Even with these large shipments to all parts of the world, there has been an increase in the stook ou hand and on shipboard, at the different southern porte, of 118,096 bales, compared with corresponding dati last,year, This is in the face of s smaller stock on ‘band at the commencement of the season—September 1, 1848—than on the let of September. 1847. ‘The movements thus far point to » large crop this year. Our previous estimate of two anda half millions of bales, will, without doubt, be realised. In » period of less than five months, nearly twelve hundred and fifty thousand bales have been recvived, in the face of ‘the most reduced range of quotations; and, in the eveat oftheir being any important improvement in prices, from any speculative or other cause, there is nut mach doubt but that more than twelve hundred and fifty thousand bales will reach market duriog the remaining geven and a half months. The prospect at present is decidedly in favor of a continuance of low prices. With such a supply as Te likely to have, and a compara- tively limited consumption, we must admit that the chances for an advance are rather poor. The time is ap- proaching when it is usual for the munofacturers of Great Britain to inflate prices for the raw material, when it is for their interest to give an impulse to pro- ductien, and induce the planters te cultivate as much land for cotton as possible. For this purpose the ma- nufacturers generally give activity to the Liverpoo, market, and suffer prices to improve, 0 that the ac- counts will reach the growing districts of this country just previous to planting ‘ime. In this way they give an impetus to the cultivation of the plant, and increase the supply of the raw material. Petitions are flowing into Congress from every section of the country, asking fcr the reduction ef the rates of postage, the abolition of the franking privilege, and the free delivery of letters to their addrees in all large towns and cities. These meae sures are urged by strong and forcible arguments, showing that the adoption of them would increase the revenue of the Post Office Department, as well of the people. The friends of cheap postage, judg- ing trom the success of the experiment ia Eagland, ‘ , reducing the rates of postage, say as great, if nota greater, increase of letters will take place here, and the revenue of the Post Office Department will be greater than it now 13, or ever was, under the olden system. But in order to produce this effect, all the measures they ask for must be adopted ; their plan must be taken as a whole, and not by parts. It the postage be pre-paid by the use of stumps, reduced 80 low as to bring everything into the mails, the frank abolished entirely, and letters conveyed to and from the Post Office free of charge, the letters will multiply to a vast extent. They argue that itis not newspapers which burdea the mails so mueh as the large weighty documeats and books which are sent througa them without paying any postege. At the rate newspapers are now charged, they more than et, the freight of ransportation. The two hundred tnousand dol- ars paid by the government tor postage is not one- fitth of the postage which the public documents would pay if they were charged periodical or pamphlet postage. The revenue of the Depart- ment, under these reforms, will he amply sufficient to support itselt, and to continue extending maul facilites to the interior of the country. G. Aunany, January 30, 1849. Defeat of the Bill Continuing in Office the Com— musstoners on Practice and Pleadings—Laegula- tive Affairs, &c , §e. J announced to you, several weeks before the meeting of the Legislature, that, during the present session, a formidable and powerful opposition to the new code of legal practice would be developed in that body. The accuracy of that prediction has been confirmed. The term of office of the Com- missioners on Practice and Pleadiogs, will expire to-morrow ; and the House to-day, by a vote of ninety-nine yeas to seven nays, refused to continue them in office beyond the first day of April next. I consider this vote an expression of the hostile feelings which pervade the Assembly in reference to the code of procedure now in operation. I con- sider it a deliberate verdict against the code ; but one of the Commissioners, with whom I have had some conversation this evening, seems to take @ different view of the motives which influenced the House in giving this vote, This Commissioner remarsed, that the vote decided the question whether the code would be retained or repealed ; he said the question was decided in favor of the code; it would not oe repealed. ‘The Commiseioner also professed to regard tas | vote as evidence that the House does not coacur | in the opinion entertained generaily by the legal profession, that this board of Commissioners are a set ef impracticable philosophers of the Fanny Wright and Fourierite school. It is difficult to reconcile the action of the House with this opiuion ‘That body retused to assent to the suggestions mad by these Commissioners, in a communication which they tately addressed to the Legislature, In that communication, they ouserved that it was nec ssary, in order to complete the labor devolved supon them, according to theit con itution, that one year should Senate complied with this suggestion, but the House treated it with contempt; they amended the Senate bill, by adding only (wo months w the present term of office of the Commissioners. It is ossible that, in taking this course, the House may ave merely wished to reserve to itself the privi+ lege of exainining the code ot procedure 1a cramer nal actions, which was presented by these Com missioners to-day.
