Our Washington Correspondenee. Wasuinoton, Jan. 4, 1861. Senators Gwin and Benton, and Cali Lamad Titles—A Select Commutee of the House, and Secretary Stuart. Senators Gwin and Benton are squabbling about the manner in which land titles in California shall be defined. Yesterday, Mr. Benton made “that seme old speech” about the noble achievments of his extraordinary son-in-law, the gallant Fremont, which almost every Senator now has by heart. After the delivery, the Senate adjourned over te Monday, when Messrs. Ewing and Mangum are expected to make ‘‘a few more speeches” in justi- fication of the removal from office of Genera] Lane and Colonel Weller. Mr. Mangum will make a good showing, and say something worth hearing, as he always does when he addresses the Senate. But all that Mr. Ewing oan say will only serve to make his ows course more and more ridiculous. General Lane and Colonel Weller were removed solely upon political grounds, and he who stands up before the country and declares to the contrat: should expect the country to disbelieve him, skull must be vastly thick to arrive at any other conclusion. Some time ago, the House of Representatives ordered a select committee to be raised, to look after the rights of those to whom land bounties have been ‘Erted, and to ascertain whether aay additional clerical force would be required in the pase, office, and in the Third Auditor’s office. ‘he Speaker appa pointed the Select Committee as follows:—Mr. Robinson, of Indiana, Chairman; Mr. Miller, of Ohio; Mr. Mason, of Kenwucky; Mr. Briggs, of New York, and Mr. Williams, of Tennessee—the first three democrats, the other two whigs. The eenialiibe waited on Mr Secretary Stuart, of the Interior Department, who sent for the chief clerk of the pension ottice, and, boehere,! other clerks, who represented (» the committee that the business of the pension office was completely over~ whelming—that a vast amount of letters waa re- ceived daily, far more than could be opened and read even, without being further attended to—that the office had no horse and vehicle to take letters between it and the city post office, and that the messenger was not able to take them—that all was confusion and disorder on account of the great amount of business which had accumulated, be- cause of the inadequate clerical force of the office —and that, to have the business properly attended to, there must be granted by Congress thirty-seven additional clerke. The committee also called on the Secretary of the Treasury and the Third Auditor, to ascertain whether gs additional clerizal force would be needed in the office of the Third Auditor, and found thet twenty more clerks were there required. Subsequently, the committee concluded to take the testimony of some of the clerks, under oath, on the subject. This was done, and in consequence of it, the committee ascertained the fact that Mr. Secretary Stuart had already appointed, and set to w rk, twenty-one additional clerks,’ and had appomted sixteen more, who were to have places upon the contingency that Congress wou'd grant the whole additional torce of thirty-seven clerks asked fer. The committee consider this a gross usurpation of power on the part of the Secretary of the [nte- rior, and are said to have drawn up & report on the subject, censuring that functionary in severe terms, which report will, it is presumed, be submitted to the House on Monday next. Affairs at the Sta OUR ALBANY CORRE: Avsany, Jan. Very few Members Arrived—Dificulty im Recon cling the Whigs as to the Character of the Message— Committee Examining the Treasurer's Accounts, §c. §c. There have been very few arrivals, up to this time, of members of either branch of the Legisla- ture; not more than twenty are yet in the city. There are scores of individuals here, however, who are very willing to serve the State in the capacity of Sergeant-at-Arms, Clerk, Deputies, Door-keep- ers, Librarians, Postmastera, Fire-makers, Mes- sengers, Pages, &c. The Senate chamber, having been re-painted a month or two since, presents alight and elegant ap- pearance. Committee rooms have also been added for the use and convenience of Senators; and sin gular to state, the Senators of the State of New York have never before been accommodated with a room in which committee business, in private, could be transacted. Such is the case with the members of the tlouse of Assembly; they have no private room in the capitol; if they desire pn- vacy, they meet each other at their rooms in the hotels. This should not be. Although Washington Hunt managed very adroitly to conciliate the anti-reaters, as well as the gray and woolly whige, sufficiently to give hire their united support at the last election; and though his equestrian exercises pleased his admirers right well previous to the election, he now finds, ia pre- paring his message to be submitted to the Legisla- ture, that he has to encounter obstacles which he would be extremely anxious to avoid. {t is ru- mored quite audibly, that certain gentlemen in this city, claiming to be representatives of the two sec- tions of the whig party, have each demanded of Governor Hunt expressions in his message, favor- ing their own peculiar views in relation to the sia- very question, the national administration, the 7 poet limore, Seward, =~ He is evis, ently placed ina very serious delem t both sections labored equally indus! rae} or a his ¢lection, each Sue cluims that their particular views should be endorsed in the message. These are usually the most interesting of all the documents which emanate trom the heads of departments, the former «mbraces a full view, and gives an eliborate account of the finan- cial condition of the State, the canals, banks, tax- rolls. &c., ke. The latter is of most importance in its detail of the operations of the School law, which is now becoming a question of primary im- portance to all classes of the syed of this State. Nearly all of them are “new men. ard asthey have never been very conspicuous in blie life, in or out of the Le; ielatare, it will be impossible to judge of their calibre. Of the former House, there twill be Elderkin, Horton, Bowne, end Burroughs, neither of whom, except the latter, will think of assuming the leadetahip ; 3 and for him, the rebuke which the House administered to him, in ejecting him from the corel investiga- ting committee, it is supposed, would dampen Tis ardor, if not restrain his ambition. He is, never- theless, as pooeed, the ablest_ man on the democrat! ¢ House, and if he manages side of tl adroitly, and conducts himself with caution and discretion, may anney and embarrass the whig ma- jority to a great extent, during the session. The travelling committee appointed by the last House, for the purpose of investigating certain alleged frauds committed by the canal commission- ers, brought their labors to a close, and Mr. Smith, of Cswego, chairman, is ¢ ed oo Teport. 1t is said to be very voluminous.
