Any quantity of indigna- tion is exhibited when one of these money manufactu- ving machines explodes, and those who have been swindled wonder how they were induced to take such trash; but, after a few months, the affair is forgotten, and the first thing the public know is another similar sbave, by come bank located in the immediate vicinity ofthis city. For the past fifteen years, we have warned the public against every one of these swindling shops, months and months before they exploded; and those who followed our advice escaped. The most promineat ease, of late years, is the Plainfield Bank, of New Jersey. Every one knows the crusade we carried on against that concern, for more than a year before it burst up. and every one knows the result, The Lehigh Bank, of Pennsylvania, is another inst: The Canal Bank, of Albany, succeeded, by false swearing, its previous high @reJit, &e. in keeping its actual condition a secret, un- til @ collapse took place; aad the public was not, therefore, on its guard. and was most extensively indied. There have been several other instances of similar character, and once ina while we must expect such things,on account of ihe defective system of making ¥ turns to State authorities; but as @ general thing suf- ficient notice has been given of the coudition of these Danks, managed by modern financiers of Wall street, to put the public on its guard and prevent any loss: If the issues of these banks were refused from the mo- ment notice is given of their worthlessness, the public would not suffer much, as it is the object of these con- eerns to get out a large circulation before an explosion, and the managers make every effort to have their issues promptly redeemed, 80 as to give them good credit and an extended ciroulation, As soon as @ sufficient cirou lation has been ob uined, the bank ruspends, and the Dili holders are apparently astonished; when, if they had carefully watched the columns of the Herald, they ‘would bave looked upon the affair as a matter of course. The most recent case of this system of swindling is that of the Susquehanna County Bank, of Montrose, Penn. Thiseven goes ahead of the Plainfeld, or the Canal Bank of Albany. It will prove a swindle of the deepest dye, and the holders of its bills, to the amount of about two hundred thousand dollars, will not ever Fealize the first red cent on them. What an enormous amount to extract frcm the pockets of the farmer, and the mechanic; and what punishment is bad enough for those who are capable of conceiving and performing such villany? There are @ good many Susquehanna County Banks within two hundred miles of the city o¢ New York. They swarm in the vicinity of this city, for the purpose of putting forth their bills from Wal! street, the headquarters of every financial genius, of aly grades, from the manegement of a Wild Cat Bauk to the management of any fancy railroad, or any ether incorporated company. These banks have an agent in some dark cellar in Wall street, with @ desk and a chair, aud contrive in somo way to redeem, for a time, the bills presented for wedemption. At any time the credit of the bank jay be alluded to publicly, this agent advertises that he will redeem the bills at such @ discount, and will hold himself responsible for the institution. This goes on just as long as it is an object with those interested, 4 the explosion is brought about by this agent re- fusing to redeem any longer. ‘The Susquehanna County Bank is probably one of the most extensive swindles known since 1836 and 1837. Its circulation is large, and its assets nothing. Its bills are literally not worth the paper they are printed on. The State Bank of Merris County, N. J., is another of the same kidney. Its circulation. is not s0 large, but it is in the same condition as the Susque- hanna, as regards assets, The fact that the two con- eerns have been partially managed by the same indivi- duals, who have played into cach other’s hand, is alone sufficient to satisfy every one that these finan- eiers have reapeda rich harvest. One of them has an opportunity of covlly reflecting upon his financial ope- rations inside of # prison, while the others are still at large. If there is any justice in Jersey or Pennsylva- nia, we trust it will be meted out to all those engaged in this wholesale swindling, with a liberal hand. ‘The exposé alluded to above of the State Bank of Morris eounty, N. J., emanates from one of the parties concern- @d-— from one Norton, the President of the institution— and should be viewed in the same light as the evidence of ene eriminal given for the purpose of convicting another: or a sort of State's evidence; and to that extent only is it entitled to credit. We have not the slightert con- fidence in the truth jorrectness of this statement or rather we do not believe that one-half of the villany Practised bas been made public. This statement may De true, so far as it goes, but not one-half has been teld, ‘and probably never will be. Not eatisfied with extorting money from the travelling pubiie, by encowraging railroad monopolies, the Legis- lature of New Jersey, from time to time, grant ehar- ters to the most unprincipled speculators, for bankin’ end insurance companies, apparently for the express Perpore of cheating the public. Sometime since we gave an expest of the Camden Insurance Company, showing the rottenness of that concern; and now we have another of « similar character, The Protection Insurance Company, of Somerville, N.J., figures very largely in the operations of the Susquehanna County Bank and the State Bank of Morris, The parties own- and managing the Morris County Bank were ma- pagers, and probable owners, of the Protection Insu- rance Company; and, after carefully reading the ao- eount publisbed in another column of this day's peper, those who hold any policy of that company will be very likely to look out for an insurance in some solvent eompany, if one can be found, It is most extraordi- Bary that the individuals practising this system of ewindlin, nage to keep out of the State prison se long.
