Wasuinaron, Dec. 25, 1849, The President's Message—Important Omissions —Resolu- trons of Inquiry to be Proposed—Splendid Schedule of the Administration— Hostility of the South, $e. The message of the President is a subject of gemerad discussion, It is brief enough, considering the nume- rous things adverted to and recommended, It is suffl~ ciently positive in most things; but om the great ques- tion of all— though eminently conservative—it does not meet the necessities of the case. Every sensible mam will stand by Old Zack im his devotion to the Unien; but the question is, can California be admitted into the Union with safety, without some compromise? The President recommends it. He also recommends the po- Hoy of “ masterly inactivicy” with regard to New Mexico, but says nothing of the boundary dispute be- tween that territory and the State of Texas, a ques- tion which will probably be the most serious and per- piexing of the present ser of Congress. This boun- dery dispute involves nearly the w pold vast territory of New Mexico, including Santa fe and the little towns and ranches for a thousand miles along the river, on the eastern side. Before New Mexico can do anything, her boundaries must be defined, She can neither form ‘a State or territorial government, without a boundary. She has has no settled boundary. ‘Texas claims her by f the annexation, On the other hand, she maintains her boundary conceded before the Mexican war, in spite of Texas, although the dispute between them has nearly been carried to actual hostilities Congress, therefore, cannot wait in the case of Ne Mexico, Something must be dove by Congress before the people of New Mexico ean do anythin, The boundary must be settled, and in detining it, the whole question of slavery comes up for consideratioa, If the claim of Texas is admitted. she gets territory enough for another Southern State; if it is rejected, New Mexico 11 have territory enough ‘for n non slavebolding State alongside of Texas. The case ts pressing It mast be acted upon by this Congress, and at this session, a wii propanty give rise to more debate and mor in Congress than all the measures recommended in the message, put together. A difficulty so prominent could scarcely have escaped the attention of the President; and we can only ac- count for the omission of a recommendation on this important subject, from the extremely perplexing na- ture of the thing, Of the wisdom cf emitting to touch a subject 40 thorny, we have nothing to *ay, but prehend that before many weeks, (ieuera olution, will be called upon to inform ti measures have been taken by the goverament ia oa at reference to the eastern boundary of New Mexico; whether the milltary line laid down by General Kearny is recognised, or whether the government, in its super- vision of New Mexico as aterritory, teoognizes the claias of Texas to the line of the KioGrande wod what, in the President's opinion, is the proper poliey to by adopted by Congress, in relation to this disputed bouncary The Mormons. alco, appear to have been completely overlocked by the Presidect, But on this subject, alt the information required will be found in the report ot Mr. Ewing, to which the President refers A recom- mendation, however, may still be required The recommendations of the resident, In regard to internal improvements, surveys for railroads, Xc., the increase ot the acmy, the employment of war steamers inthe navy, (wn excellent thing) leave room for ex- enditures, whieh. if passed, will probably require @ ‘oan of twenty-five or thirty millions, instead of sixteen. ‘The recominendation for an agricultural bureau, to be attached to the Department ef the Interior, so far from meeting with a favorable reception, will strength- en the disporition im the Senate to abolish thi depart ment entirely, a8 calculated toubsorb the powers of th States, and to become # ruinously expensive establish- ment With respect to California itself, the question of the reception of her constitution involving, as it does, the balance of power between the North and the South, be resisted to the last extremity, by the South, in oth houres, In addition to their objections to the provis», the South will maintain that the adventurers in Cali- fornia, forming the constitution, jot qualified by settlement, to Lo aState government, that they ma, disappear with the gold, and leave nothing but t diane to administer the State laws In fact, the ad- mission of California will be a difficult business. The silence of General Taylor on the slavery ques- tion—bis decided recommendations for @ protective tariff and internal improvements, and a general system of liberal expenditures, are all obnoxious to the South, and they will all contribute to ® vigorous opposition o| the administration at every step ‘Altegether, the policy of the administration is suf- ficiently defined, and, from the reading of the message in the two houses. the two great parties are rapidly reorganising for active hostilities. It is only thi Caan line upon the slavery question that as-yet to be drawn. California and New Mexico will do that. ‘A merry Christmas and a happy New Year to the editor of ‘the Merald, bis family, and the persunelle of Lis establishment, Prenez garde.
