Plenty of easy work, high wages, the right to vote, with even the privilege of intermar- Ht the whites, are among the exaggerated blessings attending the black man in the Northern States. The African is constitutionally lazy—-asy work and high wa are irresistible temptations to him. If two or three days labor in the week tupport him in the North as comfortably as six days with his southern fmaster, he will be apt, with a fair chance, to abscond { His sagacity and foresight are limited. He does not choose always to take probable sickness, end okt age into the ac- count. The decrepid and old es, even with the fairest prospect of escape, have sense enough to know they are en expense to the mester, and that he is bound to support them. They remain. It is the able bodied aad valuable slaves that are fugitives. The conve- niences of slipping from Virgiuia, under cover ot the night, into Ohio and Peunsylvania, and the facilines aflorded for shelter and escape, make the Fugitive law a practical measure of the hizhest importance to Virginia. Its fiithful observance will save her thousands of dotlars in value. Its non- observance will necessanly incline her to co- operate with South Caroling, in secession or re- talintion. The Governor’s message recommends retaliation in meaeures of practical von-intereourse, which, if they go on, will amount to the same thing as direct secession, in the end—the dissolu- tion of the Union Willa dissolution ef the Union give greater se curity to soutbern elives? Propadly not. But eouthern politicians, in a separate confederacy, count upon treaty stipulations which wiil give ample security, in exchange tor commercial privi- leges. However absurd or impracticanie such estimates, they show that the subject has been taken into wccount; and that there is something ominous in it when dissolution is thas consuited as a matter of business. We have shown, however. the importance of the Fugitive law to Virginia and the border slave States To the cotton States it is of no great practical value. Slaves very se'dom uitempt to escape Nort from Alabame or Georgia Yet the faithful adherence to the law by the northern States is of vital importance to the whole South, asa test of the fidelity of the North to the constivutional guar- rantees of ssuthern slavery. If this clause of the constitution is disregarded and wulbfied, there is no security to slavery ia the Union The object of the law was more to test northern honesty, than to secure fugitive slaves, There were southera men advocating it, who expected that it would be scouted, yet udvocated its passage asa test, ead as likely to afiord a direct provocation for secession ia northern resistance. The paremovnt importance of the Fagitive act, and of its faithful observance, are thus msnifest and conclusive of the dunger of bad faith Hence the wise reeolutions among the leadisg men of both parties, in both houses, not to touch it, and not to Save ittouched. The suggestion of the Presi- dent’s messoge is, doubtless, with the full consent of Mr. Webster, to the same end. The President did not personally epprove the stringency of the law; but stringent only according to the constitution, his duty aud his conscience go together to sustwin it he constitution several States.
