The messsg, on that seore, will be ‘even more forcibly wren thon the Presidents letter to Mr. snd pot only enters on the legal merits of the Fugiive Slave bill, but also on the constitutional mesus forciag its provisions. Colhus, Our foreign relutioas receive a large share of attention ; and this is the more necessary, as Mr. Clayton, by his unaceowutuble negligence and igno- rance, has embroiled us with nearly every foreign state. Our difficulies with Portaga! are settled, those with Spain amicably arranged, and the Nica- ragua question uaderyoiug a thorough review. With Mexico we snail bh a becter treaty than that sent for ratification some time ago; giving additional security to the right of our citizens to construct a railroad, or either practicable means of conveying passengers, mails, and goods across the lethmus of Tehuante; With Austria we are now on terms of the coolest and moét reserved politeaess, nothing more. Mr. Clayton had got us prety tar into trouble with that power, but withour goioy further, than being rade to her Representative, the Chevalier Halzeman here in Washington Mr. Webster reasoned with him; and it would be well if the Senate or the House were to cali for the correspondence between be Minister and the Secretary of State, that the country and the world muy see the justice, fear- essences, and ut the s ume, generosity of our government.
