sooner than the compromisers expected it. Mr. Clay embraced the occasion to crow a in the triumph of the compromise measures. Upon the subject uf domes- tic slavery, the agitators were effectively put down, and now they seize at every — 2 nn foreign slave trade for a little capital. Mr. Hal replied, and declaring that he was not a prop 4 could yet undertake a prophecy, which was sub- stantially this:—That any man _who should, in 1852, undertake to run for the Presidency as the champion, or the advocate of the compromise mea. sures, would be swamped. And Mr. Hale longed for that day of retribution to come round. We put this prophecy on record, to see how it will come out. M we havea Union candidate, and onjy one, upon the compromises, Mr Hale himself will be swamped, but if we have two or more candidates on the compromises, the election will, doubtless, goto the House ; and there, though n0 man can predict the result, we —_ no man will assume yom of the election of a free soiler. Mason, Mr. Chase, and Mr. Hale, further discussed the resolution, when a motion b; latter was rejected, nine to forty-three ; and the resolution, being @ mere reeolution of inquiry, was adopted. We presume that will be the end of it for this session. Mr. Hale then submitted a reeo- lution, calling for all the official correspondence on this Amistad case, which lies over one day. Mr. Hunter gave notice of a bill tounmns the act ote iee warehousing system, of which you will have been advised by telegraph.
