Of the House, consisting of himself, Vinton and Holmes, ‘Sppointed to act with committee of the Senate, to wait eend in a message. Mr. Scuencu gave notice that he would introduce Dills to regulate the value of certain foreign coins, and 40 indemnify officers and crews of vessels of war, who had lost property by fire, shipwreck, or other casual- ties. ‘THE PRESIDENT’S MESSAGE. At tem minntes to three o'clock, the message was an- mounced from the President, and Col. Bliss delivered it. The Speaker laid it before the House, and immedi- ately a scramble commenced among the members for the printed copies on the desk. The Speaker suspend- ed reading the document until the members supplied themeelves. The Clerk then read the message. Mr. Toons moved that it be referred to the Commit- tee of the Whole on the State of the Union, and that 16,000 extra copies, with the acoompanying documents, be printed for the use of the House. Mr, Sweerzen moved to amend, by adding 5,000 copies in the German language. Mr. Hoimes moved that the same number be printed in French. ‘The question was taken on Mr. Sweetzer’s motion, and declared carried. Mr. Bayiy moved to reconsider the vote He thought that @ worse precedent could not be set, We have but ‘one legirlative language. If we print in German, wo yast print in all the languages spoken in the country. If political document is thus printed, a stronger neces- sity to print the laws in the different languages would arise, Mr. Wivtnnor said that, under parliamentary law, a motion can be made to reconsider. Mr. Bayry moved to Jay it on the table. Mr Morse raid he had voted against prioting in French. The Legislature ef Louisiana had refused to print its laws in that language. He thought that if printed in all languages, foreigners, who come here, would not learn the English language, and would transmit their manners and foreign prejudices to their children, THE TREASURY KEPORT, Here the Speaker laid before the House the Report of the Secretary of the Treesury.
