Noble Day's Work by the Mouse at Last—How t was Done—How the Result Took—Senate on Pre vate Bills—Sam Houston and Zadoc Pratt for President and Vice President, on the Democratic and Workingmen’s Ticket. ‘The first thing in order, in the House, this morm ing, was the reports from the Richardson Commit- tee. Mr. Richardson teok the floor, and addressed the Houee at length upon the merits of the reports. He charged that Mr. Vinton had undertaken to supprees the publication of the reports in the enly newspaper—the Globe—in which the proceedings of the House were authorized to be published, by withholding the minority report. He stated that he had been to the Globe office, and was there told that the minority report had not been received, and that until it should be sent to the office, the report of the majority would not appear. He also charged that Mr. Vinton had ieee’ a copy of his report to be taken, and exhibited me of the Virginia members, while he had denjed that such was the case. Mr. Vinton explained his course of conduet in the premises. Mr Seddoo explained how the re- port, so far as related to the Barroe pension claim, cune to be exhibited to some of the Virginia mem pers. ‘The reports were ordered to be printed. The House next proceeded o the consideration of the order of the day, to wit: ‘he Texas Boune dary Bill, and the appeal of Mr Moward, of Texas, from the “decision of the Speaker made last even- "The Speaker stated the cuse, that a bill ence re- considered and ameuded aod voted dowa could not be again reconsidered, wud said that he adhered to his decision. The vote was taxen, and the House overruled the Speaker'’sdecision. The vote reject ing the two pills was then reconsidered and the bills were once more put upon their passage. All was hushed as if death had beea present while the voting was woing on When it was acnounced, 168 yeas to 95 nays, and that the bills were @ wpontantous burst of applause ran over the House among the members aad through the galleries. The Speaker and some of the members called loudly for order! erder! and order was soon re- stored. But several of the tire-eaters flew to their feet, brandished their arms slofi, and seemed de- edly out of temper. Mr. Brown, of Missiasi exclaimed to the Speaker, ** Let thea clap! them clup!!"" The two bills, however, passed in the same shape in which they had passed the Seaate, with this ex~ ception: the biils pasted the Senate separately, and the House joi hb ne jfouse elinched the business by refusing to reconsider the vote the bills—and then the members “ breathed freer and dee) Ths Youse refused to adjourn. Mr. Carter now asked the Speaker if it would be in order to move to suspend the rales in order to take up the California bill.
