It is very probable that at first the value of Sank stock will be depreciated; but we do not think it will remain dong depressed. It will create a cautiousness on the part of thore entrusted with the management of banks, and keep them withim proper and safe limits; the stock- holders will be more careful in the election of officers, and examinatio: id investigations be me-e frequent- 17 made. The system of public credits will be much im- proved, and the discount line much reduced. This law will have a very favorable influence upon indivi- ‘dual credits, and deprive many of those favors which have heretofore been at times so freely extended, for the purpose of promoting speculation. The individual ‘Fesponsibility system, if properly enforced, will act as check upon expansions, which must have a very fa" ‘yorable influence upon the currensy, and upon the ‘movements of trade generally. All the laws which have hitherto been made have failed to prevent the | most disastrous expansions and contractions in the banking operations of this State. The plan of making quarterly reports w: oontly passed for the regulation of returns has proved anabortion. We have repeatedly urged the propriety ef compelling the banks to make average monthly re- nce of these institutions in the Legislature bas been sufficient to defeat the object we hadin view.
