Jt is true that in years when a great epecuiati| ovement exists in ali kinds of property, the market value is much inflated; and sssessments made upon that basis must show @ great increase on previous years; and, on the other hand.in years of ‘great prostration in business, real and personal estate Deoomes much depreciated in value; but the defective syotem of ascessment is the first cause of all fluctua- tions, and leads to ali the concomitant evils. In 1887, everything in the financial and commercial world broke down and prices depre slated very rapidly, as any one who passed through these times knows very well, notwithstanding which the aggregate assessment of reai estate from 1837 to 1840, varied oaly about two miliions of doltars,and the assexcment of pereoual property adysaced in the same time wearly three millions of dollars.
