MONEY MARKKT. Tharsday, June 26—6 P. M. The stock market opened heavy this morning. Some of the fancies fell off largely, with very heavy sales. Harlem appears to be the weakest stook onthe list. At the first board, Erie Railroad declined ‘4 per cent; Har- lem, 144; Erie Bonds, 4s; Reading Railroad, 3; Morris Canal, . At the seceond board, the transactions were only to a limited extent, without apy change in prices, A dividend of five dollars on each $1,000 Bond of the State of Lilinois, will be paid at the agency of the State in this city, on the 2d of July, The Boston and Worcester Railroad Company have declared a semi-annual dividgnd of three per cent. The dividends of nearly ail the New England railroads are falling off, and this kind of property is rapidly depro- ciating in all parts of the country. The timeis not far distant when railroads will be considered the poor- est investments in the market, Tho Worcester rail- road used to be a regular eight per cont stock; but the capital has increased so rapidly that its dividends have become reduced to six per cent. Competition, extray: gance. and the employment of the property of stock- folders for private purposes, will soon bankrupt many companies which are now solvent. Later accounts from California fook rather gloomy regards the preservation of order. There is no doubt but that the reports relative to General Smith and his troops, are in the main correct. Our previous advices geve indications of such a movement. If such & state of things continues, it will interfere materially with the digging of gold, and tend very much to the reduction of the supply. The amount of gold reported to have arrived in Philadelphia from California, has dwindled from $300,000 down to $50 000, ‘The appearance of things in Wall street is by no means favorable. Money ia plenty enough and cheap enough; but it is our impression that there must soon be a change, that a more active demand for money will spring up, for the purposes of trade, and that many of our seeurities, which now command high prices, in consequence of the abundance of capital and a tempo- rary demand, will depreciate. Money is now worth five per cent on the best security, but several of our railroad companies, which are struggling along under heavy embarras+ments, are paying ten and twelve per cent per annum for short loans. Business paper is scarce.and the commercial classos generally are at present eary. The enormous contraction which has taken place in commercial affairs within the past few months, has released @ vast amount of capital, and as Soon as trade becomesactive again, there will be a do- mand for this capital in the channels of commerce. The unsettled state of European affairs, the pro- gress of the cholera, the absence of confidence in privategredits, and the unusual degree of caution ex- hibited by all, have arrested individual enterprise, and checked, in a measure, the operations of trade, Instead ot striving to see who could do the most, the object ap- pears tohave been to see how little they could gut along with Contraction has been the order of the day; hence the accumulation of idle capital, and thy easy state cf the moncy market. During the stringency in the money market, two or three months since,the banking institutions of this and other Eustern cities drained tho banks of the West o¢ every fraction of balances due, and concentrated at thia point the whole of their resources, The effect of thig was, to turn the current of specie this way, and fill to overflowing the vaults of our banks. The result is, that our banks aro glad to lend money at five per cent on good security; but such is the peculiarity of their position, that they dare not expand, and hold themselves in readiness to contract to uny ex- tent at s moment's notice. This we anticipate, and the time is not far distant when it will be realized. When we consider what causes produced tho present eusy money market, our conviction becomes strength. ene that they will soon be inoperative. Such a great change in the supply and value of money, was not brought about by moderate means. The banks and individuals exerted every nerve to remove the strin- gency, and in the accomplishment of that, they pro- duced another extreme—a perfect plethora. The spread snd increase of the chslera have tended as much to check business operations as anything else, and it has therefore given # greater impetus to the contraction ‘The receipts of our railroad companies have been xomewbat reduced by the panic produced by the cho- lera upom ‘ue travelling community. At all events, it is attributed to that eause; but that alone is not suficient to account satisfactorily for the great falling off in the income of roada divergiag from this city, It does not account for a falling off of thirty-three per cent in the receipts of the Erie Railroad, compared with what were considered the most moderate estimates. It was the opinion of the management, upon the oponing of the road to Binghamton, that the income to that point, for the year 1849, would amount to $1,000,000, Tho rcod has been opened te that point, Binghamton, nearly six months, and to Owego, thirty miles further, neatly one month, and the gross earnings for the six mouths, for tho whole business of the company, includ- ing the freightage of its own iron, &c., which was in- cluded in the returns, will ameunt to but little more than three hundred thousond dollars. Here is 8 falling off of two hundred thousand dollars the first six months, and we bave overy reason to believe that the last six months will prosent similar results. This will be four bundred thousand dollars for the year, which, deducted from the estimate, leaves the gross earnings for 1849, $000,000. The aggregate may go a little over this; it may reach $700,000. This will not moro than pay the interest on the company’s debt and issues of stook, leaving ® deficiency of the running expenses aud re- pairs, which will amount to between four and five hun- dred thousand dollars—an item of some importance to be carried to construction account, to be paid out of the new issue of bonds. The entire resources of the company now lay in the balance of the four million loan not negotiated and unissued. Calumnies on the Administration—A Humbug Exposed—Organs, &c. &¢. We very much fear that the Union will have ex- pended all its powder, abusing the administration, before they really do any act which the democrate party can make capital out of. The subject of re- movals and proscription is worn thread bare, and yet a revolution has not been excited ; in fact, the public does not appear to feel much interest in the matter, being perfectly willing to believe that no removals have been made except upon good and sufficient cause. General Taylor and his cabinet stand pledged to make no removals unless for cer- tain specified causes; and the mere inference that such causes do not exist, will scarcely permanent- ly affect the administration. ‘ . We have been led to these remarks by noticing in the democratic organ ot this morning, a grave charge against the Secretary of the Treasury, Mr. Meredith, of having had a aumber of forms of dig- missal printed. The Union asserts that such a thing was never known under any former adminis- tration, and regards it as an omen of fearful im- port to the nines in the department. The ad- ministration 13 abused in first rate style, and the country urgently warned of its danger. Ritchie has an unfortunate failing 1n going off: very often at “half cock.” What will be caought of the grave charge and diabolical inuendo, when it is stated that the blanks in question were direct- ed to be printed last August, by order of the Treasu- ry Department, whilst in the hands of the last ad- ministration. This is, however, the case, and Mr. Ritchie would have saved some thunder had he taken the trouble to inquire into the facts before abusing Mr. Meredith tor acts which he was ene tirely blameless of. Mr. Meredith, we venture to say, did not know but what the printed form had always been used, We are willing to do Mr. ex-Secretary Walker se iosues to say we believe he had nothing to do h ordering the blanks to be priated. Wasuina ton, June 27, 1349. The Canadian Reciprocity DBill—Both Sides of the Question. The Hon. Mr. Merr:tt, President of the Cana- dian Council, is now in this city upon business, we believe, connected with the Canadian reciprocity bill. We suppose he will endeavor to have the measure favorably mentioned to Congress by the cabinet; but how far he will be successful remaine to be seen. This Canadian reciprocity scheme, as we un- derstand it, is with a view of granting the Cana- dians a perfect free trade with this country, simi- lar to that now enjoyed by the different States of the Union—to give them a market here for their manufactures and products—to extend to them all the advantages enjoyed by our citizens, with- out, however, their being amenable to our laws or assisting in defraying our expenses—to give then | all the advantages of. citizens, untramelled by the duties which every citizen owes his country—giv- ing them, in fact, an advantage over our own cite zene, in our own markets. This 1s pretty nearly all the benetit we would derive from the measure; but still, it would be a benefit of some magnitude—whether of sufficientto counterbalauce the great advantages, which would be bestowed upon the Canadians, is a matter which would re- quire more data than we possess at present to de- termine. ‘There is, however, another eae connected. with this subject, which will render the passage of the “ reciprocity bill”? somewhat hazardous. [t will not do to look at the matter excepting asa whole. | We must be prepared, if we permit free trade with Canada, to grant a similar measure of favor to all the British provinecs—to Nova Scotia, New Brunswick, and Newfoucdland. We do not believe Congress is prepared to destroy our coal trade by admitting the immense coal ‘regions of Nova Scotia to come into direct competitioa with the coal beds of this country; the admitting the lumber and “ woeden ware ” of New Brunswick will be scarcely more popular; whilst the fisheries of Newfoundland would be fully as injurious to another important class of eur citizens. We merely touch upon these prominent points as likely to render the passuge of the “ reciprocity bill’? a matter of somewhat more importance and greater difficulty than might at first blush appear. It is possible, however, that statistical data might prove it was more to our advantage than it now appears to be; we, however, doubt ut. Lf our Ca- nadian neighbors wish to enjoy all the advantages which our citizens do, they had better come at once into the Union, aad whilst they receive the benefit of being un * integral” part of this great country, become also amenable to our laws and in- stitutions. Under the present aspect of affairs, we think an “annexation” bill would be mach more favorably received here than a reciprocity bill— especially if the latter is all on one side, like the handle of a pitcher.
