The only | Teally sound and safe paper currency in this country, is that irsued by the free banks of the State of N York, under the law as it now stands. The following statement, which is extracted from the | eireular of Meters. Dufay & Co., of Manchester, the great orgam of the manufacturing interest, proves so completely the opposite to what it would appeat from their preparatory remarks. that it isamaziog they were not more cautious than to deduce by figures the insolvency of the spinning interest. Well may tho spinners reduce their production, for. according to their own statement, the wants of the world will take, thie year, 150,000 bales of Americam cotton more than was im existence on the Ist of January last, ¢: jag only and solely, the smount held by epinners i: pe, which was estimated at that Sgure, and now generally believed to have been less. If any mercantile concern in this city, at a meeting of creditors, were to exhibit such a balance sheet. and talk of being able to pay sixty | D: ents in the dollar, from the scrap! of every red cent of good debts, they would be considered lunatics. Now, as no party eonversant with the trade in this eity, would venture to say be believed 2.100.000 bales ean be drained into the ports, from this crop, and asit is doubtful, very doubtful, if it will reach more than 1950,000 bales, can a reduction of seven per cent for tw° months, if continued s0 long, save Manohester from a popular revolution ? We are afraid the ecceptre is passing out of their wr to return. Every resort toshort time Manchester, heretofore—although it has broken down cotten speculations on this side—being aided by various collateral causes which have now pasred away, hasalso built up our spionors end in- jured themselves, We venture to ray, that the extra | quantity of goods turned out of our mills this winter and spring, by relays of hands at night working, and lighting up, morning and might, will be in excess of the reduction of the Manchester mills, which has now eon- tinued two weeks, provided —which is not at all likely— they continued short time for two months. Wasuineron, March 29, 1850. 4 Point Between Mr Webster and Gov. Seward— Governor Seward’s eoastructioas ef the seneti- tution sre known to be exceedingly loose, aad his sense of obhgution to ite igjuactions still looser.’ Mr. Chere, of Ohio, « far superior man in point of talent and reel ability, encertaine pretty nearly the same views, on the negro question, as Seward and Hele; aod that is, that the obligations which the constitution imposes upon the Norih, with re- spect to fugitive slaves, are to be interpreted by covecience, and not by the plain meamng of the law ; and that conscience, im tact, overrides the constitution, even where en oath has been takem in tbe Senate, by a law maker, to abide by the fume domental law of the land Mr Chase, in his recent speech, was asked, 1m fhe: progress of his argument, by Mr. Butler, if he held to the doetnne laid down by Mr. Webster in his corres maeenee with Lord Ashe burton, to wit, that of the country caries with it the laws of Ai, #2 that a ship of the United States, under the aetional fag. um whutever sea—in whatever lautude or longitude is protected by the law, and that the ship's in the eye of the law, is the soil of the Uni States, where every right of every citizen of every, State under the coustitution is protected 1 Mr. Chase repudiated the doctrine. Mr. Seward, sittiug ucar the Speaker, said— “And so does every map in the North.” We eimyly reter to this to show the narrow lati+ tude to which these free seilers would limit the constitution. A sbip from Charleston, owned bya slaveholder, and navigated by his slaves, touches at a port in Hayn ‘A cording to Mr. Webster, the owners of the ship is still the owner of slaves on board, even in a foreign port ; according to Mr. Chase aud Mr. Seward, tney are free witha out touching the shore. One of the poeta of Euge land eays that slaves canner breathe in that realm —they touch the shore aud their chains fall off; but neither poet por jurist of Enyland has ever ase sumed that their choius fall off on board the vessel under the flag of which they are lawfully held im bondage. The fact is, that Mr. Chase, and Mr. Seward, and Mr. Hale are the abolition interpreters of the eonstitution, construing it according to eonscience, and not according to the law The Dolphin claim, recently allowed and over by the cabinet is exciting a great deal murk, and next week we may expect it to te brought up in the House as a proper subject of ine vestigation. The practice of the government has been clearly violated im this transactiog; or if it be the law, there are thousands of clams believed to be eettled, xpos which millions of interest money may yet be demanded ‘The Spewker of the House has been unanmmousl} acquitted of the charge of mutilating the joui Mr. King must try some other expedient for a litle free coi! capital. The case cf Benton and Foote in statw quo ante bellum. Wasmixoton, (D. C.,) Mareh 28, 1850. Southern Speeches—The Position of Mr. Calhoun, Ge. ge. In the House, Dr. Averett, of Virginia, made am excellent Southern speech. I cannot but notice the remarkable difference between the spirit and semper of Southern members in the Senate aad in the House. I will give you an instance. To- day, a member from Pennsylvania, when speaking, suid in the most ironical manner, “that in case of disunion, Pennsylvania would march a regiment into the South, and force her into subjection.” Nota Southern man had the courage to say one word in reply to this gross insult. Had it beem in the Senate, there would have been a dozen Southern men up, and made it « personal matter. They would have ead, “Sir, you need not trouble yourself to send a regiment, or go South of the Potomac; here, on the North bank, you will find as much as you can do to foree one into bection; at all eveuts, it isa tial which h you. can have atall times,” ang a chauce would be given him by a personal insult, when the offending epeaker could manifest bis prowess. But this not the wey they do things in the House. There, Southern members will sit quietly and listen to mae most degradmg and insulting language from Northern members towards their section, aot oaly without a ehow of resentment, but appareatly without aoy show of feelug. The ume has been when the House of Representatives was the fiery poron of thie ; but now they are the coneervative portion. They are the peaceful body. Even ameng themselves; the Southern men m the House are the peacemakers, and what hile #pirit se ehown is by Northere mea. It was not 6o once. There was a time when Southera mea could not be insulted ia the House, or their secuon reviled without danger. It is pretty generally supposed here that should Mr. Calbona, the Senator trom South Carolina, die, the entire South will cave in. 1 neard a reminent leader say to-day, that if he nad a mil- Jon to Invest—if he was sure of Calhoun’s death— be would proceed at once to New York and invest it in stecks, and that in less than a week alter his would rive five to ten per cent, and $100,000. but death stoc he would clear @50,000 right sbout the ree of soe! wrong if he supposed boun would settle this q His voice, commng trom the t ern rights, would be more seal than that of all living men combinea. Now there are petty jea- lousies, old animoeities, and a dozen other causes which reader his influence lees powerful than it jn reality; but the moment be is dead, he will be cononized throughout the entre South, His epeecher—his leart recommendation will be held in more remembrance than thowe of any other man who has ever preceded him tm the South, All that he hos ever said, will have a power, a weight, an influence, entirely copa’ the conception of the Northern people. Atl that bis life could do to- wards preserving Southern rights, will be as nothing compared to whut his death will accom- plish on one week ALrren. Wasnixoten, March 23, 1850. Powerful Move for a Change in the Patent Laws— Gross Abuecs emanating from their Defective Condution— Ewbank's Confirmation Doubtful. A vast number of persone feel greatly obliged by the etend you appear to be meditating in favor of some change im the managers and the manage- ment of the Patent Office. There is no department here that calls more emphatically for reform. It not only peys its own vast expenses, but amasees a large eurplus fund—all drawa from imventors— while its laws and its leaders seem to compete, not for the benefit «f ite eustainers, but in magna- nimous efforts to do them the greatest possible in- jury.
