Inerense in ‘1860. $3760 36. Matilated notes—fives and tens—of the Harrisburg, Middletown, Lancaster. Chambersburg, Gettysburg, and ‘Woynesbarg banks are in circulation. The object of examined ‘ond treated the mutilation is to increase the number of motes at least one in every ten entire notes—thus making eleven out of every ten—which is done by ® very in- genious process. In nine of these notes thus manu- factured, there is wanting a section cut from top to bottom of the note, about one-third of an inch wide; the parts of two different notes being brought to- gether, and nicely pasted with thin paper on the back, — Each of the other two is made by cutting off the right or left engraved end of two whole notes, tearing the eut edge so as to give one end a ragged appearance, as if it were an accidental injury. Some of the banks, we understand, refuse to redeem the notes thus mutilated, while others deem it more advisable to pay— tion cut or torn off. Individuals, to save themselves from trouble, and probably loss, should scrutinize elosely all notes on the abeve bank, and reject all thus mutilated. The Woonasquetucket Print Works, at Providence, were sold, on Saturday, at auction, for $30,200, Thesé works were built by Messrs, Thomas Sprague & Son, in 1844, and cost about $175,000, In 1848 they were pur- based by their late proprietors, Messrs. Richmond & Carr, for $60.000. Since they have been in possession, they have made improvements, in addition to the value, of nearly $40,000. It is stated that, during the year ending on the 4th instant, 3,198 steamboat hulls and barges, and 179 fat and keel boats, arrived at St. Louis—making a total tonnage of 663,433, The wharfage received amounts to $58.000. The proceeds of the above loanare required for the re- demption of the five and six per cent stocks of Ohio, maturing after December 31, 1850. There are innumerable qualities of liquors and wines—a greater variety, probably, than of almost any other article imported—enud the compilation of « | table like that given above, to show the influence of ‘the tariff on prices, is #0 ridiculous as to hardly entitle it to notice. A comparison of priees current under one tariff, with those ruling under another, fer the pur- pose of showing the influence of two systems upon the market value upon certain kinds of merchandise, is absurd, as it does not give the vaguest idea of the at work continually, with more or less effect, upon prices. Under a tariff where specific duties are in y instances levied, the importer or foreign ma- nufacturer invoices his goods as high as possible, oo that the best prices may be obtained. The in- volee value having nothing to do with the rate of duty, there is a wide margin for high valuation, Under an ed valorem tariff, the priacipal object of i porters is to have their goods invoiced at the lowest price possible, as the rate of duty depends entirely upon the market value, invoice value, or actual cost at the place of shipment. Prices, therefore, for all kinds of foreign goods, are, under the present tariff, put dow to the lowest point; whereas, under the tariff of 1842, they were put up as high as possible. It is, therefore, unfair, to say the least, to take prices current now and compare them with those ruling in 1842-3-4, or 1345, | and attribute the difference to the operations ef the revenue tariff of 1846; but when attempts are made to difference as wide as possible, by comparin prices current, for the best quality of a certain article im 1845, with thors current in 1849 for the poorest | quality, we cannot characterise it ns it doserves with- out making use of the epithets usually applied by the organs of one political party to thelr opponents. Independent of the influences alluded to abore, brought to bear upom prices, there are dozens of other causes calculated to expand and depress prices from time to time, none of which are ever named in the pro teotive organs.
