Message of the Governor—Probable Grownd for Oppontion—Not Much Dome wm the Legula- twe—A Trifting Flare-wp om the Senate—An Alarming Despatch from the New York Police Office, He, He. The message of Governor Hunt is acknowledged by all to be a document of unusual strength and boldness. Its style is forcible, emphatic, and un- ambiguous; and he lays before the Legislature and the people the condition of public affairs in this State with a master mind, exhibiting a perfect knowledge of the financial and most all other matters. His position as Comptroller, for two years, has afforded him an opportunity, never before enjoyed by any chief magistrate, of becoming per- feetly familiar with the State finances, the canal policy, the banking institutions, our institutions of benevolence, charity, and literature, &e. So far as relates to business and a general view of mat- ters it is perhaps unexceptionable; yet, where the Governor touches upon anti-rentism—the Fugitive Slave law—an amendment to the constitution, for the purpose of borrowing millions to ‘‘ ensure a more speedy enlargement of the Erie canal’’—he will find a strong tmangular opposition. The silver greys think his remarks im relation to the Fugitive Slave law tend towards the recommendation of a law similar to the one recently adopted by the Le- ture of Vermont; the hunkers allege that is too much ambiguity in relation to that matter, and that he ought to have been more em- phatic and plain; the burners accuse him of dupli- city, and condemn him because he did not come out im plain terms, recommending an unconditional repeal; while the Seward whigs assert that the Governor has expressed himself to their entire satisfaction, and declare that the whole document is statesmanlike and perfectly acceptable to the whi, perty. The Governor’s proposition to purchase all the manor lands in the State from the present land- owners, for the purpose of #gain selling to the te- nants who now occupy, will find but little tavor with the people; but we suppose he thinks that while amending the constitution for the benefit of these living on the line of the Erie canal, a few millions could also be borrowed to pay ie landlords. Not only the people at large will con- demn this bold proposition, out the anti-reaters themselves would oppose, with all their might and induence, such @ project, because they very well know, that, should the State obtain title, then the lands would be absolutely sold to the highest bid- ders in the market, and the State weuld, at every hazard—at the expense of blood and treasure—pro- tect the purchasers in their mghts; whereas the anti-renters prefer that matters should remain as they now are, as they imagine, in deubt and ua- certainty, hoping (as most of the ignorant mass do) that they will yet obtain their farms in fee, without either paying principal or rent. The anti- renters will therefore oppese Governor Hunt’s pro- position for a purchase of the manor lands. The bold attempt made by his Excellency to rend in fragmenta the most essential feature of the constitution of 1846, will re-awaken the spirit of een Hofimen, and re-animate the dormaat 8 of the democratic party. They will make ctual war upon the Governor and the whig my, ard it will not be a matter of much wonder it this very quest, is not carried into the nextpolitical contest. The ‘* Ruggles forty million debt” project is still freeh in the recollection of the people; and it is well known with what speed the people hauled from mores the party in favor of the ** Seward aad Rugg a ongpe OM ‘he Governor has underrated the caution of the people of this State, if he ima- gines that they will open the _ which the con- stitution have shut down, whereby an incaleulable eurrent of debt will rush through. The people will pot to adhere to the system now pursued in en- larging the Erie canal, even if some few years longer time is taken in accompliching it, and — if the Erie and Ogdensburgh railroad shail pre Bekah per yg of ilour, aud other ucts which might find their way to market Ech the enlarged cznal. Mind it, the predic- tion is now made, that the watehfal’ democratic politicians will immediately rally, and form an is- sue with the whigs upon the policy which Gover- nor Hunt bas recommended, of altering the consti- tution so as to allow the Legislature to borrow money, 05 in former times, and as was permitted] under the constitution of 121. In the Senate, yesterday afternoon, there was a little flare up. The advent of Lieut. Gov. Church induced some of the loco Senators to offer a res» lution for the appointment of new committess. They expected, by this manceuvre, to obtain the re-construction of the standing committees, more faverable to their measures ani policy. The mo- tion was opposed by the whig Senators, on the round that the committees of the former Senate d served through both sessions of the Legisla- ture, as originally constituted, and, therefore, a precedent had been established. A strong hint was thrown out, that if the minority (the locos) per- sicted in passing the resolution, the majority would follow the precedent set by the United States Senate, and take the appointment of all committees out of the hands of the se officer. This rod of terrorem, shaken rather gently though, had the effect of arresting debate. It is well it was sus pended, for it would have been rather an unpleasant matter, even for the whig majority, to have placed upon the journal such a proceeding, ow the very first day of the session. The ae Aer = were of no interest in either house, today. There was some sparring upon a resolution to pay the officers of the last House for attendance here at the opening of the present ses sion, and aftera flourish of an hour, the proposi- tion wes finally adopted, wrong as it 1s. ‘The Court of Appeals, this morning, informed the lawyers that two daily sessions would be heid during the presentterm, Thisis an excellent rule, as it will tend to keep attorneys in close attention to their business, and facilitate action on the causes on the calendar. The last proposition which has been made, to facilitate transportation, and reduce the rates and charges, Was at a meeting held at Rochester a day or two since. Instead of seconding Goveraor plan, that meeting suggested the deepening 1 some six oreight inches, and lengthening the eight old locks on the Erie Canal ui is al- leged that if this is done, it will increase the capacity of the canal about fifty per cent, and boats of a third more tonnage than those sow used, would be brought into requisition meeting, to endea to induce the Canal Board to enter immediately upon this improve ment, in order that the work may be completed at the opening of navigation. He took a gun which a German was carrying, and then threatened to shoot him with it. ‘On Sunday night a fire originated ia the female department of Moyamensing prison, from a defect in the heater. The flames were extinguished by the keepers without creating any alarm outside. The damage to the building was trifling, but Mra. McDaniells, the matron, lost about $300 in cloth- ing and other articles. It was discovered by one of the convicts, who gave the alarm. ‘m. McFadden, the apothecary who prepared the preseri tion that caused the death of Miss Nell, and his employer, Dr. Chamberlain, have been’ indicted by the Grand Jury for manslaughter.
