Aupany, Feb. 15, 1819. ‘The Lull in the Affairs ww Albany—Tne Code— The Court of Chancery, ¥e., §c. Acalm has followed the extraordinary excite- ment which existed in the Legislature betore the election of a United States Senator. There has been a falling off of members, and a falling off ot parties at the Executive residence ; the House looke deserted, aud cannot muster more than eighty members; the Senate isin a similar condition. I regret to have to record the fact that Senator David H. Little, of the eighteenth Senate district, 48 violently and dangerously 11I, at his residence in Cherry Valley. Senator Saxton Sauth, of the seventh district, hes a!so gone home home sick. In the case of Mr. Litile, cholera (or cholera morbus) symptoms have been discovered. The second code of procedure in criminal cases, and the amendments to the code now 10 bp coai were reported to the House two or three ae since, ree been referred to the Judiciary Committee, much to the chagrin of some of the hororable members of that committee, who say they have work enough oo their hands already. The chances seem to be that the second code of procecure in cnminal cases will not be passed at this sersion, and that the code now in operation will be most unmercifally eut up and amended in all sorts of ways. The House ‘seem indisposed to take these interminable volumes into serious eontideration, for fear they will never be able to complete the job. Between this and the first of April, when the supplementary term of the com- missioners on peentiee and pleadings will expire by limitation, litte action wall be had upon the subject im avy shape. Before the expiratioa of their term an attempt will be made to add another year tort; this will be resisted, and then we ex- pect the House wilt take hold of the commission- ere and their reports in earnest. In the meantime, we may have a report trom the Judiciary Com- mitiee, ad libitum. The Senate are bothering themselves about an excavation of the Albany basia, which will pro- bably never have a chance to float a vessel that draws over five feet of water. A good deal 1s said about Albany basine, Albany eaterpriee, and im- provements 1n Albany ; but between us, there 13 ile in them, nor never can be. Considerable complaint has been made in seve- ral quarters, egainst the official conduct and cha- racter of the cie:k of the Court of Appeals. Se- veral resolutions ot enquiry have been addressed te him by the Legislature, in reterence to the dis- position which he hus made of the funds and se- curities in charge of the Court of Chancery, which were paid over to him when that court went out of existence. The reply received by the Senate frcm this officer, was declared by Senators to be ‘entirely unsatistactory. We notice that in the Senate to-day, Mr Wilkin gave notice of his in- tention to introduce a bill to amend the act in re- janion to the funds and securities supposed to be an the hands of the clerk. I consider it likely that the homestead exemp- tion bill will pass at the present session of the Le- ae According to the terms of thisbill, every mily owning a house worth no more than $500 will have it secured to them against execution or ale by creditors. Inthe House to-day, Mr. L. W. Smith, from the Committee on Grievances, re- ported’ 1n favor of the passage of this bill. I: is well known that the late Chancellor Wal- worth, during his official term, purchased and col- Ieeted'one of the most valuable law libraries in the world. He made additions to this library from year to year, until, at the close of his term of office, it had swelled to several thousand vo- Jumes. The Chancellor knew how to select the moet valuable works, ard he knew what a law li- brary ought to contain before it could be called complete ; the courts, understanding this Eee are anxious to have it in their possession. The library has thus far been preserved intact, and none ot the judicious selections made by ihe Chancellor have been removed. A bill making provision tor its disposal is before the House. We observed John Van Buren in the Supreme Court a few days since ; he looked as rosy aad in- funtine asever. He 18 one ot the most polite and bland young men in the country. We perceive that be is associated with Seward as counsel for the anti-renters, in the approaching title sut.— When we saw John in the Supreme Court, as we have mentioned, he was engaged in trying a cause before Judge Parker, of this city; this gives us an opportunity to say that Judge Parker is one of the most accomplished and esteemed judges upoa the American bench.
