We elect our municipal officers, and we are heavily taxed for the support of a city govern- ment, but we have in reality no government at all, er any semblance of one, to judge by the numer- ous nuisances and abuses which are allowed tz exist in our midst. That the ravages of the pre- vailing epidemic have been fearfully increased by the nuieances and abuses to which we reter, their eannot, we think, be even a shadow of doubt; and that New York never can be healthy as long as they are permitted to exist, no one can, with any show of reason, deny. We have in our mind’s eye now, a nuisance which, we are confident, is productive ef a great deal of eickness in this metropolis, and which ought to be remedied as promptly and as expedi- tiously as possible, if the parties possessing the power of abating it, do not wish to be considered morally guilty of hastening the deaths of our citi- zens. We allude to the dock at the footof Fulton street, immediately contiguous to the Fultoa mar- ket. Into that dock ove of the public sewers emp- thes its reeking, filthy, offensive and nexious con- tents, in a continual stream day aad night, infect- ing and polluting the water, and cansing an eflla- via in the neighborhood by no means agreeable to the olfactories of the passers by. In the water, thas infected and polluted by this filth, these reek- ings and drainings of this dirty city, are a number of crates containing fish, which are taken out from time to time, according to the demand for that ar- ticle of feod. As must be the case, the fish, as soon as they are placed in this polluted water, be- eome sick and diseased, and if left long enough in mM, die. In this siex, and diseased, or dead condi- thon, they are sold to our citizens, and we hr sitate not to say, that they are as noxious to the baman fystem, as poison administered in small doses. | | | How can they be otherwise ? The fish at Washington market are not kept this way. There is filth ia the dock there, too, but the fish crates are kept in the stream, atthe end of the dock, where there 1s abondance of fresh water. We again call on the authorities—we demand of | them, to abate thie nuisance. We call upon the market men, the fish venders themselves, to co- Cholera Report for the Week—Great Fall- tng Off in the Mortality. ‘The intelligence we have to announce to our readers, to-day, mast be as gratifying to them as to ourselver. There isa still farther and more de- cided falling off, both in the general mortality and in cholera from the previous week. We were the firet journal to mark the turning point or climax of the disease, in the week from the Ith to the 2st of July, and to predict its gradual decline trom that date. We have confidently followed up that pre- diction, week after week, by other predictio.s as to the probable decrease for the next week; and in every one our calculations were sustained by the result. It is just 19 wider it. The number of deaths by cholera for the last week is 233, for the previous week it was | &t9. Thereis, therefore, a decrease of 155, or about 40 per cent, which is by farthe greatest de- scent in the scale of mortality the disease has | made since 1 first made its appearance. We would not wonder if at the end of the current week | the deaths by cholera did not exceed 100. The | progressive decline in the general mortality is also worthy of notice, The total deaths for the last week are only 749. On the week before they were 968. There is, therefore, a difierence of 219 in fa! vor ofthe week ending yesterday, or a decrease of nearly 23 per cent. In our 80’clock edition of yesterday afternoon — we gave the total of deaths by all diseases; deaths by cholera, cholera morbus, cholera iafaatum, diai hora, and dysentery, up to a few minutes before going to press. The slave case I mentioned yesterday, is to be brought up before Judge Legrand, to-day, for a heanog. ‘There seems wo be no doubt of the fact that the black man ie a ragaway slave, and that he belongs to Mra. Haye, of Cecil couaty. He had Tun away about eight years since, and, daring the past four years, had beea in the employment of Mr. Martin, in Westchester, Pa. His owner having ascertained his whereabouts, employed officer MeCreary to watch his opportomty. and steal him off, which he succeeded in domg on Wednesday lust. Mr. Martin, his employer, hav- ing followed him (o Baltimore, has been arrested on a plea of debt to the owner, in the sum of $1,000, for labor performed during the past four years; and on this plea of debt, being unable or unwilling to give security, 18 now immersed in prison. Wm. A.
