Mr. Preston, it seems, has not looked much into the history of maritime nations, or he would hare dis covered that none but a commercial people ever bad a military navy fit for use; and that, in mea- suring the maritime strength of a nation, reterence most be had not so much to the number of ships she has afoot, as to the number whe cao build and man. ‘The merchant navy rust furnish the sail- ore ; the man-of-war service can only employ them, after they have learned their lessons oa board of merchantmen.
