Ge: The House had passed a joint resolution, giving per- ‘mission to the Trustees of the Clinton Monument As- sociation to crect in front of the Capitol, near the end ef the grounds in front of and facing Stato strect, a Seivic arch in honor of Dewitt Clinton, and so amended the resolution as to provide that the arch might be erected either at that place or at such other locality on the Capitol grounds us the Trustees of the Capitol aniight judge most expedient. THE ALBANY WATER BILL, the Comunittee on Cities and Vil- Gages, made an adve: sport on what is called tho Albany Water Bill.’ which appoints Water Commis- sioners, and provides for the expenditure of about $1,000,000, for the purpose of bringing water into the city, cither from Cohoes or some of the small streams ‘Detween this city and Schenectady. THE CODE OF PRACTICE. ‘The codefwas at last reported from a select com- mittee, by Mr. Dodge, of New York, and was ordered to be read to-morrow at 10 o'clock. The stock market was a little heavy to-day, caused, no doubt, partially by the disagreeable woathor, and partly by the fact of its being election day. At the first board Reading Bonds fell off 34 per cont; Harlem 34; Long Island 4; Canton Co. 34; Reading Railroad 4. All others closed at prices current yesterday. The sales were not large, and the appearance of things in the street was not so flattering as at the close of yester- day's second board. ‘The steamship Hermann, from Southampton for New York, has been at sea fifteen days, and is nearly due, with two days laterintelligonce from Europe. Wo shall look for her about Friday or Saturday next. "The Bank of Brunswick, Geo., has declared a divi- dend of four per cent on the profits of the last six months, and an extra dividend of ten doliars per share, payable in the stock of that institution. ‘The Mechanics’ Bank, of Augusta, Geo., has declared a dividend of eight per cent on the profits for the past six months. We understand that, independent of this dividend, they have a surplus on hand of over ono hun- dred thousand dollars. The Commissioner of the General Land Office has decided that the affidavits of two or more respectable persons are necessary to suepend tho issuo of a land patent, and that where the soldier dies before the issue of the warrant, the right descends to the next of kin, provided for by law. It is statod that the receiver of the Canal Bank will, in about eixty days, pay the balance due on the notes o* ills of the Canal Dank of Albany. On the 24th of ~v Inst, a dividend of sixty per cent was paid, Januar leaving a balance of forty per cent due. It is also stated that the depositd#s Will got @ dividend of about thirty per cent on their claims, The voters of the city of St. Louis have, by « very decided majority, authorized the City Council to sub- scribe the sum of $500,000 to the stock of the Missis'sippi and Ohio Railroad. The voters of the city of Cincinna® have authorized a subseription of $1,000,000. Thess make an aggregate of $1,500,000, which, with the private sub- scriptions along the line, and at each terminus, insures sufficient capital to complete,the road, Some difficulty has been apprehended relative to the feeling existing in tho northern part of Illinois, and fears are enter- tained that the Legislature of that State will not grant a charter, the bill introduced at the last session having been defeated, These fears are doubtless groundless, and we believe that the friends of this important road have no cause of alarm. The people of Illinois must be too well aware of the advantages they would dorive from the construction of this work, to throw any ob- stacles in the way of its speedy completion, Some little difficulty may be experienced in locating tho route, and there will be, without doubt, influences Drought to bear upon the Legislature in favor of and against cortain points of termination on the Mississippi river. These differences will, without doubt, be recon- ciled by compromise, and a favorablo charter granted, ‘The road will form alink in the great Atlantic and Pacific Railroad, that is to stretch across this conti- nent, The citizens of Cincinnati and St. Louis havo made a strong effort in this matter, and there is no doubt of its accomplishment. Tho President of the Lehigh Coal and Navigation Company has given notice that, in consequonce of the passngo by tho Legislature of an act to restrain corpo- rations from issuing obligations redeemable otherwise than in gold and silver, which act is alleged to have been specially designed to prevent tho issue, in compliance with the expressed wish of the company’s creditors, of coal certificates, the issuo of such cortifieates has been suspended, ‘The revenue of the Georgia Railroad, for the finan- cial year just closed, will amount to at least $320,000, after paying interest on the debt and all the expenses of the road. ‘This is over fourteen per cent on the ca- pital, which is now about $2,225,000, This ahandsomo increase on the revenue of the provious year. Tho South Carolina Railroad Company have, during the present season, dono a very largo business, — ‘The income of the road for March, this year, was $110,- 000, ngainst $75,000 for the same month last year, About $45,000 bales cotton were transported over the road during the month, being an average of nearly 1,500 bales per day. All the Southern railroads are doing a large freighting business this year; the receipt, com- pared with Inst year, show a greater increase than any of the Northern roads. Most of these roads have been Jong laboring under embarrassments in their financial affairs; but they are extricating themselves rapidly, and must soon become sound and prosperous corpora- tions.
