DY MAIL ‘The Last Night of the Seston—The Scene and the Results, OCR WASHINGTON CORRESPONDENCE Wasuixo tox, Sexpay Monstva, September 29, 1850. } it was a great night—it was a curious night—it was not exactly one of the Noctes Ambroriana, but it was @ strange, mysterious, free and easy, night in the Capitol—this last aight of this long, exciting, eventful and glorious session of Congress. Looking back upon it from the light of day, itseems more the recollection of a distempered dream— more the wild, jumbled up creation of a night- mere, than a reality. It is usual to make a frolic of the closing night of the session; but last night we had a Kentucky “borgoo" free and casy—a regular barbecue. At 8 o'clock P. M., the seene in the Capito! was beavtiful, exhilarating, cheerful, and poetical ina ugh degree. Both honses were in active I+giela- tion, closing up the appropriations. Messyzes peeded rapidly from house to house—from the President to both bouses—reports from committees of conference were disposed of with the crlerity of telegraphic despatches. The galleries of the House, from the centre of the hall, presented the moet brilliant audience of Leenty we have eren for many « dey. The array of the fair sex, at least a thousand strong, under the bright reflee- tion of the great chandelier, was more dazzling to the eye than the starry squad- rons Which illuminate a wiuter’s night; and their incessant warbling reminded one of the gathering of the spring birds in @ morning chorus, ia the midst of # bloom orchard, We doubt whether any capital ia Christendom could summon from the same poprlatioa, such a constel- lation of beautiful faces as illuminated the ladies’ galleries ef the Liouse last night. It gave aa air of clegence, splendor, delicacy, refinement, and tendernees to the entertainment, which was traly | delightful. It was the blending ef some bright vision of an Oriental story with the stirring excite- ments of the last might of | tion, The scene in the Senate, less extensive, was even more im- pressive, from the fact that it was more concea- trated, The semi-circle of the fair sex seemed to impress upon the grave baldheads of the Senate below, a bearing of chivalry and senatorial dignity which the privileges of the last night would other- wise have suffered to slacken into broad humor aad fantastic jokes. This benignant state of things continued till near eleven o'’cleck, whea the interesting battalia of the galleries rapidly dispersed. At midnight the ladies had nearly all disappeared, aud then came a_ decided change in the programme. The Kotunda, which had been musical with the multitudinous Jeony Lind notes of silvery voices, was now re do- lent of the fumes of cigars and bad brandy, and re- sopant with the harsh echoes of the groups of mis- cellaneous outsiders. Washington, all the lobby members, all the ex- pectants ;of the appropriations, offiee seekers, office holders, men whose nomiaatioas were pending be- fore the Senate, and mee only interested in the ex- citements of the scene, appeared to be assembled in thet otunea, end in the approaches to the execi- tive secrets of the Senate chamber, and to the bast- ling proceedings of the House, in the case of Father Ritehie ; and familiar companies of members and lobby members passed to and fro from both houses, through dork passages to obscure committee rooms, from which the noise of confused conversation, leud explosions of laughter, the popping of corks, and the clinking of glasses, gave strong circum: stantial evidence of an abundance of boiled hai corned beef, and champagne. The stairways in every direction, presented a fantastic mosaic work All the claim collectors of of fragments of crackers and bacon, pariags of fruit, stumps of segars, and sploiches of tobicco expectorations, moet inviting to an amateur in the fine arts, but terrible to the contemplation of the sweeps. The night wore on. all the purlieus of legislation thinned awa! of torpidity began to be visible among Tee yering choice spirits zefoaininy, and the dar pas- #0 see to the eommittee rooms became gloomy and The effervescence had subsided without, The crowds late inating Sigas consistent intrepidity. The Senate had been, since nine o’clock, mostly in execative session ; but the House continued active upon the questions ef agreement, the chief of which was Father Ritchie’ Greaeiul Contract for the public priating. It was reduced to a battle between the House and the Se- Late, and @ faller quorum than we have ever noticed on the last night of the secaion remained firmly at their posts, determined to fight it out. Th Sewate were resolved to be generous—the House waa in- flexibly resolved to hold the old man to his bond; and the vigilance, decorum and sobriet which governed the House during the whole night to the adjournment, are perhaps attributable to the fact that the utmost vigilance and resolution were re- quired to defeat the regolve of the Senate, which was fast Father Ritchie should be forgiv: off, and released from that horrible contract. Committee after comnittee of conference was tried —the Senate refused to recede, and the House, by a standard majority of thirty, refused to concur. The objections of the Houses were that this amendment of the Senate to pay Father Ritchie his cost of the printing aud ten Ci! ies rofit, was a private claim—that it was f Galphin af- fur, and out of order in a ered | noprestation bill—that it would be a bad example, and that Father Ritchie was not entitled to merey, having taken the contract with the full knowledge that it would not pay, with a view to defeating fuir com- petition, end of c: himself for ind Dongre And the combination against awful. Te had alienated the ulras, North and South; he had alienated the whi by his merciless treatment of Old Zac! bis cabinet, and the Galphins; and was left to the defence of a hopeless minority. Cardinal Wolsey, in his old age, was hardly cast off im a more pitiable plight: aod no m — x epark of charity in his heart, could look at intlexibility of the House, without feel for the in his’ childish complaint to fate of rey, Cromwell. have felt ready to take sides even with AB bear, when long pursued, and driven at length into an Salecky” corset by the hunters and the dogs; ‘mad in contemplating the unlucky victimizing of Father Ritchie, we feed our sympathies urging @ remonstrance againat the crnelty of the House. A few remarks by Mr. Stanly, somewhere in the neighberhood of half past one o'clock this morn- ing, saved the o'd man, however, from the final blow of the guillotine—that bloody guillotine of which he had such a shuddering horror whea maneged by the “ outcher Ewing.” Mr. Stanly said that the House would never permit one of its agents to sufler lose at its hands ; but that this was not the occasion in which the House was to be wena The decleration amounts te e¢ shall punish this example of bad faith, an the next session. So dectrasiard’ were the House coerced into an act of unmerite hi y the expenses at upon this policy, that the last offer of the Senate to and release him, was ve it uy is hel ork, wil pay Father Ritehic his costs, indignantly rejected. ‘The g ate then and the case stands thus:—Father Kite to his contract, til) thelfarther action of Cot a coatract which upon $200,000 worth of wor! probably involve a loss of $20,000. The two houses having disposed of thi ant other disagreements uy the sever priation bills, adjourned between fou o'clock this morning, after a Cy work almost unexampled in its amount, and of the greatest im- portance to the success of the administration of the goverpment. Let us sum few of the results. The civil and diplomatic, the army, the navy, and other appropriations, were disposed of, in volving, among other things— A hundred thousand doltars for the extension of the cepitol, which ia just a3 good as @ million te begin with. This appropriation goes far to setile the permanency of the government at Waghing- | ton, and the permaneney of the Unie The abolition of fogging i in the pavy right unequivocal abolition of floggi words:—* Provides that from and ater the pas- tage of this act, in the navy be, and the | rare ig hereby octebed ‘ * The Cee of this eplendid proviso to the Navy bill, is, ina large measure, due to Mr. Hale, of Newt ampshire, who has watched it, and fought for it like a hero. lis conduct, yesterday, in defence of this proviso, stones for all his ultraisme in the negro question. He fought for it up to the handle, and sition, from the records, of the abuse of tl the Senate, which could not have been secured, except under the call of the ayes and noes, telling the story to the people, and holding each m hie vote. As it was, this barbarous practice was abolished only by two votes—26 to 24. From the remarks of some of the Senators it would appear that the ssilors like to be be so, when they get to it, as eels do to skinnin, er ut we say to poor Jack, that liale, of New Hampshire, has been his friend, and he Jack tars must remember him. ~ Let the bumper toast id hie roun st to secure the bat the House would not consent. Betier luck next time. The Bounty Land bill, as it was paserd, granting lands, 140, 50, or 40 acres, nccord- | ing te term of service, to officers and soldiers, or their heirs, of all our wars, Indian, British, and Mexican (excepting Mexican war soldiers already | provided for) will throw an immense jo the market, and, as the speculator: poeket the profits, the sailors will not lose a great Geal in being left out; but they ought to have a share in the pie, for ali that. The scene, all lust night, in the Louse of iRepre. sentatives was of a varied nature. The galleries and lobbies were crowded with the curious aad the interested. Until miduight there were many jadies, very many ladies, in the galleries. At two lock at night they had all disappeared. House was full of businessf and very mich coa- fused and noisy. Ardent s) an adjoining room, for a novelty, were dispensed and made scarce, in all except their iniluence, at a swift rate. The number of members who would have had bricks in their hats, if their hats had beea oa their heads, could not well be ascertained. From two o’clock until four o'clock this moraiug, when the House adjourned, the members pretty much all looked very tired and sleepy. So:ne were sound asleep and snering; others looked as grave and silly; some bathed and others winked their eyes every which way. Almost, if not quite, as many lobby members and agents were preseatas there were Representatives, and they were as buay as ba set of men ever were. pay pretty much all was don* that every- ly desired to be done. Committees of Confe- ee to settle the disagreements of the two honsea, were made constantly, and, io the end, the amendments to all the Appropriation bills, and the Land Bounty bill, were so arranged and consented to, as to allow the aforesaid bilis to be passed. Gratuities and extra ay were voted liberally to elmest all in the public eniploy about the eapital who “asked for more.” The excellent wines and se forth warmed up the hearts and the souls of members.
