Dasbavus, Feo. 27, 1349. The State of Trade— Potrtwul Intelligence—The Aristocratic and Democratic Parts. Business remains in-a very dull state, which, with the limited demand for American provisions, arising from the excellent crop of native provi- sions, and a very large importation within the last few days, has depressed the prices to that degree that but few articles imported from the United States will pay frst cost and charges. Political affairs are, however, a little more active than common, and no doubt we shall have some Tich scenes enacted during the week. There has, tor a long time, been a steady contest going on be- tween the aristocracy and democracy of the island, which resulted, at the election in January last, of two democratic representatives to the Legislature, 4m the room or two aristocrats. Should they be Suflered to take their seats, the liberal, or demo- ¢ratic party, would have a majority in the Legis- lature, and as they claim the party now in power have squandered the tunds belonging to the island, they, no doubt, would investigate the financn Management of their predecessors, which might bring to light transactions not very creditable to e office holders, To obviate this, the dominant party have raised objections to the validity of the election of these two members, which 1s to be tried before the Legislature this week. The aristocratic members have all the legal talent of the island en- gaged on their side, and will leave no stone un- turned to carry their ends. x On the other hand, the liberals have the majority lof the people with them, and ian predict that blood will flow if the election of the two democra- tie members is declared illegal. One thing, ho ever, 18 certain, that whichever way this contest is decided, it will ‘Rot prevent the ultimate triamph of democratic principles and democratic liberty. It may retard it for a short time; but so sure as the gun rises in the east, they must and will triumph. I will endeavor to keep you advised of how thin; terminate, and in my next may have some sic! scenes to relate. AppitionaL Accounts From Hayti.—We learn that accounts have been received in this city, brought by the Packet, which state that the expe- dition which had been got up by the Haytien go- vernment against the Spanish or Dominican part lof the island, had marched on to the attack, and rere repulsed, with a large number of the blacks ‘led, and as many ot the browns taken prisoners py the Dominicans. We have not heard the name lot the General who commanded the Haytien forces, but so irritated was the President at the result of the expedition, that he had determined to get up another hostile torce, and take the com- mand upon himself. It 1s thought that should Sou- louque carry out this determination, which many persons seem to doubt that he will do, there 1s rea- son to believe that it will be the last of him, for a good opportunity will be aflorded his enemies to single him out as among the first victims to nis obstinate and uncalled for molestation of the people of the Dominican republic.—Kingston (Ja.) Journal, Feb. 21. Sram Suir Fatcon.—The steam ship Falcon passed Savannah Bar early on Monday morning, tting her mail on board a pilet boat. The steamer fF. Stone was sent down to meet her, but was too late, and consequently the ontward Savaonah mail and seven passengers, for Soy were left be- hind. The Savannah agent did not receive tele- phic notice of her leaving until 10 0’clock on Monday, although the dispatch was dated the 9th imet., at No jew York.— Charleston Courter, March 15. M. ‘The stock market during the past week has been qnore depressed than the events which have transpired reoently in the financial and commercial world hi warranted us in anticipating. It is true the advance 4m stocks generally, from government six per cents down to the most worthle: ney, has been great; not- vithstanding, however, the recent depreciation, prices ‘rule eight end ten per cent above those current a month or two ago; butas the starting point was so low, the imprevement has not raised quotations to a Jevel corresponding with that of previous seasons. The extension of the different railroads; the increase in he monthly receipts, and the improvement whioh has Deon realised in t! nancial affairs of each, have had mo material influence upom their market value, and ‘most of them are now selling at forty and fifty per cent ‘Delow priees realized years ago, when the companies were apparently hopelessly bankrupt, and their af. sisirs wretohedly mismanaged. At one time, within he pact four years, Harlem railroad stook sold at 68 per cont—it now sells at 60. Long Island gold at 87—It mow sells st 26, Reading railroad at 70—it now sells at 82. Within this period, these stocks have sold at ten to fifteen per cent below pre- gent prices, These fluctuations are s pretty fair illus- ‘tration of the ups and downs in the stock market, aad show that the bears, in the long run, have the adv: tage of the bulls. It requires » large capital to bear stooks successfally, and for this reason, the weak ope- gators—those having small moans—are generally bulls. Outsiders generally speculate for # risk, and the result os, they eraily lose all the capital they take into the street. The changes in the market, within the past re sufficient to convini y one that yn in the face of the most favorable cir- oumstances, cannot sustain prices for any great length oftime, or carry them up toany extent. The time {has gone by when the fancies can be inflated fifteen and twenty per cent in two or three deys, and the have balls Jost the opportunities they once enjoyed for getting up eorners inany favorite fancy. The bears have also peen checked very materially in their operations. In consequence of the difficulty—nay, impossibility—of getting Up any great speculative movement in the pteck market, the bears have not such a margin for de- preoiation, and ato therefore compelled to confine tivimselves to small profits end quick returns, The causes for this revolution in the stock market first, the ehanges which have been made in the fin cisl policy of the government, and the effect of these ebanges upon the currency generally,and upon the t of the banks particularly; and second, tae impossibility of drawing outsiders into the street, which compels the brokers to speculate with each other toe greater extent than suits the interests of any of them. The class of operaters which are s0 necessary for a successful movement in the fancies, have, during the past three or four years, been wary; have gi Wall street a wide berth, or have taken hold very cautiously whenever they have tried their luck. This has been one great cause of the Mmnited variations in the stook market during the past three years; but the principal cause of the uniformity in prices lately, isthe existence and operation of the independent treasury system, which has exerted such s wonderful influence upon the move- mente of the banks. It is to this, more than anything else, that we attribute the reduction of prices for all securities te their actual value, the restfiction of public and private credits, and a uniformity in the operations of commerce never before realised. We do not find now, as in years past, any inflation In prices for one of our great staple products, and a depression in enother—any great activity im ome article, and in- activity in another—the result emtirely of specula- tive produce by an enormous expansion in the our- rency; but we finda steady movement in all the de- partments of trade, and a healthy state of things in business generally. Since the adoption of the indepen. dent treasury system, we have had none of those ruinous fluctuations in prices for merchandise or for stoeks; and although the markets have been more or less depressed, it has been the result of causes origi- nating abroad, and entirely beyond our contrel. This system has tended much to moderate the disastrous effect of commercial and financial revulsions, which have been realized through our connection with other nations and the dependence placed jupon foreign markets. The annexed statement exhibits the quotations for the principal speculative stocks in this market foreach day of the past week, and at the close of the week pre vious. The draftson the assistant treasurer of this port for the week ending the 17th inm- stant, amount to $246,284 17, showing an increase in deposits for the week of $462,164. The amount on deposits in the hands of the assistant treasurer, at the close of business yesterday, was $2,178,000. It will be seen by this that the deposits are rapidly increasing, and that the amount already on hand falls but little short of that previous to the payment of the instalment on account of the Mexican indemnity. The new Seore- tary ofthe Treasury has not distributed the publiefunds asrapidly as antioipated,and the only hope now isin the reduction in the importations, and through that a de- pletion of the treasury. The season has become pretty well advanced, so far as importations for the spring trade are concerned; and the probability is that the bulk of foreign goods suitable for this trade has been Tecelved. As soom as the imports fall off, the deposits will be reduced fast enough to satisfy the most bitter opponent of the produce the relief anticipated from such a movement, It is offojally announced that the Susquehanna and Tide Water canals will be opened for navigation on Monday, the 19th inst , and it is added that they have escaped all injury during the past winter, and are now in fine order, The Baltimore and Obie Railroad Company has de_ cided to commence the extension of the road west from Cumberland, the present affairs of the company justi- fying their doing 60. Notice has sccordingly been issued for contractors to send in proposals, The revenue of the month from passengers has been $24,481 43 on the main stem, and $15,687 97 on ‘Washington branch—total from passengers on both roads, $40,119 40; and frem freight, $62,296 31, on the main stem, and $3,636 48 on the Washington branch—total from freight on both roads, $65,932 75, Total revenue from passengers and freight on both roads, $106,052 15. The tonnage westward from Bal- more to all points of the road, has been 5,163, and the revenue therefrom $21,604 89. The number of hogs transported in the five months since Ootober Ist, 1848, has been 148,781, against 78,690 in the corresponding five months of 1847, °48— an increase of 75,091, or 102 per cent.
