THE NEW YORK HERALD. NO. 5630. ~ TELEGRAPHIC. AFFAIRS IN EUROPE. ARRIVAL or TUE HIBERNIA AT HALIFAX. One Week Later. MIGHLY IMPORTANT COMMERCIAL INTELLIGENCE, Another Advance in the Price of Cotton, TREMENDOUS SALES IN ONE WEEK. The Turkish Question. WHAT WILL THE CZAR OF RUSHIA DO? Zhe Roman Question. Bien, Mier, Bee It wae announced in the afternoon editions of the Now York Herald, on Saturday, and also in yester- day's myrning edition, that the Hibernia had ar. rived at Halifax, aud that, in consequence of the anxiety of the operator at Sackville to secure his dinner, we were prevented from publishing the ad- vices brought by ber, in aay of those editions. We have since received the news, and annex it in @11 ite telegraphic details. ‘The Hibernia, Copt. Stone, afiera very rough passage across the Atlantic, groped her way into the harbor of Halifax about 7 o'clock on Friday evening. She brings Paris dates of the 18th, London of the 19h, aud Liverpool of Saturday, the 20th wht., together with near one hundred passen- gers, amongst whom i+ Mr. White, Ameriean Con- sul for Hamburg ‘The Hibernia will arrive at this port this morn- Our overland exyrece left Halifax on Friday eve- ning at 8 o’clock, but was detained by reason of a severe accident aad the nearly impassable state of the roads. It reached Sackville, the present east erm terminus of the telegraph, at 10 o'clock, or thereabouts, on Suturday morning. It was an- Bounced to ue about balf-past 11 o'clock, that our messenger hud arrived. At 12 »’clock, and before we received a «yllavle uf the news, word came over the wires that the operator at Sackville had gone t? his dinner. We made repeated eflorts to obtain the market news for our atieruoou editions on Suturday, but failed ; and yesterday, probably in reply to our commenication of the previous day, we received the following telegraphic note from our agent :— . Thiers will be responded to by the French nation, and it is certain that both the matter and style of the re portgis very unsatisfactory to the President of the republic. His displeasure found vent in a letter to M. Odillon Barrot, inwhich he informed that the sentiments expressed in his letter, and the policy it advanced, were those of which the Roman affairs must be solved, and which alone appeared to him compatible with the interests, the honor, and the dignity of France. Ata Ministerial Council held subsequently, 1 was decided that the government would follow exclusively the policy laid down in the letter of the President on the affairs of Rome, the effect of which resolution will be, it is said, to cause M Falloux and General Ruthieres immediately to re- tire from the Ministry. No action had taken place on the part of the Assembly, to indicate the views of the majority on the repert of M. Taiers; but there was rumor from Paris on Thursday, that the difficulty between M. Thiers and the President had been satisfactorily adjusted. im the Assembly, on the 15th and 16th, the pria- erpal subject of debate was the annual dowry of 300,000 france of the Duchess of Orleans. The bill was vehemently opposed by M. Michael and others, but was finully passed by a very large ma- jority. The High Court of Justice at Versailles com- menced ittings on the 12th, and is at present engaged in trying the persons concerned with the affairs of 13th of June. Several exciting disreputable scenes have occur- red before the court, and there 1s reason to appre- hend that others will follow. On the 13th, M. Emile de Girardia was being examined witness; a violent altercation took place between bim and the Procureur General, in the course of which M. Girardin declared in open court that the constitution having been violated, resistance was u right and a duty. Ata subsequent stage of the examination, the judge forbade M. Gi- rirdin from replying to a remark of one of the coun- sel, when ali the prisoners arose en masse, and de- manded, with, violent gesticulations, that the wit- ness should be heard. A fearfulscene of tumult and confusion ensued, and nearly an hour elapsed befi rs the huzssrers could bring the eccused and the judges to*a state of calmness, On the day tollowing, one of the witnesses, a Lieutenant of the gendarmerie, boasted of having thrusted his sabre into the breast of aman who was unarmed and bad advanced with his bo- tom bared, whereupon all the accused rose up and denounced the witness, as a coward; one of the counsel declaring that he was not worthy to wear epaulets. Indescribable ceatu- sion ensved, which terminated im the judges seeking safety im fight. They retwrned, however, tm an hour, to suy that ne motice should be taken of the mterruption. The National Assembly have annulled the elec- tion for Guedaloupe, in consequence of accounts of ansacsivation on the part of the supporters of the present members, M. de Failoux’s health is slightly improved. The Pretects to M. Thiers state that there are seventy depertments in which red republicanism SE Oe eee ee ae arrived in Paris on the 16th, charged with an ee pecial mission to the President of the republic. INTERNATIONAL INDUSTRIAL CONVENTION — INCREASE OF ANTERENTION IN) IKBLAND — SaKIOWs CON- FLICTSUPFERING OF THE PROFLE —THM KEPECT OF THE DIEMIS©Al, OF LORD RODEN and highly reapeetable meeting, presi- ded over by the Lord Mayor, took place at the Egyptian Hall, Loudon, on the 17th ult., relative to the proposed exhibition of industry of all nations a that city during the ensuing year. The best feeling was evinced towards the plan of the pro- Jectors, and it wae proposed to rae by subserip- tion the sum of £20,000, to distribute in premiums. All patiens are invited, without distinetion or pre- ference, and the promoters of the design feel no mirgiving of the poesbility of raising of £100,000, | or more, for the general expenses of the exhibition. The ant-rent conspiracy in Lreland is extending | throughout all parts of that ill.faved land.
